“We will not start the construction of the project on Black Sea. It is not logical to construct all the pipeline and stop when reaching the border of Bulgaria,” Putin said.

The Russian president accused the European Union over the cancellation of the project. “If the EU does not want this project, we will cancel it.

Ukraine currently receives gas only through reverse flows from a number of European countries, as Russia has switched Ukraine to gas prepayment system in June over its massive debt.

Earlier in November, Ukrainian Energy Minister Yuriy Prodan said that Ukraine was planning to buy about 1.5 billion cubic meters of gas from Russia by the end of 2014. The purchase will start as soon as it gets cold, most likely on December 1, he added.

Gas volumes accumulated in the Ukrainian underground storage, as of November 20, amount to 14,998 billion cubic meters. On October 20, Ukraine started using its reserves due to the start of the heating season.

The original CFE Treaty was signed in 1990 by 16 NATO and six Warsaw Pact members setting equal limits for each bloc on five key categories of conventional armaments and military hardware, including tanks, combat armored vehicles, artillery, assault helicopters and combat aircraft.

An “adapted” version of the CFE treaty was signed in 1999, but NATO members refused to ratify it until Russia withdrew troops from Georgia and the breakaway Moldovan region of Transdnestria, a criterion Russia regards as an “artificial linkage.” In December 2007, Russia imposed a unilateral moratorium on the CFE treaty, citing it’s “irrelevance” over NATO's plans to increase its military presence in Eastern Europe and the alliance's refusal to ratify the adapted version.

In November 2011, NATO member states said they would no longer exchange information on conventional weapons and troops with Russia.
