Russian FM Lavrov's Call For A New World Order To Counter U.S. Influence In Europe.
Russian Foreign Minister Sergey Lavrov's speech at the 53rd Munich Security Conference contained the elements of a new political ideology that Russian President Vladimir Putin is striving to build. The Soviet Union was erected on the foundation of a cohesive communist ideology. 

However, with the fall of the Soviet Union, Russia remained without an ideology to counter the "liberal world order" and, most importantly, the U.S. influence in Western and Eastern Europe. 

As pro-Kremlin philosopher Alexander Dugin wrote: "All of Russian history is a dialectical argument with the West and Western culture, a battle for the assertion (sometimes grasped only intuitively) of its own Russian truth."[1]

Now, Putin does not yet have this "Russian truth," as he is still trying to outline the basis of a new ideology. However, it clearly appears that the new, not-yet-shaped ideology is based on the rejection of the "liberal world order." 

In order to reject it, Russia has to stop the U.S./West from exporting liberal values by establishing the concept of "pragmatism" in foreign policy. Pragmatism is a tool to protect its sovereignty and avoid color revolutions, and by extension, U.S. influence. 

Director General Of Russian Government-Funded Think Tank, RIAC Andrey Kortunov stated that the Kremlin's emphasis on "sovereignty" displays "the evident fear of foreign ideologies penetrating Russia rather than an intention to promote another universalist ideology abroad."[2] 

However, as mentioned earlier, the emphasis with sovereignty can be interpreted as the basic principle for the rejection of the liberal order in actual policies, especially regarding Western and Eastern Europe; and, contrary to Kortunov, Dugin considers that disagreement with liberalism is far from being a bad foundation for a new ideology.

Lavrov: 'The Post-Cold War Order Has Come To An End'

Ten years later, Lavrov declared that this post-Cold War order "has come to an end," since Cold War institutions, NATO being one of them, failed to adapt to new realities. Stressing the fact that NATO became an anachronistic institution, Lavrov stated that NATO expansion created "a level of tension in Europe unseen in the last thirty years." 

He then added: "It is said that wars start in people's heads, but according to this logic, it is also in people's heads that they should end. This is not the case yet with the Cold War. Some statements by politicians in Europe and the United States seem to confirm this particularly clearly."

In his speech, Lavrov also refuted the allegations that Russia is attempting to undermine the so-called "liberal world order," that won over communism after the collapse of the Soviet Union. 

However, at the same time, he stressed that Russia rejects the 'liberal world order,' which he defined as a model that ended up being merely "an instrument for ensuring the growth of an elite club of countries and its domination over everyone else." (It worth noting, as mentioned above, that Lavrov opened his speech, stating that the post-Cold War order, i.e. the "liberal world order," has come to an end). 

He then called up leaders with "a sense of responsibility" to choose "a post-West world order," in which each country develops its own "sovereignty" within the framework of international law, with respect for each country's identity. Read the full story here.

Prime Minister Benjamin Netanyahu confirmed on Wednesday that Israel would upgrade its ties with the 28-member NATO military alliance by opening a permanent mission to its Brussels headquarters.

The move comes as NATO member Turkey reportedly agreed to end its objection to closer links to the Jewish state.

“I announce that Israel will accept the invitation; we will open an office soon,” he said at the start of a cabinet meeting.
“I think that this is also an important expression of Israel’s standing in the world. The countries of the world are looking to cooperate with us due to – inter alia – our determined fight against terrorism, our technological know-how and our intelligence services,” Netanyahu added, according to a translation released by his office.

Israel’s Foreign Ministry said in a statement late Tuesday that NATO had invited the Jewish state to “open an office at NATO headquarters in Brussels and complete the process of accrediting its representatives to NATO.”

On Wednesday, NATO issued a statement averring that “the North Atlantic Council has agreed ‎to accept the request that an official Israeli Mission be established at NATO headquarters.

“Israel is a very active partner of the Alliance as a member of NATO’s Mediterranean Dialogue, established in December 1994,” the statement continued. “NATO has invited all partners to open diplomatic missions to the Headquarters of the Atlantic Alliance in Brussels.”

