The abstract:
The United States is not prepared to deal with an attack by a terrorist group using an improvised nuclear device, the author says. It should get prepared, because the risk is real even if the probability is low, and doing so could save a great many lives. 
The author explores the potential impact of a 10–15-kt improvised nuclear device set off in New York City. The initial blast would kill between 75,000 and 100,000 people in seconds. Another 100,000–200,000 people would be injured, many of them dying within weeks or months, some with burns, others with impact injuries, and some with acute radiation syndrome. 

The demands on the medical system would be vast and overwhelming, all the more so because the bomb would have destroyed much of the capacity to respond. Current planning efforts are not sufficient to manage the carnage.

What we’re up against.

There are four types of potential nuclear incidents that require some level of preparation: an accident or attack at a nuclear power plant, a dirty bomb, terrorist use of an improvised nuclear device, and an attack using a nuclear weapon executed by a foreign nation. The first two types of events – an incident at a nuclear power plant and a dirty bomb – have received a greater level of planning attention than the others. An attack on a nuclear power plant or a catastrophic accident like the ones that occurred at Chernobyl in 1986 and Fukushima in 2011 would have devastating short- and long-term effects. With that in mind, the Federal Emergency Management Agency (FEMA) and Department of Energy require that states with nuclear power plants practice notification, response, and evacuation plans. Zones requiring specific actions have been designated depending on communities’ proximity to nuclear power plants. Fortunately, the track record of the US nuclear power industry has been reassuring in terms of planning for accidents. The possibility of a dirty bomb attack has also received planning attention from US authorities, in part because it is seen as relatively likely on the spectrum of nuclear disasters. A dirty bomb is a rather simple device composed of a conventional explosive – much like the one used to blow up Oklahoma City’s Alfred P. Murrah building in 1995 – laced with radiological materials called isotopes. Gaining access to radioactive isotopes is not as challenging as one might expect. Medical facilities use various types for diagnostic testing, and several industries require them. Certain isotopes, while difficult to come by, have a long half-life, and if used in a dirty bomb would contaminate the blast area and that around it with residual radioactive material for months or years. This would create a “hot zone” too dangerous to enter for any type of firefighting, rescue, or reconstruction activity. Additionally, radioactive particles dispersed in the air can be carried downwind in a “plume” and deposited far from the explosion. Planning for the aftermath of a dirty bomb will vary from city to city. Most cities have some level of preparedness for  managing a mass-casualty event, but the problem of radiation contamination adds complexity. The majority of contamination can be handled by removing clothing and washing victims’ skin. Once victims are removed from the area, the residual ground and building contamination is a less urgent problem, and decisions about clearing the area will likely be made by city authorities in conjunction with federal agencies.

The most devastating kind of incident would involve a nuclear weapon: Terrorists could acquire or build and detonate an improvised nuclear device in a major city, or – worse because the bomb would be bigger – a foreign nation could launch a nuclear attack. In the first scenario, the device would likely be between 5 and 10 kt. A 10-kt bomb would release the same amount of energy as 10,000 tons of TNT. The kind of improvised nuclear device we are most likely to see is a “gun” type of bomb that would use an explosive to fire a mass of HEU through a tube at another mass of HEU, causing fission and the release of energy in an eruption of pressure, light, and heat. A 10-kt improvised nuclear device would destroy or significantly damage everything within a half-mile radius. An attack by a government with a long-standing nuclear weapons program could be orders of magnitude worse.

The strength of the explosion could range from something around 10 kt – the size of a nuclear bomb North Korea tested in 2013 – to measurements in the megatons, or hundreds of times greater. In a nuclear attack, the bomb will be dropped from an aircraft or delivered via missle. Unlike a bomb carried into a city on a truck, a bomb delivered by air can be detonated above a city rather than at ground level, causing a larger area of destruction and loss of life. In the discussion that follows, I make the assumption – based on information from open-source material – that terrorists are unlikely to construct a device greater than 10 kt, and that a missile launched by North Korea would carry a warhead in the 10–15 kt range. These scenarios are both more likely than a multimegaton nuclear warhead being launched at the United States. What to expect For those who must think about planning for the aftermath, one of the starkest facts about a nuclear bomb attack is that on top of killing people on a vast scale, it will thoroughly destroy the capacity to respond.

