Kerry on Iran: Diplomatic window cracking open.

Kerry on Iran: Diplomatic window cracking open.(Taz).

U.S. Secretary of State John Kerry says the window for diplomacy with Iran over its nuclear program is "cracking open," but that "no deal is better than a bad deal, ABC News reported.
Kerry made the comments in a speech Sunday via satellite from London to a foreign policy conference in California by the American Israel Public Affairs Committee, the most powerful pro-Israel lobbying organization in the United States.
The State Department released excerpts of Kerry's prepared remarks.
Earlier Sunday, Kerry and European Union's foreign policy chief, Catherine Ashton, held talks on Iran, Syria, Egypt, the Mideast peace process and other matters.
The focus on Iran's number program comes before the start of negotiations between the Islamic Republic and the five permanent U.N. Security Council members and Germany that are set for Tuesday and Wednesday in Geneva.
"Right now, the window for diplomacy is cracking open. But I want you to know that our eyes are open, too," Kerry said in his remarks to AIPAC.
"While we seek a peaceful resolution to Iran's nuclear program, words must be matched with actions. In any engagement with Iran, we are mindful of Israel's security needs. We are mindful of the need for certainty, transparency, and accountability in the process. And I believe firmly that no deal is better than a bad deal," according to the excerpts of Kerry's speech.

International penalties over Iran's nuclear program have damaged Iran's economy, and Iran wants to ease them in exchange for some concessions. The West contends Iran is trying to make a nuclear weapon. Tehran says its program is for peaceful purposes.
Kerry and Ashton also discussed efforts to organize an international peace conference aimed at achieving a political transition in war-torn Syria.
The State Department said Kerry's session with Ashton was "very productive."

Don't be Fooled! Iran wants the bomb — and sanctions relief.

Don't be Fooled! Iran wants the bomb — and sanctions relief. (NCRI)By Reuel Marc Gerecht and Mark Dubowitz*

Iranian President Hassan Rouhani is lying when he says the Islamic Republic has never had any intention of building an atomic weapon. Defecting Iranian nuclear engineers told U.S. officials in the late 1980s that the mullahs’ program, then hidden, was designed exclusively for such arms.

Everything Western intelligence services have tracked since then matches those early revelations.

U.S. participation in the upcoming negotiations doesn’t appear to be premised on an expectation of Iranian veracity.
If it were, President Obama wouldn’t send his secretary of state until Tehran had come clean about its past deceits. The exemplary behavior of South Africa’s often-mendacious apartheid government when it decided to go non-nuclear — total transparency about the militarization of its atomic program — isn’t expected from Iran.

The clerical regime has already dropped the bar through its “facts on the ground” intransigence: more than 19,000 centrifuges built and a heavy-water plant nearing completion. Washington doesn’t want to go to war again in the Middle East, and the Iranians know it.

The administration and Congress are gambling that sanctions will be enough to overcome the regime’s chronic dishonesty. Economic pain will be so intense, the theory holds, that eventually Tehran will play by Western rules.

In other words, supreme leader Ayatollah Ali Khamenei, the Revolutionary Guards and Rouhani — who had a not-insignificant role in developing Iran’s nuclear program in the 1990s — would be willing to admit that “evil incarnate” (Khamenei’s update to the “Great Satan”), against which the Islamic Republic’s very identity has been built, has defeated their nuclear aspirations.

Every country has an economic breaking point. But achieving that moment in the Islamic Republic will be extraordinarily difficult because such compromise is tantamount to spiritual suicide.

U.S. foreign policy elites play down or ignore God’s role in foreign affairs since the divine has no part in the U.S. worldview. In Western media, Rouhani is a “pragmatist,” as was his mentor Ali Akbar Hashemi Rafsanjani, the former major-domo of the political clergy; and as was Khamenei before he backed the election of populist firebrand Mahmoud Ahmadinejad as president in 2005. All of these men have been critical to Iran’s nuclear-weapons program. All, even Ahmadinejad, have been politically pragmatic. This doesn’t make them less religious, less anti-American or averse to viewing terrorism as both statecraft and soulcraft.

Iranian leaders probably are entering these negotiations for one reason: to test Barack Obama’s mettle. They want to see whether Tehran can have the bomb and sanctions relief.

The strategy for doing so isn’t complicated. The regime could suspend work at the Arak heavy-water facility, the regime’s plutonium path to a bomb, and stop enriching uranium to 20 percent, the big step in processing it to weapons-grade.

