Canadian medical journal editor objects against Liberals' pot bill: "it could harm the health of young Canadians. (CanMedJournal).
The head of a major Canadian medical journal says that the Liberal government’s marijuana legalization bill shouldn’t pass through Parliament because it could harm the health of young Canadians.
In an editorial published Monday, the interim editor-in-chief of the Canadian Medical Association Journal, Dr. Diane Kelsall, argues that the government is ignoring the health risks marijuana poses to the developing brain and that the minimum legal age is too low.
“The government appears to be hastening to deliver on a campaign promise without being careful enough about the health impacts of policy,” she wrote. “If Parliament truly cares about the public health and safety of Canadians, especially our youth, this bill will not pass.”
The government has argued that the new bill will prevent youth from getting access to marijuana and divert funds from organized crime.
Prime Minister Justin Trudeau said last December that 18 would be an appropriate minimum legal age for marijuana consumption. He called it a “reasonable compromise,” noting that many Canadians younger than 18 already smoke marijuana. Provinces will also ultimately have the option of individually raising the age limit within their own jurisdictions.
Dr. Kelsall argues that the government should set a national standard for retail distribution, raise the minimum legal age, and ban home growing plants to prevent youth from accessing cannabis and developing a dependence or other substance abuse issues.
“Most of us know a young person whose life was derailed because of marijuana use,” she writes. “Bill C-45 is unlikely to prevent such tragedies from occurring and, conversely, may make them more frequent.Hmmmm......Especially if you won't prosecute underage users. Read the full story here.

Electricity prices to soar after four years, says secret Liberal cabinet document. According to briefing materials obtained by the Progressive Conservatives, rates would start rising 6.5 per cent a year in 2022 and top out at 10.5 per cent in 2028, when average monthly bills hit $215.


The short-term gain of a 25-per-cent hydro rate cut this summer could lead to long-term pain as a leaked cabinet document forecasts prices jumping again in five years.
In the briefing materials first revealed by the Star and obtained by the Progressive Conservatives, rates will start rising 6.5 per cent a year in 2022 and top out at 10.5 per cent in 2028, when average monthly bills hit $215.
That would be up from $123 this year once the rate cut — the subject of long-awaited legislation unveiled Thursday by Energy Minister Glenn Thibeault — takes full effect. There will be another 17-per-cent cut in addition to the 8 per cent taken off bills in January when the provincial portion of the HST was waived.
The leaked papers overshadowed Thibeault’s efforts to tout the price break, which will be followed with four years of hydro rate increases at 2 per cent, roughly the rate of inflation.
Thibeault charged that the Conservatives used an “outdated” document to distract from the fact that they are the only major party without a plan for dealing with skyrocketing hydro rates, with a year to go until next June’s provincial election.
“It’s not a coincidence,” he told reporters, denying any plans for an eventual 10.5-per-cent rate hike and promising the government’s new long-term energy plan, due in a few months, will have better numbers.
“We are working hard right now to continue to pull costs out of the system.”
Opposition parties said the Liberal plan doesn’t deal with the underlying problems that have made electricity expensive and simply borrows money to spread the costs over a longer period of time, with $25 billion in interest charges over 30 years.
“The price of electricity is going to skyrocket after the next election,” warned Conservative MPP Todd Smith (Prince Edward—Hastings).
“The government isn’t being honest with the people of Ontario when it comes to the price of electricity.”
The documents show average monthly bills peaking at $231 in the year 2047, before falling back to $210 the following year once the 30 years of interest payments are over. Russian FM Lavrov's Call For A New World Order To Counter U.S. Influence In Europe.
Russian Foreign Minister Sergey Lavrov's speech at the 53rd Munich Security Conference contained the elements of a new political ideology that Russian President Vladimir Putin is striving to build. The Soviet Union was erected on the foundation of a cohesive communist ideology. 

However, with the fall of the Soviet Union, Russia remained without an ideology to counter the "liberal world order" and, most importantly, the U.S. influence in Western and Eastern Europe. 