When a nuclear bomb made with HEU detonates, it releases an enormous amount of energy of four different types. The blast releases 50 percent of its energy in the form of a pressure wave so powerful that it levels buildings. There is little chance for human survival within a quarter mile, and as the wave travels farther out and weakens, it can shatter glass within half to three quarters of a mile. Thirty-five percent of energy from the blast creates the blinding flash, emitting heat that incinerates all but concrete buildings (and melting glass and burning the contents even in those). Fires will be so numerous and radiation levels so high that firefighting will be impossible. Initial (or “prompt”) radiation accounts for 5 percent of the energy. The remaining 10 percent is released in long-term fallout or residual radiation, which can, when carried by wind, travel over long distances. Should an improvised nuclear device detonate in New York City’s Times Square, the initial blast will kill between 75,000 and 100,000 people in seconds. They will be incinerated so thoroughly that their ashes will be indistinguishable from the ashes of the buildings around them. Others will be crushed by falling buildings, struck by flying debris, or thrown by the pressure wave against buildings, the ground, or each other. Another 100,000–200,000 people will be injured, some with burns from the heat of the blast, others by objects hurtling through the air. Many will be exposed to various levels of radiation that will cause suffering or death over weeks and months. The loss of city government, fire and police departments, and other emergency responders, coupled with demolished hospitals and destroyed water, sewage, power, and gas lines, means that repairs will take months or years even outside the contaminated “hot zone” and be impossible within it. The city will become a ghost town. As a result of the plume carrying radioactive particles downwind, hundreds of square miles may be unusable and need decontaminaion.

 People will leave their homes in search of safe havens. With no radios to give them instructions, some will move into the path of the plume and be exposed to a higher dose of radiation than they would have received had they stayed home. Many of these evacuees will die from radiation exposure. Chaos will prevail as millions of people try to evacuate the city without aid of communications systems, which will have been destroyed. They won’t know where to go or where to receive medical care. Following a hurricane, people can reach shelters, medical teams, and sources of food and water that were deployed in advance. Following a nuclear attack, none of these assets will have been prepositioned prior to the explosion. In the early 1980s, while living outside of Boston, I received a pamphlet in the mail instructing me to evacuate to a specific town should the worst happen. A reporter following this effort to prepare citizens traveled to several of the “host” towns to determine their readiness to receive all the evacuees. The reporter was startled to find townspeople who said the new arrivals wouldn’t be welcome. Where would city evacuees go if an attack occurred today?

From 2009 to 2010, as part of research I was doing for the Defence Academy of the United Kingdom, I conducted an end-to-end assessment of the medical capabilities of several countries and cities to respond to terrorist use of an improvised nuclear device. (It was similar to one I completed while serving as director of the Mayor’s Office of Emergency Management in New York City, looking at the aftermath of biological and chemical attacks.) No city or country visited during this assessment was prepared to manage the aftermath of a nuclear detonation. Even taking into account just the medical needs of a large city following a nuclear attack, the results clearly showed that current planning efforts were not sufficient to manage the carnage.

 Using New York City as a model, it’s anticipated that several hundred thousand people will require some sort of medical evaluation or care. With the loss of hospitals and 35–50 percent of first responders, and health care personnel unable or unwilling to go to work, surviving hospitals will need to use every inch of space to treat only the most critically injured. Makeshift treatment centers or casualty collection points near the blast will be required to triage the injured. Ethical and moral issues will arise as the overwhelmed staff, short on supplies, is forced to decide who should receive treatment and who should be moved to end-of-life care, receiving morphine to ease their pain. The profound psychological impact on these healthcare workers and first responders cannot be overstated. Their task is essential, though: The ability to make some order out of the chaotic wave of people with different levels of injuries, from those with various kinds of physical trauma to those with psychological trauma to the “worried well,” is a key to reducing morbidity and mortality. Certain characteristics of nuclear attacks make them especially hard to prepare for. A nuclear blast causes an electromagnetic pulse that knocks out communication systems, some irreversably. Without the ability to communicate, coordination among medical personnel and other first responders will become nearly impossible.

Assuming medical staff can get to where they need to be, demand for them will be extraordinary, but managers will have to rotate them to prevent exhaustion and reduce the psychological impact. There will be an overwhelming number of patients. After triage, some will have to be transported. Hospitals will have to not only care for the injured but also control security and coordinate the flow of information to victims’ families. Local, state, and federal governments will have to rapidly set up alternate-care facilities close to the “hot zone.” They will have to have plans for alternate standards of care, so that, for example, emergency medical technicians are allowed to perform tasks ordinarily reserved for paramedics or nurses, freeing paramedics and nurses to perform more advanced medical treatment than normally permitted. This last issue, the focus of numerous studies and reports, presents both legal and ethical challenges, many of which need to be resolved in state capitals, where the scope of practice for health care professionals is typically controlled. And planners should remember that just because an ethical issue is resolved in advance, doesn’t mean that the decision will be followed in practice in the aftermath of a disaster. Sending an adult to end-of-life care may pull on the heartstrings, but sending a child to the same fate could prove to be too difficult for many medical personnel.