But without a verifiable end to centrifuge production, the regime could continue to manufacture centrifuges, shrinking the time required to convert unprocessed uranium to bomb-grade stock. With enough advanced centrifuges, a 20 percent stockpile becomes operationally much less relevant given the increased speed of processing.

The only real compromise Khamenei would be making here is with the nuclear calendar. More time would be needed to develop a rapid, undetectable “breakout” capacity, which nuclear expert David Albright has estimated will happen by mid-2014.

If the regime could trade heavy-water processing and uranium enriched to 20 percent in return for weakening of the interbank transfer sanctions, regaining the right to trade in gold or loosened restrictions on using euros, then it could easily gain $20 billion — a big sum for a regime that has only $20 billion in fully accessible hard currency. Tehran still has about $50 billion of locked-up cash that can be used for barter trade in a handful of countries. Given Iran’s currency reserves, even without a lessening of economic pressure, nuclear physics is still outpacing sanctions and diplomacy.

Obama has been clear that he isn’t going to war to stop low-grade enrichment, so Tehran needs to figure out whether the president has any “red line” on 3.5 percent enrichment. If Khamenei had to export most of Iran’s stockpile enriched to that amount, a nuclear weapon would be significantly delayed — provided centrifuge production was curtailed and the number of machines spinning reduced.

Khamenei can’t allow the West to stop centrifuge manufacturing. He cannot allow Washington to know where all of the centrifuges are being built or how the regime has avoided sanctions on “dual-use” imports. Such knowledge could massively delay or even end the weapons program, either through a preemptive strike or better sanctions enforcement.

Nor can Iran’s supreme leader implement any additional protocol of the Non-Proliferation Treaty that would allow U.N. inspectors to track centrifuge plants, search military bases (where the regime probably hides its most sensitive nuclear-weapons research) or debrief all of Iran’s nuclear scientists.

The administration and Congress would be wise to hit Tehran with more sanctions immediately. The United States shouldn’t be fooled by false divisions within the regime. Abandoning the long quest for atomic weapons would be an extraordinary humiliation for Iran’s ruling class. That isn’t going to happen unless Iran’s supreme leader and his guards know with certainty that the Islamic order is finished if they don’t abandon the bomb.

Update:  Iran will not agree to ship out its stockpile of enriched uranium, one of its main negotiators said Sunday ahead of crunch talks with world powers on its nuclear programme. "We will negotiate about the volume, levels and the methods of enrichment but shipping out the (enriched) material is a red line for Iran," deputy foreign minister Abbas Araqchi said

Iran said to ready ‘three-stage’ nuclear compromise.

TEHRAN, Oct. 12 (Xinhua) -- Iran will put forward a three-stage proposal in the upcoming Geneva nuclear talks with the world powers, semi-official ISNA news agency reported on Saturday.
The proposal package, if agreed upon at the first stage, will automatically commit the other party to "the recognition of the uranium enrichment right on Iran's soil" as the objective of the negotiations, said ISNA without referring to its information source.
The package also encompasses mutual steps in the course of negotiations so that the finality can be reached, said the report.
"The Iranian officials believe that, without any agreement on the first stage, the continuation of the negotiations will be very difficult and probably impossible," according to ISNA.
The P5+1 group, which includes the five permanent members of the United Nations Security Council plus Germany, will resume talks with Iran on its controversial nuclear program in Geneva on Oct. 15-16.
On Friday, Press TV reported that Iran would attend the upcoming nuclear talks in Geneva with new proposals.
Media outlets reported on Wednesday that Iran is preparing a package of proposals to halt production of 20 percent enriched uranium, a key demand of the U.S. and other global powers.
The Wall Street Journal reported that the package includes " limits on the numbers of centrifuges operating, enrichment amounts and the need for verification."
Tehran in return will request that the United States and European Union begin scaling back sanctions, said the report.
On the day, sources close to the Iranian nuclear negotiating team said Iran's Foreign Minister Mohammad-Javad Zarif will be present in the negotiations only if other parties are represented by their foreign ministers, according to Press TV.
In case the meeting is not held at the foreign ministers level, the deputy of Iran's foreign minister for legal and international affairs, Abbas Araqchi, will lead Iran's negotiating team, semi- official Mehr news agency reported on Friday.
On Saturday, senior Iranian lawmaker Esmail Kowsari reiterated Iran's official stance that the right to uranium enrichment inside Iran is non-negotiable in the upcoming nuclear discussions with world powers.
Iran's Majlis (parliament) Speaker Ali Larijani said that the forthcoming negotiations between Iran and six major world powers on the country's nuclear program should aim to build trust in order to yield results, Press TV reported on Saturday.
"The negotiations will lead to positive results if they are aimed at building confidence based on international regulations," Larijani was quoted as saying in Tehran on Friday upon his arrival from a tour to three European countries.
The Iranian speaker expressed hope that the P5+1 group, which includes the five permanent members of the United Nations Security Council plus Germany, would show "seriousness and wisdom" in the upcoming nuclear talks with Iran.
He asked them to abide by international regulations and pursue the negotiations within a "specific framework."
Besides, the Iranian political analyst, Sadeq Zibakalam, said the upcoming nuclear talks between Iran and the P5+1 in Geneva will likely yield "promising results" as the time is ripe for finding a way to resolve Iran's nuclear issue, the official IRNA news agency reported.
Zibakalam, also a professor at the University of Tehran, told IRNA that if the Geneva talks lead to breaking the nuclear stalemate, it would be regarded as a big success for Iran. The US delegation to next week's talks about Iran's nuclear program includes one of the US government's leading sanctions experts, a hint that Washington may be giving greater thought to how it might ease sanctions on Tehran.

