Openly raising the prospect of a conventional armed conflict with Russia on European soil, the remarks by Sir Adrian Bradshaw, second-in-command of Nato's military forces in Europe, are some of the most strident to date from Nato.

They come amid a worsening in relations with the Kremlin just days into a second fragile ceasefire aimed at curbing continued bloodshed in Ukraine's restive east between Kiev's forces and Russian-backed separatists.

Speaking at the Royal United Services Institute think-tank in London on Friday, Sir Adrian warned that as well as adapting to deal with subversion and other "hybrid" military tactics being used by Russia in Ukraine, allied forces needed to be prepared for the prospect of an overt invasion.

Sir Adrian is a former commander of British land forces and the most senior UK officer in the alliance.

He added: "After which the threat of escalation might be used to prevent re-establishment of territorial integrity — this use of so-called escalation dominance was, of course, a classic Soviet technique."

Deploying overwhelming force at short notice has become a hallmark of recent Russian military exercises. In January 2008, Rogozin became Russia's ambassador to NATO, serving until December 2011. He was a leader of the Rodina (Motherland) party until it merged with other similar Russian parties to form the Fair Russia party.He holds a doctor's degree and is said to speak four languages. On 18 February 2011 Russian President Dmitry Medvedev appointed Dmitry Rogozin as a Special Representative on anti-missile defence and negotiations with NATO countries on this issue.

Last month, we introduced you to Russia's new Armata main battle tank. Weighing in at 55 tons, and featuring multilayered armor, an independent crew capsule, and a fully automated 125 mm main gun firing both cannon rounds and laser-guided missiles, Armata is designed to be Russia's answer to General Dynamics' (NYSE: GD ) M1 main battle tank built for the U.S. Army and Marine Corps.

We also described how Russia is using Armata ("Армата") as a core chassis upon which it will build an entire family of armored personnel carriers, anti-aircraft missile launchers, armored self-propelled artillery, flame throwers, bridge-layers, and minesweepers -- some operated as robots.

But as high-tech and powerful as all this sounds, the Armata contains one potentially fatal flaw: its cost.



Trouble in Putin's paradise Late last year, a controversy broke out between Russia's Ministry of Defense (MinOboron) and UralVagonZavod (UVZ), the military contractor responsible for building Armata. As described on Russian-language website gazeta.ru, MinOboron blasted UVZ for offering a tank that it describes as overpriced and incomplete.

To date, Russia has invested 15 billion rubles ($239 million) in developing the Armata tank, and budgeted 39 billion ($622 million) more. But MinOboron is demanding UVZ both complete its design and lower its price. Unless UVZ complies, "MinOboron will not extend the contract for delivery of Armata to the [armed] forces, and will refuse serial purchase. ... We'd rather buy the latest version of the T-90 while they finish up the Armata," said the Defense Ministry.

To date, the Russian army has taken delivery of only 12 prototype Armata tanks, bought in 2013. A contract is in place for production through 2017. But at last report, no long-term contract had been signed. Read the full story here.

“It is very desirable that the patriots have a significant representation in the parliament, not just a few seats,” Dmitry Rogozin said in an interview with Rosinformburo news agency. He noted that the best candidate for this is the Motherland Party.

Rogozin was among the founders of Motherland when it was created in 2003 and also helped to re-register the party in 2012. In 2006, Motherland dissolved and its members joined center-left party Fair Russia in order to maintain representation under changed circumstances. It was registered as an independent party again after the introduction of the new law that allowed for existence of smaller independent political projects.

The 2016 parliamentary elections are a good chance to add some fresh forces and fresh blood to the State Duma ranks, Rogozin noted in the interview adding that a lot of people were dreaming of such turn and a lot would benefit from it.

As the patriotic nationalist party makes a claim for parliamentary seats it should concentrate on the fight against corruption, the deputy PM holds. Rogozin added that the Motherland is a large organization, a ‘sleeping giant’ and can easily switch from opposition work to cooperation with parliamentary majority party, United Russia.

Rogozin also said that in his view United Russia suffered from large number of insincere members who only used it as a means to get power and benefits, acknowledging that political power attracted all kinds of people in great numbers. He criticized other parliamentary parties too – for “remaining in their political trenches and keeping the same image for too long.”