Beyond the difficult front lines of triage, survivors of a nuclear explosion will have a variety of injuries, some well known to modern hospitals but others more difficult to diagnose and develop a plan for. Acute radiation syndrome, in particular, results from exposure to radiation and does not have to coincide with any other injury. It may be the only effect a survivor suffers, and it may not manifest soon after exposure. Acute radiation syndrome occurs when a significant portion of the body is exposed to a large dose of penetrating radiation in a short period of time. The nature of acute radiation syndrome depends on the dose. At lower doses, the only effect may be on the gastrointestinal system and bone marrow. At higher doses, bone marrow will stop producing infection-fighting white blood cells, platelets that assist in blood clotting, and red blood cells that carry oxygen. Larger doses also destroy the lining of the gastrointestinal system, causing diarrhea, vomiting, and an inability to swallow or digest food, requiring patients to receive nutrition and fluids intravenously. At the highest levels of exposure, the heart and nervous system are impacted and rapid progress toward death is certain. Some of the most difficult patients to manage are those with combined injuries – say, a penetrating wound from a shard of glass, requiring rapid surgical intervention, and also acute radiation syndrome. Finally, a great moral and societal challenge will be managing the dead. Many victims will be in the “hot zone,” where responders can’t enter and radiation levels may not be safe for years. Victims’ families, though, will demand recovery of loved ones. Even where identifiable remains exist, the number of dead will be so large that months may pass before a family receives them. At some point in recovering bodies, a decision may have to be made to bury victims in mass graves. The United States has excellent systems in place to manage mass fatality incidents – but they have never been tested with several hundred thousand dead at one time.

Where do we stand?

These issues have not received enough attention from FEMA, the US government entity responsible for helping states plan for and respond to disasters. FEMA takes what emergency planners call an “all hazards” approach, meaning it addresses effects common to many different types of disasters. This lack of planning to deal specifically with a nuclear incident is a serious weakness.
That makes it all the more important for states and cities to have their own plans in place for worst-case scenarios. It’s far easier to scale back a response if resources are not needed than to need them but not have them. While serving as Commissioner of Homeland Security and Emergency Services for New York State, I asked each of the 57 counties to plan for what they thought to be a worst-case scenario. (Scenarios varied from county to county.) Where FEMA has lagged, the US Department of Health and Human Services has aggressively built up its capability to respond to a nuclear incident. It has medical response teams that are staffed and equipped to mobilize in response to an incident, support state and local governments, and, depending on what is needed where, either provide comprehensive health care infrastructure or augment existing hospitals and clinics. In the aftermath of Hurricane Sandy in 2012, these teams provided the only medical care available to some communities on Long Island, just east of New York City. They provided invaluable aid in evacuating Manhattan hospitals. The Department of Health and Human Services has also committed significant resources to acquiring medical treatments for the survivors of a nuclear detonation. The Strategic National Stockpile, composed of 12 separate units at classified locations around the country, is also under the department’s control, and capable of being dispatched to any city within 12 hours. In it are supplies to treat burn injuries, as well as cutting-edge therapeutics to aid in reversing the effects of radiation by stimulating bone marrow to produce platelets (which help stop bleeding) and white blood cells (which help prevent infection). Should respirators be needed, the Strategic National Stockpile can provide them, along with antibiotics, vaccines, and massive quantities of intravenous solutions. Many units from the stockpile will be needed to support a city in the aftermath of a nuclear detonation.

Cities far from the nuclear blast are also a potential resource. The federal government is sure to ask for help from far afield as soon as demand for medical resources exceeds local supply in a given area. Governors and mayors may be reluctant to release personnel, though, either for political reasons or out of concern that their cities and states may be targeted next. I believe most elected officials will rise to the occasion, and dispatch as much help as they can spare. But no number of simulated incidents can predict how political dynamics will shift following the real thing. Over the course of the study I conducted in 2009 and 2010, several government officials said they were unable to take steps forward because the elected officials they reported to were unwilling to discuss the issue. Privately, many politicians used to worry that if they discussed nuclear terrorism, they would likely be ridiculed for fearmongering. In the last seven years, that concern has changed dramatically at the national level, with President Obama and other world leaders convening to address nuclear proliferation and nuclear terrorism. Silence at the local level continues, though. Among city and state governments, the only ones that I’m aware have some level of ongoing planning for nuclear disaster are New York (city and state), Washington state, Los Angeles, Boston, and Chicago. North Korea broke its silence on the late April detention of U.S. citizen Kim Sang-duk, also known as Tony Kim, in a report on Wednesday in which state media accused Kim of “committing criminal acts of hostility”.
In the report published by the Korean Central News Agency (KCNA), Kim’s behavior was alleged to have “aimed to overturn the DPRK”, though no details were given about the specifics of his actions.
Kim, who was a professor at the Yanbian University of Science and Technology (YUST) in Yanji, China, and was a regular visitor to North Korea to teach at the  Pyongyang University of Science and Technology (PUST), had committed the alleged crimes “not only in the past but also during his last stay.”
“A relevant institution” detained Kim at Pyongyang International Airport at 8:00 on Saturday, April 22. He is now being held while a “detailed investigation” into his crimes is carried out.
“From what I heard, he is being investigated for the matters that are not tied to the PUST,” Park said in an email at the time. Read the full story here.

Over the past five years, North Korea has constructed several military facilities on small islands surrounding the city of Sohae, a leading missile development and testing site. In some cases, the islands themselves were constructed; what amounted to little more than a pile of sand 20 years ago is a burgeoning military facility today. 