Undersecretary of State Wendy Sherman, effectively the State Department's third-ranking diplomat, will lead the US delegation to negotiations between Iran and six major powers in Geneva on Tuesday and Wednesday, the State Department said.

The central issue at the talks, which will involve Britain, China, France, Germany, Russia, the United States and Iran, will be to explore what, if any, steps Iran might take to curb its nuclear program and what, if any, sanctions relief the major powers may offer in return.

Western powers are concerned that Iran is seeking to develop atomic bombs. Iran denies that, saying its nuclear program is solely for peaceful purposes.

The US delegation will include Adam Szubin, the director of the Treasury Department's Office of Foreign Assets Control, or OFAC, and among the US government's foremost experts on sanctions.

Szubin has led OFAC since 2006 and is responsible for administering and enforcing the US government's economic sanctions programs to advance foreign policy and national security objectives.

The US team also includes James Timbie, senior adviser to the undersecretary of state for arms control and international security; Puneet Talwar, senior director for Iran, Iraq and the Gulf States on the White House National Security Staff; and Richard Nephew, principal deputy coordinator for sanctions policy at the State Department, a US official said.

Hmmm.......Obama forewarns Netanyahu that sanctions against Iran will soon be partially lifted

President Barack Obama has notified Prime Minister Binyamin Netanyahu that his administration will soon start the partial and gradual easing of economic sanctions against Iran, debkafile reports exclusively from its Washington and Jerusalem sources. The reduction would apply to “non-significant” yet “substantial” sanctions, the message said.

Netanyahu Is Said to View Iran Deal as a Possible Trap.

Netanyahu Is Said to View Iran Deal as a Possible Trap.(NYT).

Israeli Prime Minister Bibi Netanyahu, stepping up his effort to blunt a diplomatic offensive by Iran, plans to warn the United Nations next week that a nuclear deal with the Iranian government could be a trap similar to one set by North Korea eight years ago, according to an Israeli official involved in drafting the speech.
In his speech, the official said, Netanyahu plans to review the history of North Korea’s negotiations, with particular emphasis on an active period of diplomacy in 2005, when the North Korean government, in what was then seen as a landmark deal, agreed to abandon its nuclear weapons program in return for economic, security and energy benefits.

A year later, North Korea tested its first nuclear device. Israeli officials warn something similar could happen if the United States were to conclude too hasty a deal with Mr. Rouhani. As Iran is doing today, the North Koreans insisted on a right to a peaceful nuclear energy program.

Israeli officials fear, the highest drama may be Mr. Obama greeting Mr. Rouhani on the sidelines of the General Assembly, something that has not happened for decades and which they worry would leave Israel more isolated in dealing with Iran. Read the full story here.

Israeli Defense minister warns against Iran, as Rouhani heads to New York.