As pro-Kremlin philosopher Alexander Dugin wrote: "All of Russian history is a dialectical argument with the West and Western culture, a battle for the assertion (sometimes grasped only intuitively) of its own Russian truth."[1]

Now, Putin does not yet have this "Russian truth," as he is still trying to outline the basis of a new ideology. However, it clearly appears that the new, not-yet-shaped ideology is based on the rejection of the "liberal world order." 

In order to reject it, Russia has to stop the U.S./West from exporting liberal values by establishing the concept of "pragmatism" in foreign policy. Pragmatism is a tool to protect its sovereignty and avoid color revolutions, and by extension, U.S. influence. 

Director General Of Russian Government-Funded Think Tank, RIAC Andrey Kortunov stated that the Kremlin's emphasis on "sovereignty" displays "the evident fear of foreign ideologies penetrating Russia rather than an intention to promote another universalist ideology abroad."[2] 

However, as mentioned earlier, the emphasis with sovereignty can be interpreted as the basic principle for the rejection of the liberal order in actual policies, especially regarding Western and Eastern Europe; and, contrary to Kortunov, Dugin considers that disagreement with liberalism is far from being a bad foundation for a new ideology.

Lavrov: 'The Post-Cold War Order Has Come To An End'

Ten years later, Lavrov declared that this post-Cold War order "has come to an end," since Cold War institutions, NATO being one of them, failed to adapt to new realities. Stressing the fact that NATO became an anachronistic institution, Lavrov stated that NATO expansion created "a level of tension in Europe unseen in the last thirty years." 

He then added: "It is said that wars start in people's heads, but according to this logic, it is also in people's heads that they should end. This is not the case yet with the Cold War. Some statements by politicians in Europe and the United States seem to confirm this particularly clearly."

In his speech, Lavrov also refuted the allegations that Russia is attempting to undermine the so-called "liberal world order," that won over communism after the collapse of the Soviet Union. 

However, at the same time, he stressed that Russia rejects the 'liberal world order,' which he defined as a model that ended up being merely "an instrument for ensuring the growth of an elite club of countries and its domination over everyone else." (It worth noting, as mentioned above, that Lavrov opened his speech, stating that the post-Cold War order, i.e. the "liberal world order," has come to an end). 

He then called up leaders with "a sense of responsibility" to choose "a post-West world order," in which each country develops its own "sovereignty" within the framework of international law, with respect for each country's identity. Read the full story here.

Experts say that solar activity as low as it currently is has not been seen since the mini-ice age that took place between 1645 and 1715 – a period known as the Maunder Munimum where the entire Thames froze over.

A new model has allowed experts to predict solar activity with more accuracy than ever before and it suggests that magnetic activity will fall by 60 per cent between 2030 and 2040.

The model looks at the Sun’s ’11-year heartbeat’ – the period it takes for magnetic activity to fluctuate. This cycle was first discovered some 173 years ago.

However, a mathematician has established a more up-to-date model that can forecast what the solar cycles will look like based upon dynamo effects in two layers of the Sun.

Dynamo effects are a geophysical theory that dictate how the movement of the Earth’s outer core conducts materials like liquid iron across the magnetic field to create an electric current – this also influences fluid motion beneath Earth’s surface to create two magnetic fields along the axis of the Earth’s rotation.

Valentina Zharkova from Northumbria University applied this theory to the Sun, and was able to predict the affects of solar cycles with 97 per cent accuracy.

Ms Zharkova said at the National Astronomy Meeting: “We found magnetic wave components appearing in pairs, originating in two different layers in the Sun's interior. 

"They both have a frequency of approximately 11 years, although this frequency is slightly different, and they are offset in time. 

“Combining both waves together and comparing to real data for the current solar cycle, we found that our predictions showed an accuracy of 97 per cent.”

Ms Zharkova says the next cycle is set to peak in 2022, and the cycle after, known as Cycle 26, will herald a new ice age.Read the full story here.
