Turkey ranks among the worst performers in dealing with rising CO2 emissions, according to a joined study submitted by Germanwatch and the Climate Action Network during the U.N. climate summit in Lima.
The report listed the 58 highest emitters worldwide, which together produce nearly 90 percent of all greenhouse gases, and ranks them according to the steps they are taking to tackle climate change. Turkey featured near the bottom of the list in 51st place.
The report suggested that Turkey performed particularly badly in terms of energy efficiency and climate policy.
“According to Turkey’s national climate experts, the country has no national strategic planning policy to explicitly address climate change,” the report stated.
Quite to the contrary, the Turkish government has favored the construction of new coal plants across the country, often with hurried evaluation processes regarding the projects’ environmental impact. New Nuclear plants are planned as well.
“The fossil fuel industry is growing rapidly and, at least in the energy sector, most policies that are in place lack implementation,” the report also said regarding Turkey. Turkey expected UN climate talks this week to make “substantial progress” toward reaching a global pact, with it part of the international effort to curb climate change, its head of delegation told The Anadolu Agency (AA).
Turkey will submit “nationally determined” plans by next March to reduce greenhouse gas emissions, Mehmet Emin Birpinar, Deputy Undersecretary in the Ministry of Environment and Urbanization confirmed Monday.
But any new deal must not consider it a “developed country,” despite its membership of a grouping of industrialized nations, which would unfairly bind it to bear more of the burden, he said.
“As a country with no historical responsibility in climate change, we want this new regime to have enough flexibility to reflect our special circumstances and sustainable development needs,” said the interim chief of the 60-strong delegation, before Environment Minister Idris Güllüce took over as ministers arrived Tuesday.
Turkey is stepping up its efforts to reduce emissions, which have multiplied by a factor of two-and-a-half since 1990 as its population and economy have surged.
Greenhouse gas emissions rose from 180 million tons of carbon dioxide in 1990 to 439 million in 2012, according to the national statistics agency TURKSTAT.
Its population grew by more than a third to 75.6 million in the same period, while the economy expanded by 240 percent to $1.4 trillion in purchasing power parity terms between 2000 and 2013.
To combat this rise, Turkey will boost renewable energy up to 30 percent of production by 2023, investing in wind, solar and nuclear sources, Birpinar said.
Hmmm....Europe is digging it's own grave with too costly 'green Energy' sending investors to countries like Turkey ...MADNESS! I Wonder sometimes if the whole European parliament is brain dead.

Power crunch worsens – Emergency measures introduced to prevent the lights going out this winter.Offices and factories will be offered compensation to undergo 1970s-style energy rationing and shut down for up to four hours a day to prevent households being plunged into darkness.
Under the powers, businesses that sign up will be ‘bribed’ to shut down between 4pm and 8pm on any day between November and February.
In addition, ‘National Grid announced yesterday that it would begin recruiting out-of-action power plants (closed but not yet dismantled), which would be paid to ensure they could start up if needed as a “last resort”. It had said in June that the emergency plan to boost power supplies would not be needed this year.’
National Grid yesterday contacted the owners of recently closed plants to see if they could be running in time for winter.
The National Grid has a budget of £800million to control supply and demand within the power network.
Hmmmm. Weren’t all of those wind turbines supposed to come to the rescue?By the way.....Belgium is also considering Electricity grid shutdowns for a number of hours/daily.
All these 'geniuses' couldn't figure out ten years ago, they would not produce enough electricity to keep up with demand, if they closed down the conventional power plants.

Obama’s inability to make a decision on Keystone has finally yielded a result – Canada has made the decision for him.
Breitbart reports Canada has just approved the Enbridge Northern Gateway Project – a major pipeline to ship Canadian oil to Asia.
The Canadian oil will still be burnt – in Asia, instead of America.
All the jobs and energy security which Canadian oil could have delivered to America, will instead be delivered to Asia.
Rather than purchasing crude from a friendly and allied neighbor, the United States will most likely need to continue its reliance upon hostile sources like Venezuela.
Energy analysts had hoped that construction of Keystone could have replaced almost half of the current U.S. daily crude purchases from that volatile, anti-American dictatorship, depriving Venezuela of the resources it relies upon to stay in power and fund its Cuban allies.
You can’t say Canada didn’t give America a chance – they waited years for the American administration to come to their senses. But in the end, they couldn’t wait any longer, and have put the interests of Canadians first.