Israeli Defense minister warns against Iran, as Rouhani heads to New York.(JPost).
“The Zionist entity is the main threat in the region which violates the international charters regarding its possession of the weapons of mass destruction and its nuclear and chemical arsenal,” The Iranian President said.
Iranian President Hassan Rouhani will not give up on his country's nuclear aspirations, Defense Minister Moshe Ya’alon warned on Sunday in the midst of an apparent thaw in relations between Washington and Tehran.
Both US President Barack Obama and Rouhani are expected to address the UN General Assembly in New York on Tuesday, leading to speculation of a possible meeting or contact between the two leaders.
A US official has privately acknowledged the administration's desire to engineer a handshake between the two leaders, which would be the highest-level US-Iranian contact since the 1979 Islamic Revolution.
While the US has viewed positively a softening of Tehran’s hardline position, since Rouhani took office this August.
Hours before leaving for New York on Sunday Rouhani said that Tehran was ready for negotiations with Western powers provided they set no pre-conditions. He also said the world needed to accept Iran's right to enrich uranium.
Israel had continually warned the international community not to be fooled by the new Iranian president and has insisted that Tehran not be allowed to produce enriched uranium, a necessary ingredient for nuclear weapons.
“Rouhani was elected with permission from [Iran¹s Supreme Leader Ayatollah Ali] Khamenei. He’s displaying the nicer face of Iran, but he won’t make significant concessions on the nuclear issue. I¹m sure that¹s his objective,” Ya¹alon told 25 Christian lawmakers from around the world at the Mamilla Hotel in Jerusalem.
Ya¹alon referred to the Shia concept of Taqiyya, explaining that it means that “under certain circumstances, Muslims are allowed to cheat,” and that Rouhani “is going to lie.”

The defense minister also referred to Iranians targeting Israeli’s around the world, like in Argentina, Thailand and Bulgaria, warning that “we cannot underestimate [Iran¹s] determination to spread Shia Islam all over the globe, finance terror and undermine moderate Muslims.”

An Israeli official told The Jerusalem Post, “We are skeptical in the extreme. The Iranians are doing this smiling campaign, but there is no meat. Iranian policy has not changed. They continue to work towards having a nuclear weapons capability.”

Iranian President, Hassan Rouhani, on Sunday said that all countries should devote their efforts to stop the war in Syria and stop supporting the armed terrorist groups.

In his speech on the anniversary of the “Sacred Defense Week”, Rouhani reiterated that Iran is against waging wars, asserting that “we can’t get rid of a war by igniting another.”

He stressed the necessity of the Syrian opposition to have a dialogue with the Syrian government.
He pointed out that Iran and its armed forces are a factor for realizing peace in the region.
“The Zionist entity is the main threat in the region which violates the international charters regarding its possession of the weapons of mass destruction and its nuclear and chemical arsenal,” The Iranian President said.
He expressed Iran’s readiness to hold talks with the Western countries without preconditions and talks should be based on “mutual respect.”
Earlier, the Iranian President urged, in an article published by the American The Washington Post Newspaper on the sidelines of attending the annual meeting of the UN General Assembly, the international community to constructively work for launching a national dialogue in Syria.

He expressed his country’s readiness to help facilitate dialogue between the Syrian government and the opposition, affirming the need for the people of the region to determine their fate by themselves.Hmmm.....about as moderate as Ahmadinejad i would say.

President Rouhani:Iran Ready for Talks with West without Preconditions, but will not renounce it's right to enrich uranium.

President Rouhani:Iran Ready for Talks with West without Preconditions, but will not renounce it's right to enrich uranium.(Fars).