Sohae, a sizeable metropolis on the country’s west coast, has hosted many critical missile tests, including the 2012 and 2016 Kwangmyŏngsŏng satellite launches. It is the prime research and development hub for key intercontinental ballistic missile (ICBM) technology. Sohae is expected to host more missile tests in the coming years as North Korea focuses its efforts on ICBM development.
North Korea has built at least five military facilities on islands near Sohae. The islands identified in the infographics below are not uniform in size or geological structure, and their military facilities are not identical to one another. Their missions may likewise be individually distinct. Some of the new facilities may not even be primarily served by Sohae’s military facilities, but by other nearby bases. We have dubbed them the “Sohae islands” because Sohae is the most significant political-military structure nearby.
There is not enough open-source information to confidently determine the mission of these new island structures. Their purpose remains elusive.
The “Sohae islands” may sprout new buildings or host missile tests. The KN-06 air defense system may arrive — on the islands or elsewhere — to defend the city’s critical military infrastructure (and the lives of its inhabitants). Without question, key ICBM components will continue to be tested at Sohae, whether from an island or the Tongch’ang-Dong Launch Facility on the mainland. The city is rising in strategic importance as North Korea focuses more and more of its efforts on mastering ICBM technology. North Korea has concluded an agreement with Russia to increase the number of migrant workers from the regime in the North to the Eurasian Country. Thanks to their work, Pyongyang receives a part of their wages, increasing foreign currency to improve its shaky economy. This happens despite the series of sanctions that the UN imposed on North Korea because of its nuclear program and missile tests.

The agreement was signed last March 17 in Pyongyang between Ri Kwang-gun, Vice-Minister for External Economic Relations, and Dmitri Demidenko, Russian representative of the Interior Ministry, emigration sector.

Under the agreement, North Korean migrants must have a good knowledge of the Russian language so a cooperation program was set up between the Institute for Foreign Studies University in Pyongyang, and the Pushkin Institute for Languages. Already in 2015 Russia began to demand that North Korean migrants study the Russian language and history, and be tested before being sent abroad.

At present there are about 30 thousand North Korean workers in Russia. Most are engaged in forestry, mining and construction.

The latest available figures show that North Korean workers are paid around $ 100 US per month. Of these, 70% is taken by Pyongyang as "loyalty payment" to the state.

The UN Commission on Human Rights has condemned this form of slavery of North Korean migrants.

The United Nations says there are at least 50 thousand North Koreans working abroad, mostly in China and Russia. But groups of them are also in Kuwait, Libya, Malaysia, Mongolia, Myanmar, Nigeria, Oman, Poland, Qatar and the UAE.


These workers earn $ 120-150 per month and are often forced to work up to 20 hours a day, with only one or two days off a month, and insufficient food. Of course, a portion of their wages is passed by direct debit to the North Korea government.

Given the March 8 statement by the Malaysian Prime Minister implicating the government of North Korea in the murder of Kim Jong Nam, it would seem to qualify as an act of state sponsored international terrorism under the law.

The use of a prohibited chemical weapon in an attack in a public area of another nation makes it particularly heinous. True, it is not of the same level of viciousness as North Korea’s past campaign of state sponsored terrorism. The victim was a single North Korean terminated apparently in Pyongyang’s Byzantine family power struggle, whereas in Pyongyang’s previous campaign of state sponsored terror, the targets were South Korean civilians and officials in large numbers.

This included a bomb attack in Rangoon that murdered a significant part of the ROK Cabinet and the bombing of a South Korean civilian airliner killing 115 people in the 1980s. Moreover, a single intra-family assassination does not necessarily meet the “repeated” support criterion for designation, but if the international outcry over the assassination is loud enough (e.g., through some decision of the UN Security Council), one suspects a means could be found to move forward. It would seem absurd to have to wait for Pyongyang to conduct a second VX attack in order to do so.

It is possible that the Secretary of State could simply conclude that the DPRK had violated assurances that permitted President Bush to lift the designation as a state sponsor, requiring him to re-designate Pyongyang; he could also consider North Korea’s recent cyber attacks on the US and South Korea as an act of state-sponsored terrorism.[4]

So, in all probability, the Secretary could designate North Korea. This might take a little time—even in this post-truth era—as sanctions decisions are fact-based and must meet legal and procedural standards. This will require some concrete, legal basis for concluding there was a definite North Korean government role in the assassination. The real issues are whether and when he should do it.


There are two strong reasons to do so.
The first is the heinous nature of the killing—particularly the use of a chemical weapon on the territory of a previously friendly country. 
The second is that the diplomatic context for removing the DPRK from the state sponsors list has evaporated. Prior to the assassination, the second reason was often given for returning North Korea to the list. It never gained traction largely because it did not give the Secretary any legal basis for such a step. But, now that there is an actual act of terrorism to consider, the lack of a diplomatic context for keeping North Korea off the list provides support for taking the step. It is hard to find a tactical basis for not taking the step when our previous nuclear dialogue is in a state of collapse. There is certainly a diplomatic logic to withdrawing what was, in fact if not in law, a concession made to Pyongyang in the context of progress on nuclear and missile issues now that the North Koreans are hell-bent on developing a strategic nuclear deterrent. A ballistic missile launched by Iran on Sunday was North Korean in construction or design, according to the Pentagon. The missile test, which ended in failure, was not a violation of 2015's Iranian nuclear deal, but arguably was in violation of a U.N. Security Council resolution. Either way, this latest test could set Iran on a collision course with the Trump Administration, which has promised to take a hard line on Iran.
According to Reuters, the missile traveled 630 miles before it exploded, either by accident or by design.