While the United Nations and the Obama administration assert that climate change is settled science and requires dramatic regulatory oversight, 31,072 U.S. scientists have signed the Petition Project, saying the issue remains decidedly unsettled.
"There is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gases is causing or will in the foreseeable future cause catastrophic heating of the Earth's atmosphere and disruption of the Earth's climate," the petition says.
"The purpose of the Petition Project is to demonstrate that the claim of 'settled science' and an overwhelming 'consensus' in favor of the hypothesis of human-caused global warming and consequent climatological damage is wrong," the petition asserts. "No such consensus or settled science exists."
Over 9,000 of the petition's signatories have a Ph.D. in a scientific field.
For all the talk of "settled science," all that has been settled is the stunning inaccuracies of alarmists — from failed computer models and a discredited "hockey stick" graphic that pointed to exponential warming, to dire predictions of melting Himalayan glaciers, receding rain forests, increases in hurricane activity, and the end of snow.
Other climate-change claims include assertions that the United States has suffered the warmest temperatures ever recorded in recent years and that the melting polar icecaps will cause drastic sea rises, leading to widespread flooding and death.
But those are all myths, according to the World Climate Report, whose editor is climatologist Patrick Michaels, a prominent skeptic of anthropogenic global warming — the notion that mankind's greenhouse gas emissions are driving catastrophic climate change.
Historical temperature records for the United States are spotty at best, and "after removing biases caused by urbanization, thermometer relocations, instrument changes, and so on, it is clear that there is no trend in mean annual temperatures in the last 65 years" in the United States, the World Climate Report found. In fact, "aside from a sharp rise from 1915 to 1930, when trace-gas concentrations were low, the trend is essentially zero."
The report also found that Northern Hemisphere temperature changes have been greatly exaggerated, and "based on the best available temperature records," the region has actually warmed only "about 0.65 degrees Celsius [about 1.1 degree F.] since 1860."
The report noted, "We weren't producing much [carbon dioxide] prior to 1945, so the greenhouse effect should have been most prevalent in the last 40 years. But most of the temperature increase occurred prior to 1945."
Todd Myers, director of the Center for the Environment at the Washington Policy Center, said: "It's true, temperatures have risen, but not in the last 15 years." Read the full story here.

Meteorologist Lennart Bengtsson has long been considered a cool head in the often heated conflict over global warming. In an interview, he defends his decision to join an organization that is skeptical of climate change.
The debate over climate change is often a contentious one, and key players in the discussion only rarely switch sides. But late last month, Lennart Bengtsson, the former director of the Hamburg-based Max Planck Institute for Meteorology, one of the world's leading climate research centers, announced he would join the academic advisory council of the Global Warming Policy Foundation (GWPF).
GWPF, based in Britain, is a non-profit organization and self-described think tank. Conservative politician Nigel Lawson founded the organization in 2009 in order to counteract what he considered to be an exaggerated concern about global warming. The organization uses aggressive information campaigns to pursue its goals.
The lobby group's views markedly differ from those of the UN climate panel, the IPCC, whose reports are the products of the work of hundreds of scientists who classify and analyze vast amounts of climate knowledge accumulated through years of research. The most recent IPCC report states that man-made emissions of greenhouse gases are leading to significant global warming, with serious environmental consequences.
Bengtsson was known for maintaining moderate positions even during the most vitriolic debates over global warming during the 1990s. In an interview with SPIEGEL ONLINE, he discusses why he made the shift to the skeptics' camp.Read the full story here.