Foreign Ministry Spokesman Emmanuel Nahshon corrected the NATO statement, telling The Times of Israel that Israel’s Ambassador to the EU David Walzer, and not its envoy to Belgium, Simona Frankel, would head the mission to NATO.

An Israeli expert told AFP that the invitation was a result of pressure by other NATO members on Turkey, which joined in 1952, to drop its veto on closer alliance ties with its former ally.

It’s a Turkish confidence-building measure vis-a-vis Israel,” said Tommy Steiner, an expert on NATO-Israel ties at the Institute for Policy and Strategy near Tel Aviv.

“Since the introduction of the new [NATO] partnership policy in 2014 Israel was formally invited,” he said. “But Israel never did that because there was a Turkish veto on such a measure.” Hmmm.......Israel needed to face Russia? And they took the bait. Read the full story here.

German Chancellor Angela Merkel reportedly told Japanese counterpart Shinzo Abe last year that his country could joint NATO counting on her support.

“We recognize the importance of maintaining dialogue with Russia.” This was inserted in a joint communique from the Group of Seven foreign ministers’ meeting held in Hiroshima at the Japanese government’s desire.

Ever since Russia annexed Crimea in southern Ukraine in March 2014, the G-7 nations have continued to impose sanctions against Russia. Among these countries, the United States is particularly distrustful of Russia and U.S. President Barack Obama even gave bitter but sincere advice to Prime Minister Shinzo Abe, who maintains a close relationship with Russian President Vladimir Putin.

The word “dialogue” was incorporated in the joint communique, according to a Japan-Russia diplomatic source, because “if Abe visits Russia before the G-7 Ise-Shima Summit to make progress in negotiations over the northern territories, Japan can claim that his visit will not cause disarray among the G-7 nations.”

The northern territories issue is a weighty task that Abe has been focusing on.

In March last year, visiting German Chancellor Angela Merkel made an unexpected proposal to Abe during a dinner meeting.
Shinzo, why not join the North Atlantic Treaty Organization?” Merkel asked. “I can convince British Prime Minister Cameron and French President Hollande.
Japan and Russia have long been caught in a dispute over the disputed islands referred to as the Northern Territories by Tokyo and the Kuril Islands by Moscow.

Brett Bruen shared some thoughts in advance of Justin Trudeau’s red-carpet visit this week, based on his own career as a U.S. diplomat who until recently was the White House director of global engagement.

Bruen said Canada’s new leader has an opportunity to be heard.

Bruen said Trudeau could capitalize by doing more unconventional media. He suggested reaching Americans who don’t follow the news — in places as unusual as sitcom appearances.

Establish him as an American celebrity . . . That’s one of the unique opportunities offered by his prime ministership,” said Bruen, who left the White House last year and now advises clients at Global Situation Room.

“Here’s someone who’s young, dynamic, who’s piqued the interest certainly of pundits and observers. Now you want to go capture the interest of the man or woman on the street who’ll say, ‘Yeah, I know Prime Minister Trudeau. When he speaks about immigration issues or climate change or trade, I’m going to pay closer attention, because he’s someone that I see regularly.””

That level of attention can be a double-edged sword.

The risk-reward potential was evident last week, in two headlines in the U.S. congressional newspaper, The Hill. One may have been intended as a compliment: “’Canadian Obama’ to visit White House.” But there were some less-than-flattering responses to, “Canada’s prime minister to Americans: Pay more attention to the world.

What’s beyond dispute is how rare all of this is for a Canadian leader.


It’s in some ways a throwback to another era. Hmmm...... PM Harper was only a mere mortal compared to these One percenters, how could they throw a state dinner for such a decent man?

Pope Francis praised Palestinian President Mahmoud Abbas as an "angel of peace" during the meeting at the Vatican.

Francis made the compliment during the traditional exchange of gifts at the end of an official audience in the Apostolic Palace. He presented Abbas with a medallion and explained that it represented the angel of peace "destroying the bad spirit of war."

Francis said he thought the gift was appropriate since "you are an angel of peace." During his 2014 visit to Israel and the West Bank, Francis called both Abbas and Israeli President Shimon Peres men of peace.