As pointed out by arms control expert Jeffrey Lewis on Twitter, the Pentagon identified the July 2016 missile as a locally produced version of the Musudan, a North Korean intermediate-range missile. Also known as the Hwasong-10, the missile is allegedly derived from an obsolete Soviet Cold War missile, the R-27 Zyb.

The Musudan has been adapted from a submarine-launched missile to a road-mobile missile, and is launched from 12-wheeled heavy transporters. The missile has a payload of 2,000 to 2,500 pounds and a theoretical maximum range of 2,500 miles.


Missile tests are not covered by the Joint Comprehensive Plan of Action, the 2015 multinational agreement that effectively ended Iran's nuclear weapons program. However, Iran is prohibited from testing ballistic missiles capable of carrying a nuclear warhead under U.N. Resolution 2331. The Resolution specifically calls on Iran not to test any ballistic missiles capable of carrying a nuclear warhead, or using ballistic missile technology, for eight years after the signing of the JCPOA, or after the International Atomic Energy Commission has determined Iran has lived up to its end of the deal. In September 2016, experts warned that North Korea would have a working intercontinental nuclear missile by 2020. Between now and then, we’ve been in a period of uncertainty: North Korea may test a missile that may be capable of carrying a warhead that may be miniaturized enough to fit inside the missile.

“The language I often use is—as a scientist officially—no we don’t know if they have a warhead. They may, or they may not. We don’t have enough evidence,” says Melissa Hanham, a senior researcher at the James Martin Center for nonproliferation studies. “That being said, as a policymaker, I really suggest that we start behaving like they do.”

The evidence Melissa cites is not trivial: North Korea’s conducted five nuclear tests, with the most recent one just over a year ago. North Korea’s state-run paper published a picture of their dictator Kim Jong-un standing in front of a faceted silver sphere, which almost resembles a disco ball.

“We can’t see what’s inside that object, but we can view other things, we can take measurements, and we can make estimates of the weight and that kind of thing. That silver disco ball definitely fits into the payload of an ICBM or other shorter-range missiles too,” Hanham continued, “but whether it’s real or not is not something we can determine from pictures alone.”


Ballistic missiles are the main way countries threaten each other with nuclear weapons, but they’re not the only way. The only atomic bombs ever used in war were carried by bombers, but bombers come with several limitations. They have to fly close to the target to release the bombs, and they can be shot down by fighters and other anti-air weapons en route.

Submarines, instead, can carry missiles secretly under the sea, and then launch their deadly payload without warning. North Korea is currently pursuing a submarine-launched ballistic missile, which went from a spectacular failure of a test in December 2015 to a modestly successful 300-mile flight in a test in August 2016.
Joshua Pollack, editor of the Washington-based Nonproliferation Review, told The World Weekly that the North made two key technical advances in 2016. 
The first was a static test of a heat shield, a component designed to protect the nuclear warhead on the missile’s reentry into the atmosphere. 
The second was a static test of the first stage of a KN-08 mobile ICBM. According to Mr. Pollack, both tests (which were broadcast to the world) seemed “designed to correct common misconceptions in the West about North Korean ICBM technology.”
Because ballistic missiles leave the atmosphere before returning to hit their targets on earth, a working heatshield is vital to make sure that the nuclear payload survives the journey intact.
What they haven’t done yet is test the vibrations on a dummy warhead,” explained Hanham. “And so, that’s probably going to be a component of their flight testing. They need to make sure—because the warhead itself will be somewhat delicate—that it isn’t shaken to pieces before it arrives at its destination.”


In addition, North Korea will likely want to make sure it has a working guidance system, so the missile can hit where it’s aimed. Unless, that is, North Korea sees value in the missile standing alone as a sort of terror threat, where the uncertainty about where it falls is sufficient for protecting the country from attack. China said Tuesday it opposes a US decision to bring criminal charges against a Chinese firm and executives for their alleged role in supporting North Korea's nuclear weapons programme.

"We would like to stress we oppose any country carrying out so-called 'long-arm jurisdiction' over a Chinese entity or individual in accordance with its own domestic laws," said foreign ministry spokesman Geng Shuang.

Beijing has expressed its position directly to the US in recent communications, he added during a regular briefing.

On Monday the US Justice Department announced criminal charges against the Dandong Hongxiang Industrial Development company and four Chinese nationals for conspiring to evade US sanctions on North Korea, violating US regulations against support for "weapons of mass destruction proliferators", and money-laundering.