Russian political experts were skeptical about Rogozin’s plan. Mikhail Vinogradov of the St. Petersburg Politics Foundation told the business daily Kommersant the all parliamentary parties were already using ‘patriotic’ rhetoric and Motherland would have some tough time to prove its worth.

Aleksandr Kynev of the Foundation for Development of Information policy questioned the value of Rogozin’s support for Motherland, saying that the government’s position made the former Motherland boss dependent on other people’s decisions.

In mid-2013 a group of experts attached to the Russian Public Chamber conducted a public opinion research and forecasted that nationalists could get about 10 percent of seats at the 2016 parliamentary poll.

Russia and China are eyeing a number of joint high-tech projects, ranging from creation of a new long-range passenger plane to joining forces on a satellite navigation system to compete with American GPS and European Galileo.

The range of prospects was outlined on Friday by Russian Deputy Prime Minister Dmitry Rogozin, who met Chinese Vice-Premier Wang Yang in Siberian Novosibirsk. Rogozin said Russia would develop cooperation with BRICS members in defiance of any possible Western sanctions.

Our technological partnership should be directed at the countries that are close to us in mentality and which in general constitute an emerging geopolitical force that we could rely on in opposing the monopolar world. Those are BRICS countries first and foremost,” he said.

BRICS are an informal group of developing economies comprised of Brazil, Russia, India, China and South Africa, with a combined economic and political power allowing them to defend their interests in a world dominated by US-led Western countries. Rogozin set examples of several joint projects Russia has or may have with China. The most concrete is the project for a new long-range wide-hull airliner with an estimated development cost of $7-8 billion. Russia and China have already signed a memorandum on it in May.

Rogozin’s shot was aimed at both American GPS, which was the focus of a recent fallout between Russia and the US, and the European Galileo.

He also commented on Russia’s downgrade of the work of ground stations of the Differential GPS network based in the Russian territory. This week’s move was Moscow’s response to Washington’s failure to allow deployment of similar Glonass stations in America.

When we have 11 American GPS stations operating in Russia since early 1990s, we are entitled to expect a right to deploy similar Glonass stations in the US,” Rogozin said.

Moscow is banning Washington from using Russian-made rocket engines, which the US has used to deliver its military satellites into orbit, said Russia’s Deputy PM, Dmitry Rogozin, who is in charge of space and defense industries.

According to Rogozin, Russia is also halting the operation of all American GPS stations on its territory from June 1.

Russia currently hosts 11 ground-based GPS stations, the Deputy PM said.

Speaking on the threat of mobile, naval-based elements of the US missile defense system “suddenly appearing” on Russia’s coastline, Deputy Prime Minister Dmitry Rogozin said such an event would trigger “the harshest reaction from Russia."
"We must consider the effective protection of our strategic nuclear forces," Rogozin said in an interview with the magazine Voyenny Parade (‘Military Parade’).
Rogozin, while not elaborating on what Russia’s response would be, noted that Russia is taking definite steps to counter American ships “equipped with the Aegis integrated naval weapons system.”
Russia has warned its US and NATO partners on numerous occasions that unless the two sides can reach an acceptable agreement over NATO plans to unilaterally build a missile defense shield in Eastern Europe, another arms race is inevitable.
Ironically, it was US President Barack Obama – the same American leader who pushed for a “reset” with Moscow – who introduced the current missile defense plans that may include stationing Aegis missiles aboard US warships in the Black Sea.
Washington says the missile defense system, which is capable of intercepting short- to intermediate-range ballistic missiles, is vital for protecting Eastern Europe from “rogue states,” like Iran and North Korea. At the same time, however, the western military alliance ignores Moscow’s concern the strategic balance may be upset. In fact, NATO even refuses to provide Moscow with written, legal guarantees that the system will not in the future target Russian territory.
Judging by Rogozin’s strong words, it seems that another arms race has already begun.
"U.S. missile defense in its current form is obviously destabilizing and prompting an arms race between Russia and the U.S. and NATO," Rogozin noted.
Russia is considering ways of “suppressing and penetrating” the missile defense system in ways that will guarantee “unacceptable damage to any aggressor, and force it to resist the temptation to test Russia's strength,” the Deputy Prime Minister added.
Rogozin, who served in a previous capacity as Russia’s NATO envoy, explained his use of blunt language.

