'From Berlin with love' - Germany's Federal Security Council has approved the export of a fifth submarine to Israel. (SP).

It's the penultimate submarine promised to Israel by German Chancellor Angela Merkel and will be handed over by the company Thyssen Krupp.

Süddeutsche Zeitung newspaper revealed the approval, citing the Federal Security Council's report to the parliamentary Economics Committee.

Germany's Howaldtswerke-Deutsche Werft (HDW) builds the new Air Independent Propulsion Dolphins and the decision to sell them has been criticized for two reasons. One, in that German taxpayers are shouldering a third of the cost.

Secondly, the vessels are reportedly capable of being equipped with nuclear weapons.

Peter Roberts is an expert in sea power and naval weapons systems at the Royal United Services Institute in London and told Sputnik News that Israel will want to produce and develop nuclear capability on the new submarines.

"That's the long term aspiration", says Roberts. "But does it have it right now? No.

"These are new batch of submarines that Israel is receiving which have a markedly increased capability on what they'd had previously in terms of range, covertness and ability to reach different parts of the world then they had previously been able to do."

Roberts adds that the submarines have the capability to become nuclear armed, "but probably not right now." "Several hurdles have to be overcome before it can be armed with a nuclear warhead."

He explains that the key to being able to arm the submarines with nuclear weapons is down to the delivery mechanism.

"The Israelis rely on the fact they could fire the Popeye submarine missile — a system that the Americans successfully launched in 2002. But traditionally the Israelis only keep the Harpoon anti-ship missile."

"These are the first submarines that will be able to fire this missile, the size of the torpedo tubes allow it to be fired, they have a bigger tubes for bigger missiles.

A recent report titled 'German Submarines — Capabilities and Potential', written by Captain Raimund Wallner, and published by the Royal United Services Institute in London, says:

"To sum up, one may say that due to their characteristics of compactness, covertness, sustainability and high combat power, submarines made in Germany are already able to meet the majority of the demands which today's and future scenarios pose to underwater platforms. In a commemoration aboard Israel’s 4th and newest submarine, the INS Tanin (”crocodile,” or “alligator”), the IDF on Sunday held a wreath-laying ceremony at the site where 69 soldiers of INS Dakar went down with the ship, in the Mediterranean Sea some 270 miles off the Israeli coast in 1968, the Israeli army said.
We will guard, protect, and act in any enemy coast, and fight bravely for the navy and the state of Israel,” Adm. Ram Rothberg, said at the event, The Jerusalem Post noted.

Referring to the prowess of the new Dolphin-class craft, IDF Chief of Staff Lt.-Gen. Benny Gantz said that, “Without a doubt, this power, operationally and strategically, is very important for Israel, the IDF and the navy.”

The INS Tanin is the most expensive weapon currently in IDF service, at a cost of over $513 million dollars, and is considered one of the most sophisticated submarines in the world.

More than four decades passed since INS Dakar’s last voyage… Although the threats have changed, and today you have the most modern equipment, the most advanced technologies, and the most quality means, the mission remains the same mission that the INS Dakar personnel were sent on, and the responsibility is the same. To protect the Israeli coast, sea waters, and working with all of the IDF’s branches to achieve the relevant goals,” Gantz said.

In addition to the IDF’s top brass, three survivors of the Dakar were aboard: Abraham Szabo, Israel Rosen and Abraham Carmel.

The three, who were supposed to have boarded the submarine, at the last minute received orders to remain dockside and wait a few days before another ship was scheduled to arrive in Israel, according to Israel’s NRG News.

According to the Defense Industry Daily, the diesel-electric attack submarine will be outfitted with its Israeli systems after arrival at a specially-made, secretive dock in Haifa.

The sub is reportedly designed for a crew of 35 and can support 10 passengers. It is said to have a maximum speed of 20 knots, and a maximum range of 2,700 miles (4,500 km).

The craft can fire torpedoes and missiles, perform underwater surveillance, and launch combat swimmers out of wet and dry compartments.

According to Janes, the Dolphin-class subs are reportedly nuclear-armed, possibly with Israel’s Popeye Tubo cruise missile.

The official festive welcoming ceremony is set for Tuesday in Haifa.

The next craft in the fleet, the INS Rahav is scheduled to arrive in Israel during 2015, with a sixth projected to arrive in 2019.

Severodvinsk is the lead of the Yasen-class submarines, which are to become the backbone of the Russian Navy’s conventional submarine force. It was laid down back in 1993, but budgetary restrictions stemming from the post-Soviet transition caused a long delay in its construction. K-560 was launched in 2010 and had been undergoing sea trials since September 2011.
The flag raising ceremony of the Russian Navy on K-560 took place on Tuesday in Severodvinsk, the city after which the submarine was named. It is to move to its new base in the Northern Fleet by year’s end and will remain in service for at least 30 years, Navy Commander Admiral Victor Chirkov told the crew of the submarine.

Yasen-class submarines are the successors to older Russian attack submarines like the Akula-class, on which it is based, and a counterpart to US nuclear-powered Seawulf and Virginia class submarines.

One of the most interesting features of the design is a large spherical sonar system, which occupies its entire bow. This required that torpedo tubes were slanted and placed behind the main control compartment.

In addition to 533mm torpedoes, Yasen-class submarines can fire cruise missiles from its eight vertical launching systems. They can carry Onyx and Kalibr supersonic anti-ship missiles or land attack cruise missiles.
Severodvinsk is 120 meter long, has a submerged displacement of 13,800 tons and can travel up to 30 knots (56 kmh) while submerged. It is manned by a crew of about 90, including 32 officers, demonstrating the highly-automated level of its functions.

