Grayish smoke was seen billowing from a building that houses the No. 3 reactor of the troubled Fukushima Daiichi nuclear power station on Monday, plant operator Tokyo Electric Power Co. said. After the smoke was spotted at the southeast of the building around 3:55 p.m., TEPCO said it had temporarily evacuated its workers from the site as it assessed the situation. The amount of smoke later decreased, TEPCO added. Following a magnitude 9.0 quake and ensuing tsunami on March 11, cooling functions of the No. 3 reactor were lost and its core is believed to have partially melted. At present, coolant water is pumped into the reactor and a pool for spent nuclear fuel. The roof and upper walls of the building that houses the No. 3 reactor were blown off by a hydrogen explosion last week. On Sunday, pressure in the No. 3 reactor's containment vessel temporarily rose, but it later stabilized.

The pressure in reactor three of the Japanese Fukushima Nuclear Power Plant is going up and experts are debating releasing it by opening the valves. Opening the valves, however, would lead to increased radiation. Reactor three sustained the worst damage from the devastating 9 point on the Richter scale earthquake and 10-meter tsunami that hit Japan on March 11. Meanwhile, power was restored to the least damaged reactors five and six and they are stable. Before that the two reactors were powered by emergency diesel generators. Engineers are also fighting to cool the overheating reactor two and restart its temperature and pressure control functions along with the system of air filtration which will stop radioactive materials from reaching the control room and will improve the work environment inside. Experts further say the water that soaked in the dirt during attempts to cool the reactors in not that much to make it radioactive. Thousands of tons of water were poured on reactors three and four during the cooling effort.

The No. 5 and No. 6 reactors at the quake-hit Fukushima Daiichi nuclear plant went into stable condition on Sunday, after a successful cold shutdown, reported on Sunday. The reactors at the power plant, whose nuclear reactor buildings were crippled after being hit by the catastrophic quake and ensuing tsunami on March 11, went into cold shutdown following restoration of cooling functions late Saturday.Source.

So, though I believe a full range of fuel and fission products from the reactor fuel rods (operational and stored) to be present as hot particle flecks in the cloud, I need to proof with which to contradict Grimes. We know that there were fires among the fuel rods. But the reactors generate krypton only during fission. They have been shut down for days. However, as I have previously reported, Canadian TV has reported the presence of Iodine, Krypton and Xenon in a reactor. Pressure release was postponed to prevent radioactive release. It is not too late to calcium boost the diets in the affected areas as a protective measure. There has been over a week of delay. Obviously the use of contaminated milk, the big mistake of the atomic weapons test era, is out. Use imported milk, milk powder or calcium tablets. That is my opinion. For what it is worth. That’s all I wanted to say. I strongly believe that Dr Grimes is incorrect in his assertion that only Iodine and Cesium are present in the Fukushima cloud.Not medical doctors. Dr Grimes was simply asked what the composition of the Fukushima plume was in respect to radioactive content. There are over 250 radioactive substances in fuel rods subjected to fission. But the contamination spread to spinach in three other prefectures and to more vegetables -- canola and chrysanthemum greens. Tokyo's tap water, where iodine turned up Friday, now has cesium. The Supreme Court has never held that the president has such powers. As president, I will follow existing law, and when it comes to U.S. citizens and residents, I will only authorize surveillance for national security purposes consistent with FISA and other federal statutes.
2.In what circumstances, if any, would the president have constitutional authority to bomb Iran without seeking a use-of-force authorization from Congress? (Specifically, what about the strategic bombing of suspected nuclear sites — a situation that does not involve stopping an IMMINENT threat?)
The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation.
As Commander-in-Chief, the President does have a duty to protect and defend the United States. In instances of self-defense, the President would be within his constitutional authority to act before advising Congress or seeking its consent. History has shown us time and again, however, that military action is most successful when it is authorized and supported by the Legislative branch. It is always preferable to have the informed consent of Congress prior to any military action.