The climate between Brussels and Berlin is polluted, something European Commission officials attribute, among other things, to the "reckless" way German Chancellor Angela Merkel blocked stricter exhaust emissions during her re-election campaign to placate domestic automotive manufacturers like Daimler and BMW.This kind of blatant self-interest, officials complained at the time, is poisoning the climate.
But now it seems that the climate is no longer of much importance to the European Commission, the EU's executive branch, either. Commission sources have long been hinting that the body intends to move away from ambitious climate protection goals. On Tuesday, the Süddeutsche Zeitung reported as much.
At the request of Commission President José Manuel Barroso, EU member states are no longer to receive specific guidelines for the development of renewable energy.
The stated aim of increasing the share of green energy across the EU to up to 27 percent will hold. But how seriously countries tackle this project will no longer be regulated within the plan.
As of 2020 at the latest -- when the current commitment to further increase the share of green energy expires -- climate protection in the EU will apparently be pursued on a voluntary basis.Hmmmm.....You can't compete while using 'green energy'......period.Read the full story here.

Navy Secretary Ray Mabus continued to push for his “green fleet” this week, yet again championing an initiative that wastes millions of taxpayer dollars while providing no benefit to the Navy.The most recent effort to force the Navy to buy biofuels instead of much less expensive diesel involved teaming up with the Department of Agriculture on a “Farm to Fleet” initiative, which would cost hundreds of millions of dollars while providing no increase in the capability or security of the Navy.
Proponents of imposing biofuel use on the Navy most often argue that conventional diesel and other fossil fuels are too volatile and could fluctuate in both availability and price due to instability in the Middle East countries that produce them.
Yet, as Captain Ike Kiefer wrote in Strategic Studies Quarterly, “Biofuels are subject to both oil and agricultural market forces and are at the mercy of weather as well,” Kiefer wrote. “Biofuel prices have proven as volatile as oil prices and are likely to be more so once subsidies end.”
Other considerations weigh even more heavily in favor of using conventional diesel. For example, the biofuels used in naval vessels cost roughly seven times as much as diesel fuel. Furthermore, they are not any more fuel efficient, so the higher price per gallon is not made up for with better mileage. Finally, biofuels are possibly more corrosive than their conventional counterparts. This could be a serious cost problem as well as a readiness concern, as more corrosion means more maintenance work and more mechanical failures.
In spite of these serious flaws with the fuel source—and despite the Navy’s broader fleet and budget concerns—the Obama Administration continues to push the biofuel agenda. Rather than wasting taxpayer dollars by making the Navy a guinea pig for a politically charged project, the government should make a more solid investment in building new ships and maintaining those still in the fleet. Freedom of the seas and American security depend on it.

WASHINGTON – In a blow to the Obama administration, the Supreme Court on Tuesday agreed to hear a challenge to part of the U.S. Environmental Protection Agency’s first wave of regulations aimed at tackling climate change.By agreeing to hear a single question of the many presented by nine different petitioners, the court set up its biggest environmental dispute since 2007.
That question is whether the EPA correctly determined that its decision to regulate greenhouse gas emissions from motor vehicles necessarily required it also to regulate emissions from stationary sources.
The EPA regulations are among President Barack Obama’s most significant measures to address climate change. The U.S. Senate in 2010 scuttled his effort to pass a federal law that would, among other things, have set a cap on greenhouse gas emissions.
By agreeing to hear a consolidated challenge from states and business groups, the court could be getting set to limit the reach of its groundbreaking 2007 ruling, Massachusetts v. EPA, in which it held on a 5-4 vote that carbon was a pollutant that could potentially be regulated under the Clean Air Act.
The court rejected outright three of the nine petitions that sought Supreme Court review, including one filed by Virginia Attorney General Ken Cuccinelli, a Republican, that questioned whether the EPA appropriately weighed climate change science.
The legal question, crafted by the court itself from those raised in the six petitions it agreed to review, indicates the court does not plan to revisit the underlying reasoning behind Massachusetts v. EPA but will weigh whether the EPA went further than allowed under the act.
The American Petroleum Institute, a lobbying group that along with manufacturing interests filed one of the petitions, said the fact that EPA regulations for cars automatically triggered further regulation of other sources of greenhouse gas emissions was an "overstep" of the agency's authority under the Clean Air Act.
"The EPA is seeking to regulate U.S. manufacturing in a way that Congress never planned and never intended," said Harry Ng, American Petroleum Institute vice president and general counsel.
Whatever the court eventually decides, the EPA's ability to use the Clean Air Act to regulate emissions from power plants and other stationary sources is not under threat, environmental lawyers say.
Even if the court ruled for petitioners, most power plants and refineries would still be required to install best available control technology to limit greenhouse gases, said Sean Donahue, a lawyer representing environmental groups at Donahue and Goldberg.Read the full story here.

