 Late on Friday, with the US population embracing the upcoming holidays and oblivious of most news emerging from the administration, Obama quietly signed into law the 2017 National Defense Authorization Act (NDAA) which authorizes $611 billion for the military in 2017.

Recall that as we reported in early June, “a bill to implement the U.S.’ very own de facto Ministry of Truth had been quietly introduced in Congress. As with any legislation attempting to dodge the public spotlight the Countering Foreign Propaganda and Disinformation Act of 2016 marks a further curtailment of press freedom and another avenue to stultify avenues of accurate information.

Introduced by Congressmen Adam Kinzinger and Ted Lieu, H.R. 5181 seeks a “whole-government approach without the bureaucratic restrictions” to counter “foreign disinformation and manipulation,” which they believe threaten the world’s “security and stability.”

Also called the Countering Information Warfare Act of 2016 (S. 2692), when introduced in March by Sen. Rob Portman, the legislation represents a dramatic return to Cold War-era government propaganda battles. “These countries spend vast sums of money on advanced broadcast and digital media capabilities, targeted campaigns, funding of foreign political movements, and other efforts to influence key audiences and populations,” Portman explained, adding that while the U.S. spends a relatively small amount on its Voice of America, the Kremlin provides enormous funding for its news organization, RT.

“Surprisingly,” Portman continued, “there is currently no single U.S. governmental agency or department charged with the national level development, integration and synchronization of whole-of-government strategies to counter foreign propaganda and disinformation.”

Long before the “fake news” meme became a daily topic of extensive conversation on such discredited mainstream portals as CNN and WaPo, H.R. 5181 would task the Secretary of State with coordinating the Secretary of Defense, the Director of National Intelligence, and the Broadcasting Board of Governors to “establish a Center for Information Analysis and Response,” which will pinpoint sources of disinformation, analyze data, and — in true dystopic manner — ‘develop and disseminate’ “fact-based narratives” to counter effrontery propaganda.

Fast forward to December 8, when the “Countering Disinformation and Propaganda Act” passed in the Senate, quietly inserted inside the 2017 National Defense Authorization Act (NDAA) Conference Report.

And now, following Friday’s Obama signing of the NDAA on Friday evening, the Countering Disinformation and Propaganda Act is now law.* * *

The so-called Islamic State of Iraq and Al-Sham (ISIS) is committing genocide against Yazidis, according to a report, “They Came to Destroy: ISIS Crimes Against the Yazidis”, issued today by the independent international Commission of Inquiry on the Syrian Arab Republic. The report by the Commission of Inquiry also determined that ISIS’s abuse of Yazidis amounts to crimes against humanity and war crimes.

“Genocide has occurred and is ongoing”, emphasised Paulo Pinheiro, Chair of the Commission. “ISIS has subjected every Yazidi woman, child or man that it has captured to the most horrific of atrocities.”

As per the Commission’s mandate, the report focuses on violations committed against Yazidis inside Syria, where thousands of women and girls are still being held captive and abused, often as slaves. The Commission also examines how the terrorist group forcibly transferred Yazidis into Syria after launching its attacks on northern Iraq’s Sinjar region on 3 August 2014. Collected information documents evidence of intent and criminal liability of ISIS’s military commanders, fighters, religious and ideological leaders, wherever they are located.

The Commission’s findings are based on interviews with survivors, religious leaders, smugglers, activists, lawyers, medical personnel, and journalists, as well as extensive documentary material, which corroborate information gathered by the Commission.

ISIS sought – and continues to seek – to destroy the Yazidis in multiple ways, as envisaged by the 1948 Genocide Convention. “ISIS has sought to erase the Yazidis through killings; sexual slavery, enslavement, torture and inhuman and degrading treatment and forcible transfer causing serious bodily and mental harm; the infliction of conditions of life that bring about a slow death; the imposition of measures to prevent Yazidi children from being born, including forced conversion of adults, the separation of Yazidi men and women, and mental trauma; and the transfer of Yazidi children from their own families and placing them with ISIS fighters, thereby cutting them off from beliefs and practices of their own religious community”, the report says.

ISIS separated Yazidi men and boys over 12 from the rest of their families, and killed those who refused to convert, in order to destroy their identity as Yazidis. Women and children often witnessed these killings before being forcibly transferred to locations in Iraq, and thereafter to Syria, where the majority of captives remain.

Thousands of women and girls, some as young as nine, have been sold in slave markets, or souk sabaya, in the Syrian governorates of Raqqah, Aleppo, Homs, Hasakah and Dayr Az- Zawr. ISIS and its fighters hold them both in sexual slavery and in slavery, the report says, with Yazidi women and girls being constantly sold, gifted and willed between fighters. One woman, who estimated she had been sold 15 times, told the Commission, “It is hard to remember all those who bought me”.

“Survivors who escaped from ISIS captivity in Syria describe how they endured brutal rapes, often on a daily basis, and were punished if they tried to escape with severe beatings, and sometimes gang rapes,”, said Commissioner Vitit Muntarbhorn.

“ISIS has made no secret of its intent to destroy the Yazidis of Sinjar, and that is one of the elements that allowed us to conclude their actions amount to genocide”, said Commissioner Carla Del Ponte.

The report noted that ISIS, which considers the Yazidis to be infidels, has publicly cited the Yazidis’ faith as the basis for the attack of 3 August 2014 and its subsequent abuse of them. ISIS has referred to the Yazidi as a “pagan minority [whose] existence […] Muslims should question”, adding that “their women could be enslaved […] as spoils of war”.