As for the specific question about bombing suspected nuclear sites, I recently introduced S.J. Res. 23, which states in part that “any offensive military action taken by the United States against Iran must be explicitly authorized by Congress.” The recent NIE tells us that Iran in 2003 halted its effort to design a nuclear weapon. While this does not mean that Iran is no longer a threat to the United States or its allies, it does give us time to conduct aggressive and principled personal diplomacy aimed at preventing Iran from developing nuclear weapons.
3.Does the Constitution empower the president to disregard a congressional statute limiting the deployment of troops — either by capping the number of troops that may be deployed to a particular country or by setting minimum home-stays between deployments? In other words, is that level of deployment management beyond the constitutional power of Congress to regulate?
No, the President does not have that power. To date, several Congresses have imposed limitations on the number of US troops deployed in a given situation. As President, I will not assert a constitutional authority to deploy troops in a manner contrary to an express limit imposed by Congress and adopted into law.
4.Under what circumstances, if any, would you sign a bill into law but also issue a signing statement reserving a constitutional right to bypass the law?
Signing statements have been used by presidents of both parties, dating back to Andrew Jackson. While it is legitimate for a president to issue a signing statement to clarify his understanding of ambiguous provisions of statutes and to explain his view of how he intends to faithfully execute the law, it is a clear abuse of power to use such statements as a license to evade laws that the president does not like or as an end-run around provisions designed to foster accountability.
I will not use signing statements to nullify or undermine congressional instructions as enacted into law. The problem with this administration is that it has attached signing statements to legislation in an effort to change the meaning of the legislation, to avoid enforcing certain provisions of the legislation that the President does not like, and to raise implausible or dubious constitutional objections to the legislation. The fact that President Bush has issued signing statements to challenge over 1100 laws — more than any president in history — is a clear abuse of this prerogative. WASHINGTON -- A wary US military, stretched thin by almost a decade of war, hardly wanted to be the face of another coalition strike on another Arab nation. But just hours after US warships and submarines launched a massive volley of Tomahawk cruise missiles at Libya, the big question at the Pentagon was not whether the United States was effectively in the lead but when it might hand over the reins to an ally.Yes, French warplanes made the first, initial strikes in Libya. Indeed, British forces also were involved and a British submarine joined the United States in launching cruise missiles at the Libyan coast. But the Pentagon acknowledged the strike on Libya -- the biggest military intervention in the Arab world since the 2003 invasion of Iraq -- was being spearheaded initially by the United States.”We are on the leading edge of coalition operations, where the United States, under Gen. [Carter] Ham in Africa Command, is in charge. He’s in command of this at this point,” said Vice Admiral Bill Gortney, director of the US military’s Joint Staff. But Gortney cautioned that “in the coming days we intend to transition it to a coalition command.” So far the coalition also includes Britain, Italy, France and Canada. Qatar said it will participate and other Arab allies are expected to join.Mission creep in Libya is not an option for the United States. It faces a tough fight in Afghanistan, is still winding down in Iraq and is engaged in a massive relief mission in earthquake-hit Japan. - HT:BigPeace.The Gaddafi Precedent.There are many reasons to be worried about the bridge-leap the Obama Administration has just undertaken in its war with Muamar Gaddafi. How it will all end is just one of them.What I find particularly concerning is the prospect that what we might call the Qaddafi Precedent will be used in the not-to-distant future to justify and threaten the use of U.S. military forces against an American ally: Israel.Here’s how such a seemingly impossible scenario might eventuate:
It begins with the Palestinian Authority seeking a UN Security Council resolution that would recognize its unilateral declaration of statehood. The U.S. Ambassador to the UN Susan Rice, one of the prime-movers behind the resolution that authorized the use of force against Gaddafi and a vehement critic of Israel, urges that the United States abstain, rather than veto the Palestinians’ gambit. She is joined in that recommendation by a kindred spirit at the Obama National Security Council, Senior Director for Multilateral Affairs Samantha Power, and by Secretary of State Hillary Clinton, whose unalloyed sympathy for the Palestinian cause dates back at least to her days as First Lady.
This resolution enjoys the support of the other four veto-wielding Security Council members – Russia, China, Britain and France – as well as the all of the other non-permanent members except India, which joins the United States in abstaining. As a result, it is adopted with overwhelming support from what is known as the “international community.”