The meeting at the Vatican also comes a day before the pontiff is due to canonize two Palestinian nuns, who will become the first Palestinian Arabs to gain sainthood. Hmmm....One 'Palestinian nun only lived three years in 'Palestine'.

Tesla Motors Inc., best known for making the all-electric Model S sedan, is using its lithium-ion battery technology to position itself as a frontrunner in the emerging energy-storage market that supplements and may ultimately threaten the traditional electric grid.

We are going to unveil the Tesla home battery, the consumer battery that would be for use in people’s houses or businesses fairly soon,” Chief Executive Officer Elon Musk said during an earnings conference call with analysts Wednesday.

Combining solar panels with large, efficient batteries could allow some homeowners to avoid buying electricity from utilities. Morgan Stanley said last year that Tesla’s energy-storage product could be “disruptive” in the U.S. and in Europe as customers seek to avoid utility fees by going “off-grid.” Musk said the product unveiling would occur within the next month or two.

FURIOUS David Cameron last night conceded that Britain had been pushed closer to a European Union exit after receiving an eye-watering £1.7 billion Brussels bill.

Red-faced with anger, the Prime Minister vowed to block payment of the “completely unacceptable” surcharge presented by EU officials in a surprise overhaul of national contributions.

“It is not acceptable, it is an appalling way to behave,” Mr Cameron said.

Calls for the UK to withdraw from the EU intensified yesterday following the cash demand, which will cost every family in the country £65.

And he admitted the latest insult to UK taxpayers – with the bill due to be paid by December 1st – was undermining his drive to keep Britain in the EU.

When pressed on the issue by the Daily Express he said: “It certainly doesn’t help, put it that way.”


Mr Cameron insisted: “It is an unacceptable way for this organisation to work, to suddenly present a bill like this for such a vast sum of money with so little time to pay it.

And it is an unacceptable way to treat one of the biggest contributors to the European Union.”

Repeatedly thumping his lectern with a clenched fist, he added: “I am not paying that bill on December 1st.
"If people think I am, they’ve got another thing coming; it is not going to happen.
“As an important contributor to this organisation, we are not suddenly going to get out our chequebook and write a cheque for two billion euros; it is not happening.”

As the row deepened, there was fresh pressure for the Prime Minister to accelerate his promised in-or-out referendum on Britain’s EU membership.

UK Independence Party leader Nigel Farage warned that Mr Cameron was in “real political trouble”.
Yes, it’s outrageous, but that’s how the European Union works,” he said.
He’s in a very weak position. He can do nothing about this."

It looks as if this new law is meant to serve as a severe roadblock to parties that would like to dismantle the EU in a democratic and peaceful way from within.
A rather dull semantic trick pro-EU figures usually apply, is calling their opponents "anti-Europe."
Two years ago the European Commission proposed a law that would authorize an “independent authority” within the European Parliament [EP] to decide whether EP parties would receive an official legal status as EP parties. 

This legal status is needed for a party to obtain EP party subsidy, which is designed to cover 85% of party expenditures.


Despite a British and Dutch lobby against the law, it was passed by the EP on September 29, 2014.

Among the demands parties have to meet are that of “internal party democracy” and that they must “respect the values on which the European Union is based.” Among these values are: “pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men.” Also, the parties must be active in at least seven out of 28 EU member state countries.

The law states that: “decisions regarding a party’s respect for values on which the EU is based, may only be taken following a special procedure and in cooperation with a committee of independent prominent individuals.”

Although the law does not specify the composition of this illustrious special committee, it is highly probable that Martin Schulz, the EP’s chairman, is among them

Schulz is a German socialist who got reelected as EP chairman even though he was absent during the parliamentary debate for the position. Schulz is also known for strongly condemning the content and distribution of a film critical of Islam, “Innocence of Muslims,” and for hisdisproportionate criticism of Israel.

Even though the committee is designated as an “independent authority,” within the self-aggrandizing dynamic of the EU, one cannot be “prominent” and “independent” at the same time.