Discussions on the creation of such a super-holding have been underway at least six months, Rogozin said. "We have found an acceptable solution on how to form this super-holding," he said. Development of hypersonic weapons - meaning those capable of flying at several times the speed of sound, generally with scramjet engines - has been a pet theme of Rogozin. In May, during a visit to Tactical Missiles Corporation's NPO Raduga missile design bureau, Rogozin called on Russia's defense industry to develop hypersonic air-breathing weapons as a future strike system. He picked out American development work in the X-51, Falcon, HiFire and HyFly programs as examples of what he described as the perspective threat posed by U.S. hypersonic development work. "The undertaking of this work allows us to lay the basis for the creation of a national competitor in hypersonic weapons," he said.
He has since frequently repeated his call for hypersonic weapons to be developed as a replacement for the Russian Air Force's existing long-range bomber fleet. "I think we need to go down the route of hypersonic technology and we are moving in that direction and are not falling behind the Americans," he said on Rossiya 24 TV in August.
"We will use this technology when developing a new bomber." "The question is whether we will copy the Americans' forty-year experience and create a [Northrop] B-2 analog...or will we go down a new, ultramodern technology route, looking to the horizon, and create a machine able to penetrate air defenses and carry out a strike on any aggressor," he added. 
Aerospace analysts contacted by RIA Novosti say hypersonic technology is more likely to be relevant to an air-launched weapon itself, rather than a manned aircraft. Tactical Missiles Corporation, based in Korolyov, Moscow Region, was formed in 2002 by amalgamating a number of defense design and production enterprises, of which the main ones were Korolyov-based Zvezda-Strela (tactical air-to-surface missiles), Moscow-based Vympel (tactical air-to-air missiles), NPO Raduga (cruise missile design), and Region (tactical air-launched weapons). NPO Mashinostroyenie, based at Reutov just west of Moscow, has designed and produced most of the Russian Navy's submarine-launched cruise missiles as well as satellites and other space systems, and has previously conducted extensive research into hypersonic weapons technology, including making a prototype hypersonic air-launched missile called GELA. NPO Mashinostroyenie is also the Russian partner in the BrahMos joint venture with India to develop the BrahMos supersonic cruise missile, based on the Russian 3M55 Oniks. Russia's Putin calls for Stalin-style "leap forward".(Yahoo).NOVO-OGARYOVO, Russia (Reuters) - Russia needs a "leap forward" to rejuvenate its sprawling defense industry, President Vladimir Putin said on Friday, harkening back to the ambitious industrialization carried out by Soviet dictator Josef Stalin in the run-up to World War Two. "We should carry out the same powerful, all-embracing leap forward in modernization of the defense industry as the one carried out in the 1930s," Putin told his Security Council, without mentioning Stalin by name.
Stalin, who ruled the Soviet empire with an iron fist for 27 years, is blamed for the death of about six million people but also is praised by many Russians for winning the war and industrializing the country. Putin made renewed industrialization a priority during his third term in the Kremlin which started in May amid the largest protests of his 12-year rule. He conceded that the defense industry, once the heart of the Soviet economy, was in tatters. "Unfortunately, many of our enterprises are technologically stuck in the previous century," Putin said, complaining about poor discipline at plants working on state defense orders.
In the 1930s Soviet leaders transformed a rural country devastated by civil war into an industrial superpower, using terror and executions to impose strict discipline at new plants built across the vast country.
Putin's top defense industry official Dmitry Rogozin posted on his Facebook page a copy of a 1940 letter from Stalin to gun factory managers and accompanied it with a sarcastic warning: "Such methods of improving discipline also exist". 
Stalin's letter to the managers said: "I give you two or three days to launch mass production of machinegun cartridges... If production does not start on time, the government will take over control of the plant and shoot all the rascals there." "Of course, it was a joke," Rozogin told reporters regarding his posting but added that failures would not be tolerated.
"Our satellites are falling, our ships are sinking, we had seven space failures in the last 18 months but not a single plant felt the consequences," he said after the council session. "The culprits should come on stage. The country should know them."