In parallel the Treasury added the company and the four individuals to a sanctions blacklist, making them ineligible to do business with American individuals or companies, particularly financial firms.

The move follows an earlier announcement by Chinese authorities that they were investigating the company, located in the city of Dandong on the border with North Korea.

Geng said Beijing would "seriously punish any illegal activities by companies or individuals, once discovered".


He added that China was willing to cooperate with other countries, if needed, on the basis of "mutual respect and equal treatment." He also stressed that China opposes Pyongyang's nuclear programme and has been "faithfully observing" its commitment to UN sanctions.

However, customs data released Monday showed China's imports of North Korean coal have surged 60 percent since the latest sanctions went into effect in April, reaching nearly 2.5 million tonnes valued at $113 million.

Dandong Hongxiang logged more than $530 million in two-way trade with North Korea between 2011 and 2015, according to a recent report by the Asan Institute for Policy Studies in Seoul and C4ADS in Washington.

That could have been enough to fund North Korea's uranium enrichment facilities, and to design, make, and test its nuclear weapons, the report said.

The North carried out its fifth and most powerful atomic weapons test this month, sparking moves to impose even tougher sanctions. Hmmm......As i said earlier Big Brother China will 'protect' North Korea, as they are their 'wild card' in the south China sea disputes.

Iranian Defense Minister Brigadier General Hossein Dehqan announced the country's plan to produce supersonic anti-ship cruise missiles in the near future.

"We have been able to increase the missiles' speed and God willing, we will build supersonic anti-ship cruise missiles in the near future," General Dehqan said, addressing a ceremony to unveil Iran's first turbojet engine in Tehran on Sunday.

Stressing that Iranian experts have taken long strides to develop cruise missiles, he said that the country has doubled or tripled the range of its missiles, mounted state-of-the-art guiding systems on them and increased their precision-striking power.

Lieutenant Commander of the Iranian Navy Rear Admiral Gholam Reza Khadem Biqam announced in May that Iran is moving ahead with a large scale navy modernization program for wider presence in the high seas.

Speaking to FNA in the Northern city of Rasht at the time, Khadem Biqam said the new warships will be self-sufficient, bigger and equipped with the latest state-of-the-art technology.

Iran plans to improve its naval resources in order to have a bigger presence in international waters,” he added.

Earlier, in November 2015, Iranian Navy Commander Rear Admiral Habibollah Sayyari announced that the country's submarines have been equipped with the capability to fire home-made long-range Qadir cruise missiles.

"The missiles that we are using today are good and proper missiles to fulfill different missions, including coast-to-sea or surface-to-surface missions, or to be fired from a vessel or by submarines," Sayyari said, addressing a ceremony to mark delivery of a large number of high-precision and long-range Qadir cruise missiles from the defense ministry to the Navy.

Last year, the Islamic Revolution Guards Corps (IRGC) launched the production line of 'Qadir' cruise missiles in a ceremony participated by General Dehqan and other high-ranking Iranian commanders.

North Korea will go ahead with launches of ballistic missiles and its missile program in general, the director of the Russian Strategy for Asia Center at the Russian Academy of Sciences’ Institute of Economics, Georgy Toloraya, has told TASS.

"North Korea makes no secret of its intention to continue its missile program in defiance of all sanctions, and it will be doing so in an outspoken and challenging manner," Toloraya said. In his opinion, the latest launches are connected with the "US-South Korean exercise scheduled to begin soon."

"North Korea suspects that this exercise is directed against it," he said.

"Also, there are plans for practicing operations aimed at the elimination of the North Korean leadership and so on and so forth. Small wonder, therefore, there will be more launches in the future," Toloraya said.

South Korea’s Joint Chiefs of Staff earlier said that North Korea at 07:50 local time on Wednesday launched a ballistic missile from Hwanghae-namdo province towards the Sea of Japan. Last time North Korea launched two medium-range missiles Nodon and one short-range missile Scud on July 19. Hmmmm......Seems China has no desire to rein in North Korea, now that the South China sea is heating up.

The missile that landed in the Sea of Japan was launched at about 7.50am Seoul time on Wednesday (2250 GMT on Tuesday) from a region in South Hwanghae province to the south-west of the capital, Pyongyang, South Korea’s office of the joint chiefs of staff said in a statement.

The launch showed North Korea’s ambition to “directly and broadly attack neighbouring countries and target several places in the Republic of Korea such as ports and airfields”, the statement said, referring to South Korea by its official title.


The missile appeared to be a Rodong-type medium-range missile and flew about 620 miles (1,000km), it said. Read the full story here.

The tense situation persists on the Korean Peninsula "due to the fault of the United States," a representative of North Korean Foreign Ministry said on Monday.

"US deliberately aggravates the situation in the region by sending strike groups, including USS Ronald Reagan aircraft carrier, USS Mississippi nuclear-powered submarine and strategic bombers," the diplomat said.

At the same time, Washington plans to send 12 F-16 fighter aircraft to South Korea to participate in maneuvers that will "train technique of delivering strikes at main military facilities of North Korea," he added. Pyongyang also criticized Washington’s decision to deploy THAAD (Terminal High Altitude Area Defense) on the Korean Peninsula.