Suddenly, substantial numbers of Israel Defense Forces (IDF) and Israeli citizens are on the wrong side of internationally recognized borders. The Palestinian Authority (PA) insists on its longstanding position: Its state must be (to use Hitler’s term for ethnic cleansing) judenrein – requiring the removal of all Jews from the sovereign territory of Palestine. And, thanks to the international affirmation of the so-called 1967 borders, the PA’s Mahmoud Abbas and Company need no longer accede to one of the anticipated solutions of the “peace process,” i.e., the relinquishing by Israel of territory in the Negev, so as to accommodate the permanent presence of Jewish communities (a.k.a. “settlements”) on land claimed by the Palestinians.
For its part, Israel refuses to evacuate the oft-condemned “settlements” on Palestinian land or to remove the IDF personnel, checkpoints and facilities it rightly sees as vital to protecting their inhabitants and, for that matter, the Jewish State itself.Turkey, which is technically still a NATO ally despite its ever-more-aggressive embrace of Islamism, joins forces with Britain and France, applaud this initiative in the interest of promoting “peace.” They call on the UN Security Council to authorize such steps as might be necessary to enforce the Arab League’s bidding.
Once again, Team Obama’s leading ladies – Mesdames Clinton, Power and Rice – align to support the “will of the international community.” They exemplify, and are prepared to enforce, the President’s willingness to subordinate U.S. sovereignty to the dictates of transnationalism and his hostility towards Israel. They appeal to his sense of history and his oft-expressed sympathy for the Palestinian right to a homeland to trump his political advisors’ concerns about alienating Jewish voters on the eve of the 2012 election.Accordingly, hard as it may be to believe given the United States’ longstanding role as Israel’s principal ally and protector, Mr. Obama acts, in accordance with the Gaddafi Precedent. He warns Israel that it must immediately take steps to dismantle its presence inside the internationally recognized State of Palestine lest it face U.S.-enabled “coalition” military measures aimed at neutralizing IDF forces on the West Bank – and beyond, if necessary – in order to fulfill the will of the international community.For one thing, the mere fact that the United States is no longer seen as guaranteeing Israel’s security would probably prove a sufficient inducement to war for those like Iran, Syria, Hezbollah’s Lebanon and Hamas’ Gaza itching to finish the job of eliminating the hated “Zionist entity” in their midst. The same might well prove to be the case for other states in the region if, as seems likely, the Muslim Brotherhood fills yawning vacuums of power in Egypt, Tunisia, Bahrain, Yemen and possibly Saudi Arabia and Libya.
How much more irresistible would such temptation be if the United States were actually raining down cruise missiles on Israeli targets in the West Bank, as it has done on Libyan ones at the behest of the Arab League and UN Security Council? Suffice it to say, Israel’s back would surely be against the wall in short order, facing the sort of existential threat it has not known since 1973 and that most Israelis only expected to eventuate when the Iranian mullahs at last got the Bomb. Under such circumstances, we must expect that Israel would employ its own nuclear forces, with devastating and unknowable consequences.