Therefore, prominent individuals within the EU are those that fully and without any reticence subscribe to the EU’s mission of dismantling European nation states and furthering the EU’s influence at the cost of national democracies. More here.

 The International Monetary Fund’s Managing Director Christine Lagarde joked before reporters Thursday that she would belly dance in front of the US Congress if it resulted in the banking reforms the institution is looking for, the Washington political insider’s newspaper The Hill reported.
“I have threatened even doing belly dancing. If that’s what it takes, then I will deliver it. But I hope it doesn’t,” the 58-year-old former French Finance Minister said in jest before the news conference, the source said.
Lagarde, who is participating in this week’s IMF and G20 fall sessions in Washington DC, pleaded with the US Congress, which she claimed was stalling the quota and governance reforms that had been proposed by the institution.

The proposals include doubling the requirements of members’ financial contributions to the bank’s general loan fund to a total of $755 billion. They also propose increasing the vote share of emerging economies such as China, Russia and India. This is something US Senate Republicans are reluctant to accept; as a result, the proposal has been blocked for nearly four years, despite support from President Barack Obama and most of the Senate Democrats.

The United States presently has a 16.73 percent vote share in the organization, giving it an effective veto power on amendments to the institution, which require an 85 percent supermajority in order to pass.

“Everybody knows that it is currently stuck before the U.S. Congress,” Lagarde said, cited by Reuters.

“We very much hope that the different branches of the U.S. authorities ... will understand the relevance of having an IMF that is representative of the global economy and includes the people that should sit at the table," she added.

The IMF chief’s comments were echoed in the Communique of representatives from the Group of 24 developing nations, which also met in Washington Thursday. The communique stated that the organization remains “deeply disappointed that the IMF quota and governance reforms agreed to in 2010 have not yet come into effect,” and urges “the U.S. to complete ratification.” The communique adds that “this remains a significant impediment to the credibility and effectiveness of the IMF and unjustifiably delays forward-looking commitments." Hmmm......Anyone else feels another 'executive order' coming?

Russian Foreign Minister Sergei Lavrov has slammed U.S. President Barack Obama for stating "American world view" in a speech to the UN General Assembly.

"It's an American world view, a world view stated by a president who has repeatedly stressed his own exclusiveness and the exclusiveness of his country, and the world view of a nation that has written down into its national security doctrine a right to use force at its discretion regardless of any decisions of the UN Security Council or any other acts of international law," Lavrov said in answering a question from Interfax at a meeting with journalists.

Russia "was honored with second place as a threat to world peace and security" in Obama's speech, Lavrov said.

"The fever caused by the Ebola virus was in first place, the Russian aggression in Europe, as the president put it, was in second place, and third place went to ISIL [the Islamic State], Al Qaeda and other terrorists who now operate in the Middle East, primarily in countries that the United States has invaded illegally, in breach of international law," the minister said.

"It also seemed strange to me that the U.S. president said several times that the world had become more free, that the world had become more secure. I couldn't even understand whether that was a serious statement and there wasn't any Orwellianism behind that because George Orwell invented a ministry of truth awhile ago, and apparently this philosophy hasn't become a thing of the past yet," Lavrov said.

"So I don't think that the peacemaker's speech, the way it was written, was a success if you put it beside specific facts," he said.

Lavrov said Russia did not believe in unilateral accusations and "laying the blame at somebody else's door" as ways of dealing with conflicts but wanted an honest, equal and mutually beneficial dialogue. "I'm going to meet with [U.S. Secretary of State] John Kerry today and will tell him about that," the minister said.

Today, 15 September 2014, WikiLeaks releases previously unseen copies of weaponised German surveillance malware used by intelligence agencies around the world to spy on journalists, political dissidents and others.

FinFisher (formerly part of the UK based Gamma Group International until late 2013) is a German company that produces and sells computer intrusion systems, software exploits and remote monitoring systems that are capable of intercepting communications and data from OS X, Windows and Linux computers as well as Android, iOS, BlackBerry, Symbian and Windows Mobile devices. FinFisher first came to public attention in December 2011 when WikiLeaks published documents detailing their products and business in the first SpyFiles release.