North Korea's ruling party is preparing to bestow a new title on leader Kim Jong Un, another clear sign that the third heir to North Korea's dynasty of Kims is firmly in control despite his country's deepening international isolation over one of his key ambitions, to keep developing more and better nuclear weapons.

The state-run Korean Central News Agency today said the agenda for the congress included reviewing the works of the party's Central Committee and Central Audit Commission, revising party rules, electing Kim to the top party post and electing a new central leadership for the party.

The new title would likely elevate Kim to a level equivalent to his late father and grandfather, who held the title of general secretary of the Workers' Party - a mostly symbolic move to demonstrate the young leader is in full control and ready to begin a new era of his own. Kim is already head of the party, but with the title of first secretary.

Kim opened the lavish congress with a brief speech on Friday that singled out North Korea's advances in developing nuclear weapons and rockets capable of putting satellites into orbit, as examples of the country's progress in the face of international criticism and tough sanctions that threaten to further stifle its struggling economy.

All of the previous six congresses were convened by Kim's grandfather, national founder Kim Il Sung. The previous one was used as the stage to formally announce Kim's father, Kim Jong Il, as the second heir to power.

"Eternal president" Kim Il Sung died in 1994, and "eternal general-secretary" Kim Jong Il - who rarely spoke in public - never called for the convening of a congress, though they were on paper supposed to be held every five years.

This one is clearly designed to put the spotlight on Kim Jong Un, who has yet to travel abroad or meet any world leaders. With that in mind, the North has invited over 100 foreign journalists in to cover the event, though none have been let inside the convention hall.

North Korea has conducted a ground test of the engine of a new-type intercontinental ballistic missile, the Korean Central News Agency (KCNA) reported.

The country’s leader Kim Jong-un was supervising the test at the Sohae range, the report said.
Kim compared the test with "a milestone event in the cause of strengthening the DPRK’s defense capability shortly before the seventh congress of the Workers’ Party of Korea" to be held in early May 2016.

He said the Democratic People’s Republic of Korea now has "access to another type of nuclear attack on American imperialists and other hostile forces.".

The news agency quoted Kim as saying, "Now the DPRK can tip new type inter-continental ballistic rockets with more powerful nuclear warheads and keep any cesspool of evils in the earth including the U.S. mainland within our striking range and reduce them to ashes so that they may not survive in our planet."

KCNA lauded that the latest technology was developed by North Korean scientists in what was called an "eye-catching event which demonstrated our national defense capability before the world."

Such bombastic rhetoric and annual threats are common from North Korea during this time of the year. Every spring, tensions on the peninsula increases as U.S. forces hold joint military exercises with South Korea. The two exercises, "Key Resolve" and "Foal Eagle," will run until April 30.

North Korea on Saturday released a new video titled “Last Chance,” showing a submarine-launched nuclear missile laying waste to Washington and concluding with the United States flag in flames.

The four-minute video romps through the history of US-Korean relations and ends with a digitally manipulated sequence showing a missile surging through clouds, swerving back to the earth and slamming into the road in front of Washington’s Lincoln Memorial.

The US Capitol building explodes in the impact and a message flashes up on the screen in Korean: “If US imperialists budge an inch toward us, we will immediately hit them with nuclear [weapons].

The video was published on the North Koreas news website, DPRK Today, and shows images from the Korean War, the capture of US spy ship Pueblo in 1968 and the first crisis over North Korea’s nuclear program in the early 1990s.

Pyongyang has threatened nuclear and conventional strikes against South Korea and the US mainland in response to South Korean-US war games.

Meanwhile North Korea leader Kim Jong-un on Friday watched a live-fire long-range artillery drill simulating a strike on the official residence of his South Korean counterpart.

North Korea warned Saturday that its military is ready to attack Seoul's presidential palace unless South Korean President Park Geun-hye apologizes for "treason" and publicly executes officials responsible for what Pyongyang says are plans to attack its leadership.

Military tensions have been soaring on the divided Korean peninsula following increased US military presence in the region and joint military drills with the South which Pyongyang has termed as provocative rehearsals for invasion.

Having repeatedly shunned North Korean proposals for negotiations over the last several years, the US government early March succeeded in securing harsh UN sanctions that can only further strain relations.

The US is using UN Security Council resolutions to wage an economic warfare against North Korea and imposing collective punishment on the entire country’s population.

Pyongyang says developing a nuclear weapon is necessary in order to protect itself against US interference in North Korean affairs, and that the bomb can defend Pyongyang against any invasion.

North Korean leader Kim Jong-Un has ordered an upcoming nuclear warhead test and multiple ballistic missile launches, escalating Pyongyang's face-off with the international community just days after being slapped with tough UN sanctions.

The order came after Kim monitored what was described as the successful simulated test of the warhead re-entry technology required for a long-range nuclear strike on the US mainland, the North's official KCNA news agency said Tuesday.