Needless to say, I hope the Gaddafi Precedent 1.0 will work out better than seems likely to be the case in Libya. Even more importantly, I am praying that Barack Obama and his anti-Israel troika of female advisors will not take us all down a road that seems ripe for another, ominous application of this precedent, with truly horrific repercussions – for Israel, for the United States and for freedom-loving people elsewhere. She says her independent attitude sometimes makes her feel "like a woman without a country" when she goes to work -- though officers have been known to approach her in private and thank her for raising issues others fear to confront.A few weeks ago, she responded to a call: A driver had complained some men were out in the street at the corner of Rancho Drive and Charleston Boulevard, aggressively soliciting funds from motorists and blocking traffic when the light changed.She drove there, asked the three men whether they had a permit to be in the street aggressively selling their Nation of Islam newspapers to motorists stopped at the red light, determined they had no permit and wrote them citations for violating NRS 484B.297, which specifies: "A person shall not stand in a highway to solicit ... any business from the driver or any occupant of a vehicle. A person shall not, without a permit ... solicit any contribution from the driver or any occupant of a vehicle."While Bisch was writing her citations, the three men did not seem chagrined, she reports. They were laughing. Indeed, while she was there, her cell phone rang. It was an officer from her station house, informing her "there's a deal" under which members of the Nation of Islam are not cited for selling their newspapers, nor for soliciting and collecting funds from vehicles stopped in the streets at red lights.Bisch issued the tickets anyway.Later, she says, "I was told 'This is political. We don't mess with them,' and 'When it comes to the Nation of Islam guys, we have a hands-off policy.' " Bisch says one of her superiors explained that when there are crimes in predominantly black West Las Vegas, members of the Nation of Islam step in and help police solve them.Bisch says she asked for an example, but her superior could not immediately provide one.In addition, Bisch says she was told there was no sense issuing the tickets to members of the Nation of Islam because Las Vegas City Attorney Brad Jerbic wouldn't prosecute them.She called that office, identified herself and asked if all this were true. - Petrobras told it can use deep-water vessel in Gulf.Petrobras has received final approval to operate the Gulf of Mexico's first floating production, storage and offloading vessel, clearing the way for the Brazilian oil giant to start pumping oil from two deep-water fields, federal regulators said Thursday. The Bureau of Ocean Energy Management, Regulation and Enforcement took the "final regulatory step" in green-lighting the project, with the approval of a production safety system permit and a supplemental deep-water operating plan, the bureau said in a statement.The floating production, storage and offloading vessel, or FPSO, has a daily production capacity of 80,000 barrels of oil and 16 million cubic feet of natural gas. The ocean energy bureau said with the latest approvals, production at the Cascade and Chinook deep-water fields is expected to begin soon. The fields are in more than 8,000 feet of water about 165 miles off Louisiana, in an area called Walker Ridge.After missing previous targets, Petrobras officials said in January that production at Cascade-Chinook was set to begin by the end of March. - Turkey searches second Syrian-bound Iranian plane within days.An Iranian cargo plane en route to Syria was forced to land in Turkey’s southeastern Diyarbakir Airport for an inspection, several news reports said on Sunday. The plane, a civilian Ilyushin, landed on Saturday night on the orders of Turkish authorities, and military fighter planes were on standby in case the plane refused to comply, Agence France-Presse (AFP) reported, citing security forces. Diplomatic sources at the Foreign Ministry in Ankara did not confirm or deny the reports when approached by Today’s Zaman on Sunday afternoon.An inspection of the plane is ongoing to check whether the aircraft has any illicit or military material on board, security sources added, according to AFP.A UN Security Council resolution bans the supply, trade or transfer of any arms and related material from Iran to all states. Any transfer and procurement of weapons from Iran is a breach of international obligations under a UN resolution.The search at Diyarbakır Airport came only days after a cargo plane from Iran was required to land in Turkey so its shipment could be searched. Officials said it was a standard procedure that has nothing to do with UN Security Council sanctions on the neighboring country. The Iranian plane, which was heading from Tehran to Aleppo, Syria, landed at Diyarbakır Airport on Tuesday night. The Chemical, Biological, Radiologic and Nuclear (KBRN) team of the Diyarbakır Civil Defense, Search and Rescue Directorate also joined the search on Wednesday. The plane was allowed to continue its flight after it was determined there was “no extraordinary situation,” Foreign Ministry spokesperson Selçuk Ünal said on Wednesday. In the past, Turkey has conducted similar searches of Iranian planes. Two of those incidents took place consecutively in July and August 2006, when the Turkish Foreign Ministry forced two Syria-bound Iranian planes to land at Diyarbakır Airport and to submit to a search for rockets and other military equipment during the conflict between Israel and Hezbollah. Iranian men get to avail themselves of temporary marriages, de facto legalizing the institutionalized slavery and rape of prepubescent girls. Iranian women are consigned to the backs of buses, have to shroud their bodies from head to toe, and can’t wear anything bright or shiny.That’s just what’s happening in a single CSW member state.The greater hypocrisy is what was ignored globally so that the Commission could spend time demonizing Israel.