Since the first SpyFiles release, researchers published reports that identified the presence of FinFisher products in countries aroud the world and documented its use against journalists, activists and political dissidents.

Julian Assange, WikiLeaks Editor in Chief said: “FinFisher continues to operate brazenly from Germany selling weaponised surveillance malware to some of the most abusive regimes in the world.

The Merkel government pretends to be concerned about privacy, but its actions speak otherwise. Why does the Merkel government continue to protect FinFisher? This full data release will help the technical community build tools to protect people from FinFisher including by tracking down its command and control centers.”

FinFisher Relay and FinSpy Proxy are the components of the FinFisher suite responsible for collecting the data acquired from the infected victims and delivering it to their controllers. It is commonly deployed by FinFisher’s customers in strategic points around the world to route the collected data through an anonymizing chain, in order to disguise the identity of its operators and the real location of the final storage, which is instead operated by the FinSpy Master. Hmmm....Chances are Erdo is calling them as we speak.

Moscow is considering “surgical retaliatory strikes” on the Ukrainian territory after the standoff has led to first civilian victims among Russians on Russia’s territory, a Kremlin source told Kommersant Monday.

Our patience is not boundless,” the source told the newspaper, stressing that “this means not a massive action but exclusively targeted single strikes on positions from which the Russian territory is fired at.

The Russian side “knows for sure the site where the fire comes from,” the source said.

The proposed plan echoes a statement by a deputy speaker of Russia’s upper house, Yevgeniy Bushmin, who told RIA Novosti Sunday that using precision weapons in response to Ukraine’s shelling would prevent further Kiev’s attacks of Russia’s territory.

«There is a feeling that if before firing was not aimed against Russian border guards, now provocations have been on the rise as there is no other means of forcing us to join in the standoff with Ukraine’s security troops," said Bushmin who represents Rostov Region in the Federation Council.

«The only way to fight against this like civilized countries do, namely the US and the EU. We should use precision weapons, like Israel, to destroy those who fired this shell [on Russia’s Donetsk]," the lawmaker said.

On Sunday, one Russian citizen was killed when a shell exploded in a yard of a house in Donetsk, a town in southern Russia’s Rostov Region. Another shell hit a house, injuring two women, a 82-year-old mother and her daughter. The elderly woman was hospitalized with brain concussion and fractures.

The Russian Foreign Ministry announced Sunday it protests the shelling calling it a provocation that might have irreversible consequences. Deputy Russian Foreign Minister Grigory Karasin said earlier that Russia promises «harsh demarches» against Ukrainian authorities over the incident.

Anti-Kiev forces took down a Ukrainian military Il-76 jet as it was landing in Lugansk, the country’s Defense Ministry said. It did not provide details on casualties.

TSN.ua news website earlier cited an army source as saying that around 30 paratroopers were killed as self-defense forces hit the jet with a rocket early on Saturday.

The plane was transporting rotating military personnel and had “troops, machinery, equipment and food,” the ministry said in a statement.

The Il-76 is a heavy military transport aircraft that usually has a crew of seven and can transport up to 167 soldiers with weapons.

Meanwhile in Donetsk region, shooting resumed in Slavyansk and Kramatorsk late on Friday as the Ukrainian military continued its crackdown on self-defense forces in the country's east, a self-defense representative said.

Russia delivers humanitarian aid southeast Ukraine through militias. This was stated by Foreign Minister Sergei Lavrov said at a meeting with OSCE Secretary General Lamberto Zannier.

Russia delivers humanitarian aid to the east and south of Ukraine with the assistance of volunteers, as the Kiev authorities do not cooperate in this matter. On this, as reported by ITAR-TASS, said Russian Foreign Minister Sergei Lavrov.

"We provide assistance in ways that are at our disposal, with the support of volunteers, who are concerned about their children, mothers, wives carry these burdens," - said Lavrov. More here.

He indicated that talks will continue tomorrow as Ukrainian and Russian delegates talk with their governments and decide if they want to continue the negotiations.