Mr. Pinheiro stressed that there must be no impunity for crimes of this nature, recalling States’ obligations under the Genocide Convention to prevent and to punish genocide. The Commission repeated its call for the Security Council to refer urgently the situation in Syria to the International Criminal Court, or to establish an ad hoc tribunal to prosecute the myriad of violations of international law committed during the non-international armed conflict.

The Commission further noted that, with no path to international criminal justice available, it is likely that the first such prosecution of ISIS crimes against the Yazidis will take place in a domestic jurisdiction. It is essential, the Commission stated, that States enact laws against genocide, crimes against humanity and war crimes.

The Commission urged international recognition of the genocide, and stated that more must be done to assure the protection of this religious minority in the Middle East, and the funding of care, including psycho-social and financial support, for victims of this genocide. Read the full report here

Lahore - An appeal has been filed to the Court of Appeal and the first hearing will take place in May regarding a Christian couple Shafqat Emmanuel and Shagufta Kausar.

This was reported to Fides by the team of lawyers of the "Farrukh Saif Foundation", Pakistani organization that has taken on the legal defense of the couple. The two were of accused of sending blasphemous text messages and were sentenced to death in 2014.

On July 20, 2013, the Christian couple, from Gojra, in Punjab, were accused of sending blasphemous text messages and were later arrested.

"The text messages were written in English but both of the accused were uneducated and incapable of writing proper Urdu let alone English", note the lawyers.

Shafqat is also confined to a wheelchair due to an accident in 2004 that resulted in him suffering a spinal injury.

The local police proceeded to torture him in front of his wife. He pleaded for mercy while the police continued in their attempts to extract a confession from him.

On 4 April 2014 the couple were given death "although the police failed to recover any mobile phone or SIM card allegedly registered in Shagufta’s name", refer the lawyers. The only evidence produced by the local police was the receipt from the phone company.

"Addition Sessions judge succumbed to Islamist pressure and handed down the death sentence", reaffirm the lawyers. The whole trial was concluded inside the boundary walls of the prison due to fears for the couple’s security. The couple have four children and activists of the "Farrukh Saif Foundation" are taking care of them.

"The blasphemy law, misused, has put hundreds of members of minority communities behind bars. The law is grossly abused to target minorities", say the lawyers of the "Farrukh Saif Foundation" to Fides. Last month, their FOIA request secured this record of a phone call by Clinton the day after the attack. “S” is Secretary Clinton. In a call to then-Egyptian Prime Minister Hisham Kandil she said that the deadly terrorist attack on the US compound the day before “had nothing to do with the film.”

Twitter has unveiled its "Trust and Safety Council" under the creepily Orwellian slogan, "When it comes to safety, everyone plays a role". These groups will be helping set censorship policy for the site.

The Trust and Safety Council incorporates a laundry list of organizations, most obsessed with identity politics, bullying of hate speech, some of them more problematic than others. So while the Dangerous Speech Project suggests that countering speech is better than censorship, Twitter's Trust and Safety Council also includes Feminist Frequency.

Stuart K. Hayashi had discussed the problems with Feminist Frequency earlier this year. Jonathan McIntosh,the man behind Feminist Frequency, is a radical leftist who has smeared American soldiers and attacked Israel and complained about people celebrating the death of Osama bin Laden.

Aside from McIntosh's politics, it's very problematic that a man who hates free speech this much will be helping set censorship policy for Twitter's Trust and Safety Council.

McIntosh is also vehemently anti-Israel. Over the years, McIntosh has been at many anti-Israel rallies, using his photography skills to put forward an anti-Israel message. His work can be seen on Boston Indymedia, The Electronic Intifada, and a .PDF file from endtheoccupation.org. Each one credits McIntosh, and the Boston Indymedia and Electronic Intifada link back to an old site of McIntosh’s called capedmaskedandarmed.com. McIntosh has taken the site down recently, but it didn’t stop the citizens of the internet to archive his website, proving that it is the same McIntosh from Feminist Frequency that is attending these anti-Israel rallies.

"There was no warning. I was standing near the police and all I heard was 'one, two, three charge'," said independent journalist Rahul, whose camera was allegedly smashed. Rahul said when he tried to retrieve his camera, "they pushed lathis into my stomach."

Remarkably, despite the video playing on television channels all day, police chief BS Bassi told NDTV that he has not seen the footage but that an inquiry has been ordered. Among the assaulters were civilians who have not yet been identified, he said.

The protests took place outside the headquarters of the Rashtriya Swayamsewak Sangh or RSS, the ideological parent of Prime Minister Narendra Modi's BJP. "Why were they protesting outside the RSS headquarters?" asked RSS ideologue Sanjeev Uniyal.

Mr Hein wrote on Facebook on Sunday that he was a policeman for more than 11 years, and in the last three of those he had shifts at the main train station in Cologne.

"It was a special place," he said. "You saw the depths of humanity – drugs, organised theft, asylum seekers and suicide."

But pickpocketing was "by far the biggest crime phenomenon at Cologne central station", he said.

"It was almost always the same group of offenders – north African asylum seekers."

Mr Hein said the obvious question was "how can an asylum seeker commit crimes without fear of being deported"?

The answer, he said, was article 53 of Germany's Residence Act, which allows foreigners to be deported but only in serious cases – crimes punishable by at least three years' imprisonment.