Iranian President Hassan Rouhani stressed Tehran's preparedness to sit to the negotiating table with the western states, including the US, but meantime, said such talks should be held based on mutual respect and without any preconditions.
"We are ready (for talks with the West) provided that no preconditions are there for negotiations and we will negotiate with the West only on an equal footing and based on mutual respect," Rouhani said addressing the Iranian Armed Forces during the annual military parades in Southern Tehran on Sunday.
"In these negotiations, all the Iranian nation's rights, including the nuclear rights and the right of enrichment on Iran's territory, should be accepted within the framework of the international rules and regulations," he added.
He stressed that if the opposite party acknowledges Tehran's rights, the Iranian nation will respond to them with cooperation and "in such a case we will be able to settle the regional and international problems".
In relevant remarks on Tuesday, Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei said that he has long held belief in “heroic flexibility” in domestic and foreign policy, but he also cautioned that the tactic which is very necessary on some occasions should only be practiced after one gathers deep insight about the nature of his/her rivals and their goals.
The Supreme Leader underlined his support for correct and logical moves on the scenes of foreign and domestic policy.
“I agree with the issue that I called some years ago as heroic flexibility since this move is highly good and necessary on certain occasions, but with commitment to one main condition,” Ayatollah Khamenei said, addressing high-ranking commanders and veterans of the Islamic Revolution Guards Corps (IRGC) in Tehran.
He described apprehending the opposite side's nature and gathering a correct understanding of his goal-setting as the main condition for using the heroic flexibility tactic, and said, "A technical wrestler also shows flexibility for technical reasons sometimes, but he would never forget who his rival is and what his main goal is."(WINNING!)
Ayatollah Khamenei underlined the necessity of complete loyalty to Islam and revolution values, saying whoever is more loyal to the main message of the Islamic Revolution and can analyze the enemies' plots and behavior within the framework of the hegemonic system's challenge with the Islamic Revolution will be further exposed to the arrogant powers' fury and wrath.

"SILEX": Iran's Undetectable Nuclear Enrichment Technology?

"SILEX": Iran's Undetectable Nuclear Enrichment Technology?(GI).By David P. Goldman.German nuclear weapons expert Hans Rühle warned in the daily Die Welt May 21 that Iran can enrich uranium using laser technology that is much harder to detect than centrifuges. Rühle headed the German Defense Ministry's policy planning staff during the 1980s. In a widely-discussed commentary last February 17, he argued that Israel has the capacity to cripple Iran's nuclear weapons program. He also presented evidence in Die Welt that Iran may have tested a nuclear weapon in North Korea.
"Iranian President Mahmoud Ahmadihejad announced in 2010 the 'good nuclear news' that Iran then possessed laser technology for uranium enrichment. Iran would not use this technology immediately, Ahmadinejad insisted, but his extremely positive characterization of the new technological option casts strong doubt on Iran's intentions and suggests that Iran's voluntary restraint on enrichment is an attempt at diversion," Rühle wrote in his May 21 analysis.
"Laser enrichment is the silver bullet in this field," Rühle continues. "By the estimate of Australia's leading expert, laser enrichment is sixteen times more efficient than earlier enrichment technologies. This begs the question of why this sensational enrichment procedure was not put into effect earlier. The answer is that laser enrichment was long considered to be the technology of the future, too expensive and complicated for practical application."
As an alternative to mechanical separation of fissile uranium-235 through centrifuges, laser separation has been used experimentally since the 1960s, without bringing the new technique into industrial application. But the major nuclear powers had little incentive to invest in a new technology, Rühle argues, because their centrifuge installations could enrich uranium at comparatively low cost. All that changed in 2006, Rühle adds, when an Australian laser enrichment technology, the "SILEX" method, began official tests. A billion-dollar laser enrichment facility is planned in the United States, large enough to provide enough fuel for 60 large reactors filling the energy needs of 60 million households. The facility could also produce enough highly-enriched uranium for 1,000 warheads per year.
Iran may have acquired laser enrichment technology from Russia, Rühle argues, starting with support for Iran's nuclear weapons program under agreements dating back to the Yeltsin administration. "It was no great surprise," Rühle argues, "that in the spring of 2000, America's spy services discovered a pilot program for laser enrichment between Iran and the D.V.-Efremov Institute in St. Petersburg. American diplomats at the time demanded that Russia cease this activity, on the stated grounds that "there can be no doubt that this installation can and will be turned to military nuclear applications in no time at all."Ahmadinejad's boast that Iran possesses laser enrichment technology has a factual background, Rühle concludes. During the past year, the Vienna-based International Atomic Energy Agency has demanded on several occasions that Iran explain its laser enrichment program, with no response from the Iranian side.
If Iran has acquired this technology, it can enrich uranium far more cheaply and quickly, in inconspicuous facilities that are far harder to detect than centrifuge installations, Rühle warns. Laser enrichment requires a quarter of the physical space and much less energy than centrifuges. "For the international community's negotiations with Iran, this implies that what must be demanded is the complete opening of the country to appropriate inspection. Anything else would be too little—much too little."Rühle concludes. "Laser uranium enrichment is so attractive that it will be implemented—and Iran could become the test case."Hmmm......"Time is on my side".Read the full story here.