"The talks will continue either Tuesday evening or Wednesday morning," Commission spokeswoman Sabine Berger told Reuters.
Russia, Ukraine and the EU for the first time discussed the price for the supplied Russian gas to Ukraine, including payments for June-August, Russia's Energy Minister Aleksandr Novak said after the three-party gas talks ended.

Russia has proposed "a very constructive plan, which we believe all stakeholders could and should accept,” Novak said, including the repayment schedules for the remaining debt Ukraine owes Gazprom.

$1.454 billion of Ukraine’s undisputed debt to Gazprom remains unpaid. This is the debt for Russian gas delivered to Ukraine in November and December of 2013.

The parties discussed repayments for the past November-December supplies, Novak said, adding that the need to pay back $1.451 billion by June 10 remains unchanged, as well as the partial repayment of $500 million debt accumulated for April and May.

Earlier on Monday, Ukraine’s energy and coal industry minister Yury Prodan said Kiev will pay the debt for Russian gas after the new gas price is confirmed.


Gazprom says Ukraine owes it $4.46 billion in unpaid bills and is running up more debt at a rate of more than $1 billion per month.

Meanwhile, Kiev says its debt for 2013 and 2014 as of April 1 stood at $2.2 billion. It paid $786 million last week which covered the gas supplied in the first quarter of this year.

Former US intelligence officials have warned that American whistleblower Edward Snowden might disclose US “war plans to China and Russia,” according to a report.
The Hill reported in an article on Wednesday that “US officials might not know for years whether former National Security Agency contractor Edward Snowden divulged war plans to China and Russia.”

Although Snowden has denied leaking US secrets, former intelligence officials believe that some tactical shifts might be apparent right away.
We may see some things immediately that might indicate that they have things, but it will create a great deal of uncertainty for years,” former CIA assistant director of central intelligence for analysis and production Mark Lowenthal told The Hill.

Most of Snowden’s documents are related to US military capabilities and plans — documents of particular interest to Russia and China, according to former intelligence officials.

The documents could include everything from defense budget data to information about weapons capabilities to documents about covert actions.

“This includes anything that was being moved out over their communications systems, not just about the collection of intelligence,” former CIA official Gary Berntsen said.

“We have military forces positioned around the world, they push plans back and forth, assessments, deployment information — the whole thing,” he said.

Lowenthal said one clue that Russia or China is privy to the war plans could be adjustments to the way they exercise and train.
If you notice changes in someone’s exercises, dramatic changes that seem different to you that’s not evolutionary, you would have to think, ‘Why are they doing this? Do they have their hands on war plans; have they read the plans?’ ”
Although Washington closely tracks how other nations exercise, it would take time for other countries to change their methods.

It depends on how fast they can get their act together. Militaries don’t exactly turn on a dime,” Lowenthal said. “It’s not proof positive, but it would be a good indicator.

According to Lowenthal, another clue would be changes in military purchases clearly aimed at thwarting US defenses and weapons.
That could take “years and years” to notice since militaries have to buy the equipment, build it, and test it, Lowenthal said.
Last month, member of the House Intelligence Committee Rep. Pete King accused Snowden of revealing his documents to Russia and China.

Snowden, who is currently staying in Russia after Moscow granted him political asylum, caused a major headache for the Obama administration when he revealed US spying programs around the world last year.

Some former intelligence officials say it’s possible the U.S. will never know whether Snowden spilled secrets.

It’s impossible to prove a negative. They just will never know, even if Snowden returns and confesses. He doesn’t know himself what they could have, and what access they’ve had to his computers,” said Dan Gabriel, a former CIA official.

But others argue the proof that Snowden is working with the Russians or Chinese is that most of the files he stole had nothing to do with the NSA.

He stole a lot of material that had nothing whatsoever with these programs that he’s opposed to,” Lowenthal said.

Gabriel said it’s hard to believe Russia wasn’t somehow behind Snowden’s intelligence theft, given how it has caused a public relations nightmare for the U.S.. “The nation’s dirty laundry is being displayed in an international forum. The political value rivals any covert action program,” he said

At first we thought Reuters had been punk'd in its article titled "EU executive sees personal savings used to plug long-term financing gap" which disclosed the latest leaked proposal by the European Commission, but after several hours without a retraction, we realized that the story is sadly true
Sadly, because everything that we warned about in "There May Be Only Painful Ways Out Of The Crisis" back in September of 2011, and everything that the depositors and citizens of Cyprus had to live through, seems on the verge of going continental.