According to KCNA, the proposed tests are the result of years of development and "diligent research" into heat-resistant materials and technology. Kim Jong Un guided an "environmental simulation for re-entry by the warhead tip," the report said. 
In order to boost the reliability of the nation's nuclear deterrent still further, Kim said a nuclear warhead explosion test and firings of "several kinds" of ballistic rockets would be carried out "in a short time". 
 "He instructed the relevant section to make pre-arrangement for them to the last detail," KCNA said. The order came days after state media released photos of Kim posing with what was claimed to be a miniaturised nuclear warhead capable of fitting on a ballistic missile.

Meeting with her cabinet ministers on Tuesday, South Korean President Park Geun-Hye said North Korea's endless threats reflected a "sense of crisis" in Pyongyang at its increasing diplomatic and economic isolation.

"If North Korea continues its provocations and confrontation with the international community and does not walk the path of change, it will walk the path of self-destruction," Park said.

Protected by "newly developed heat-resisting material" the warhead was reportedly subjected to thermal flows five times hotter than those associated with ICBM flight. The test was a complete success, the agency said, and provided a "sure guarantee" of the warhead's ability to withstand re-entry -- a major step in the North's push towards a genuine ICBM nuclear strike capability.

South Korea's defence ministry said it was sceptical of the claim. "According to our military analysis, North Korea has not yet secured re-entry technology," ministry spokesman Moon Sang-Gyun told reporters.

North Korea has never tested an ICBM, although it has displayed such a missile, known as the KN-08, during recent mass military parades in Pyongyang.

"It seems highly likely that North Korea is on the verge of conducting a long-range ballistic missile test, involving re-entry," said Chang Yong-Seok, a senior researcher at the Institute for Peace and Unification Studies at Seoul National University "It wants to show that sanctions are not effective and to boost the credibility of its deterrent," Chang said. North Korean leader Kim Jong Un watched a ballistic missile launch test and ordered the country to improve its nuclear attack capability by conducting more tests, the official KCNA news agency reported on Friday.


The report did not say when the test took place but it was likely referring to North Korea's launch of two short-range missiles on Thursday that flew 500 km (300 miles) and splashed into the sea.

"Dear comrade Kim Jong Un said work ... must be strengthened to improve nuclear attack capability and issued combat tasks to continue nuclear explosion tests to assess the power of newly developed nuclear warheads and tests to improve nuclear attack capability," KCNA said.

The North Korean leader was quoted in state media earlier in the week as saying his country had miniaturized nuclear warheads to mount on ballistic missiles.

Tensions have risen sharply on the Korean peninsula after the North conducted its fourth nuclear test in January and fired a long-range rocket last month leading to the U.N. Security Council to adopt a new sanctions resolution.

Conducting more nuclear tests would be in clear violation of U.N. sanctions which also ban ballistic missile tests, although Pyongyang has rejected them. North Korea has a large stockpile of short-range missiles and is developing long-range and intercontinental ballistic missiles (ICBMs).

South Korea's Unification Ministry spokesman Jeong Joon-hee said: "It's simply rash and thoughtless behavior by someone who has no idea how the world works," when asked about Kim's comments.

U.N. Secretary-General Ban Ki-moon called on Pyongyang to "cease destabilizing acts," adding that Ban remained "gravely concerned" by the situation.

In China, North Korea's most important economic and diplomatic backer, the country's top newspaper, the People's Daily, urged all sides to be "patient and brave", show goodwill and resume the talks process.

South Korea said it did not believe that North Korea had successfully miniaturized a nuclear warhead or deployed a functioning intercontinental ballistic missile.

The U.S. Defence Department said this week it had seen no evidence that North Korea had succeeded in miniaturizing a warhead.
However, Admiral Bill Gortney, the officer responsible for defending U.S. air space, told a U.S. Senate panel on Thursday it was "prudent" for him to assume North Korea could both miniaturize a warhead and put it on an ICBM that could target the United States.

"Intel community gives it a very low probability of success, but I do not believe the American people want (me) to base my readiness assessment on a low probability," he said.

Republic Of — North Korea caused a new stir Wednesday by publicizing a purported mock-up of a key part of a nuclear warhead, with leader Kim Jong Un saying his country has developed miniaturized atomic bombs that can be placed on missiles.

The North’s Rodong Sinmun newspaper carried photos on its front page showing Kim and nuclear scientists standing beside what outside analysts say appears to be a model warhead part — a small, silverish globe with a ballistic missile or a model ballistic missile in the background.

The newspaper said Kim met his nuclear scientists for a briefing on the status of their work and declared he was greatly pleased that warheads had been standardized and miniaturized for use on ballistic missiles.

Information from secretive, authoritarian North Korea is often impossible to confirm and the country’s state media have a history of photo manipulations. But it was the first time the North has publicly displayed its purported nuclear designs, though it remains unclear whether the country has functioning warheads of that size or is simply trying to develop one.

South Korea’s Defence Ministry quickly disputed the North’s claim that is possesses miniaturized warheads.