Is it just me, or is there something a little irreverent about one of our own (i.e.: a Canadian) going to another country to slam our government?
On Friday, a group of Canadian environmental activists — led by none other than Dr. David Suzuki — were in Washington, D.C., to lobby against approval of the controversial Keystone Pipeline.
Suzuki, author and activist Tzeporah Berman and artist Frankie James took part in a panel discussion at the National Press Club. Here is an overview of their message as described by the Globe and Mail's Paul Koring.
"Their message wasn’t just that President Barack Obama should reject the Keystone XL pipeline. Rather, the primary thrust was that the Harper government could not be trusted and was ruthless in its efforts to silence and thwart domestic opposition to oil sands development. To listen to the panel, America’s northern neighbour has become a repressive regime where free speech is silenced and the government has aligned itself with the interests of a single industry – oil.
David Suzuki, the internationally renowned Canadian scientist and recipient of several UN awards, said Mr. Harper’s effort to suppress information had been “learned well from the Bush-Cheney administration.”
Mr. Suzuki, a companion of the Order of Canada, compared Mr. Harper’s suppression of scientific information to the rounding up of Japanese Canadians (including his family) during the Second World War and the imposition of the War Measures Act in 1970 when separatist terrorists kidnapped prominent in Quebec."
While Suzuki was busy slamming Stephen Harper, the right-leaning Sun News Network has been taking some shots at Suzuki and what they call his "hypocritical lifestyle."
According to Sun News, Suzuki owns four homes in British Columbia.
"His primary abode is a sprawling mansion in the Kitsilano neighbourhood of Vancouver, worth approximately $8.2 million. At Occupy Vancouver, Suzuki extolled the virtues of his anti-corporate agenda and condemned excess," the report notes.
"Perhaps most interesting is a property on Nelson Island of which Suzuki is one of several co-owners listed on a B.C. land title registry, another of which includes Kootenay Oil Distributors." I guess it's true what they say: all is fair in love, war and politics.

The cost of each taxpayer-financed green energy job created since 2009:
$26.32 billion divided by 2,298 jobs = $11.45 million per job…
Green energy jobs and DOE loans are tallied under programs 1703 and 1705 on this list.
Permanent jobs created: 2,298
Taxpayer financed loan guarantees: $26.33 billion
19 of the projects cost more than $10 million per permanent job…
Even if you use the Obama maldaministration’s accounting methods and include temporary employment, the totally idiotic “jobs created/saved” category and include the 33,000 Ford Motor Company jobs “saved”, you get ~60,000 jobs at a cost of $34.5 billion –> $580,000 per job.
Bear in mind that Mr. Obama promised “to create 5 million jobs over 10 years by directing taxpayer funds toward renewable energy projects.” He’s currently 4,997,702 short of the 5 million mark.
I have handy cost estimates for three of the solar plants near the top of the list of $10 million-plus jobs. If I factor in the increased cost of electricity, the cost per permanent job literally skyrockets, as promised by candidate Obama in 2008.
The total cost to the economy per permanent “green energy” job created by these three solar PV plants is $82.3 million. If I add in the 2,450 temporary construction jobs that were created, the cost per job drops to $2.8 million per job. In the interview and in subsequent e-mails, Dr. Hansen made it clear that his new independence would allow him to take steps he could not have taken as a government employee. He plans to lobby European leaders — who are among the most concerned about climate change — to impose a tax on oil derived from tar sands. Its extraction results in greater greenhouse emissions than conventional oil. …
Dr. Hansen says he senses the beginnings of a mass movement on climate change, led by young people. Once he finishes his final papers as a NASA employee, he intends to give it his full support.