In a nutshell, and in Reuters' own words, "the savings of the European Union's 500 million citizens could be used to fund long-term investments to boost the economy and help plug the gap left by banks since the financial crisis, an EU document says."
What is left unsaid is that the "usage" will be on a purely involuntary basis, at the discretion of the "union", and can thus best be described as confiscation.
The source of this stunner is a document seen be Reuters, which describes how the EU is looking for ways to "wean" the 28-country bloc from its heavy reliance on bank financing and find other means of funding small companies, infrastructure projects and other investment.

So as Europe finally admits that the ECB has failed to unclog its broken monetary pipelines for the past five years - something we highlight every month (most recently in No Waking From Draghi's Monetary Nightmare: Eurozone Credit Creation Tumbles To New All Time Low), the commissions report finally admits that "the economic and financial crisis has impaired the ability of the financial sector to channel funds to the real economy, in particular long-term investment."

The solution? "The Commission will ask the bloc's insurance watchdog in the second half of this year for advice on a possible draft law "to mobilize more personal pension savings for long-term financing", the document said."
Mobilize, once again, is a more palatable word than, say, confiscate.
And yet this is precisely what Europe is contemplating:
Banks have complained they are hindered from lending to the economy by post-crisis rules forcing them to hold much larger safety cushions of capital and liquidity.

The document said the "appropriateness" of the EU capital and liquidity rules for long-term financing will be reviewed over the next two years, a process likely to be scrutinized in the United States and elsewhere to head off any risk of EU banks gaining an unfair advantage.
But wait: there's more!

Inspired by the recently introduced "no risk, guaranteed return" collectivized savings instrument in the US better known as MyRA, Europe will also complete a study by the end of this year on the feasibility of introducing an EU savings account, open to individuals whose funds could be pooled and invested in small companies.
Because when corporations refuse to invest money in Capex, who will invest? Why you, dear Europeans. Whether you like it or not.
But wait, there is still more!
Additionally, Europe is seeking to restore the primary reason why Europe's banks are as insolvent as they are: securitizations, which the persuasive salesmen and sexy saleswomen of Goldman et al sold to idiot European bankers, who in turn invested the money or widows and orphans only to see all of it disappear.
It is also seeking to revive the securitization market, which pools loans like mortgages into bonds that banks can sell to raise funding for themselves or companies. The market was tarnished by the financial crisis when bonds linked to U.S. home loans began defaulting in 2007, sparking the broader global markets meltdown over the ensuing two years.

The document says the Commission will "take into account possible future increases in the liquidity of a number of securitization products" when it comes to finalizing a new rule on what assets banks can place in their new liquidity buffers. This signals a possible loosening of the definition of eligible assets from the bloc's banking watchdog.
Because there is nothing quite like securitizing feta cheese-backed securities and selling it to a whole new batch of widows and orphans.
And topping it all off is a proposal to address a global change in accounting principles that will make sure that an accurate representation of any bank's balance sheet becomes a distant memory:
More controversially, the Commission will consider whether the use of fair value or pricing assets at the going rate in a new globally agreed accounting rule "is appropriate, in particular regarding long-term investing business models".
To summarize: forced savings "mobilization", the introduction of a collective and involuntary CapEx funding "savings" account, the return and expansion of securitization, and finally, tying it all together, is a change to accounting rules that will make the entire inevitable catastrophe smells like roses until it all comes crashing down.
So, aside from all this, Europe is "fixed."

The only remaining question is: why leak this now? Perhaps it's simply because the reallocation of "cash on the savings account sidelines" in the aftermath of the Cyprus deposit confiscation, into risk assets was not foreceful enough? What better way to give it a much needed boost than to leak that everyone's cash savings are suddenly fair game in Europe's next great wealth redistribution strategy.