Russia is currently building two additional Yasen-class submarines, with a third one scheduled to be laid down next month and three more contracted for 2015. The Navy says additional acquisitions are planned.
“We will build as many as we need to defend our motherland,” Admiral Chirkov said.
All future Yasen-class submarines will boast an advanced variation of the design, with a slightly modified hull profile and modernized equipment.

Design works for the future successor to Yasen class are underway, the Navy commander stressed at the ceremony.

The task force has successfully passed through the Suez Channel and entered the Mediterranean. It is the first time in decades that Pacific Fleet warships enter this region,” the Pacific Fleet spokesman, Capt. First Rank Roman Martov told RIA.
The vessels are now heading to Cyprus and will make a port call in the city of Limassol, he added. 
The group includes destroyer “Admiral Panteleyev,” two amphibious warfare ships “Peresvet” and “Admiral Nevelskoi,” as well as a tanker and a tugboat. 
The ships left the Far-Eastern port city of Vladivostok on March 19 to join Russia’s Mediterranean task force, which currently consists of vessels from Northern, Baltic, and the Black Sea Fleets, including a large anti-submarine ship, a frigate and a Ropucha-II Class landing ship.

Russian Navy Commander Adm. Viktor Chirkov on Sunday announced plans for the Mediterranean task force and said that it may “possibly” be enlarged to include nuclear submarines. “Overall, already from this year, we plan to have 5-6 warships and support vessels [in the Mediterranean Sea], which will be replaced on a rotating basis from each of the fleets – the Black Sea, Baltic, Northern and, in some cases, even the Pacific Fleet.

Depending on the scope of assignments and their complexity, the number of warships in the task force may be increased,” Chirkov said, as quoted by RIA. Russian submarines may be deployed in the region “in perspective,” the Navy Commander said, reminding that both nuclear and diesel submarines were present in the Soviet Union’s 5th Mediterranean Squadron. “Everything will depend on the situation,” Chirkov said, also leaving the door open for missions in the Atlantic and Indian Oceans.

The task force will be “comprehensively trained” to meet situations that may arise in these regions too, he said. The Russian Defense Ministry announced setting up a naval task force in the Mediterranean in April, while the country’s Defense Minister Sergey Shoigu has said a permanent naval task force was needed to defend Russia’s interests in the region.

The permanent fleet’s headquarters will be set up in the summer of 2013, although their actual location is yet to be announced.

The Mediterranean has recently become a hotspot of military muscle flexing as global powers seemingly vie for influence.
NATO has been staging major naval war games involving several countries, last October holding an exercise code-named Noble Mariner 12. Russia held its largest naval exercises in the region this January, with drills spanning both the Black and Mediterranean Seas. The media quickly linked both the NATO and Russian war games to the situation in Syria.

Another recent naval display, seen as provocative by Israel, was the deployment of the Iranian Navy’s 24th fleet to patrol the Mediterranean and convey a “message of peace.” Since then, Israel has acquired its fifth Dolphin-class submarine allegedly capable of launching cruise missiles with nuclear warheads.

China has also been increasing its involvement in the area, with the country’s warships sailing through the Suez Canal, and several key ports of the region becoming partially China-owned.

Major naval groups serving in the Mediterranean Sea include NATO’s Standing Maritime Group 2, French Naval Action Force, and the US Navy 6th Fleet. The only Russian naval installation in the region has for decades been the maintenance facility in the Syrian city of Tartus.Hmmmm.....I think this could pass as an 'answer' to pres Obama's letter to Pres Putin.Read the full story here.

First Borey Class Nuclear Sub to Join Russian Navy on Sunday.(RN).ST. PETERSBURG, December 30  – Russia’s first Borey class ballistic missile nuclear submarine, the Yury Dolgoruky, will be officially put into service with the Russian Navy on Sunday, the designer of the sub said.
The hoisting of the flag and the signing of the acceptance act will be held at the Sevmash shipyard in Severodvinsk on Sunday, December 30,” the Rubin design bureau said in a statement on Saturday.
On the same day, the Sevmash will float out a third Borey class submarine, the Vladimir Monomakh.
A second Borey class vessel, the Alexander Nevsky, is undergoing sea trials and could join Russia’s Pacific Fleet in 2014.
The Borey class submarines are expected to form the core of Russia's strategic submarine fleet, replacing the aging Project 941 (NATO Typhoon class) and Project 667 class (Delta-3 and Delta-4) boats. Russia is planning to build eight Borey and Borey-A class subs by 2020.
A Borey class strategic submarine is 170 meters (580 feet) long, has a hull diameter of 13 meters (42 feet), a crew of 107, including 55 officers, a maximum depth of 450 meters (about 1,500 feet) and a submerged speed of about 29 knots. All the Borey class strategic submarines will carry up to 16 Bulava ballistic missiles with multiple warheads.Read the full story here.More here.

Tehran Declares Intent To Enrich Uranium To 90% For Military Purposes – Nuclear Submarines.(Memri).

Introduction
In recent months, Iranian regime spokesmen have conducted a campaign of statements regarding Iran's intent to enrich uranium for use in nuclear-fueled ships and submarines – the latter a patently military use of nuclear power. Regime officials, regime dailies, and websites close to the regime issued no fewer than 12 such statements, in which they declared Iran's intent to enrich uranium for nuclear fuel to power both surface sea craft and submarines. It should be noted that while nuclear fuel for surface craft entails uranium enrichment of 50-60%, nuclear-powered submarines require enrichment of 90%, which is the same level needed for the production of a nuclear bomb.
From its inception, this campaign of statements was meant as a counterargument to heightened Western sanctions. The regime said that in the face of sanctions restricting its use of oil, Tehran had no choice but to develop an alternative source of energy to fuel commercial transport, in order to maintain its ties with the world.[1] However, in what would seem a strategic error, regime spokesmen in their statements conflated nuclear fuel for surface vessels for use in trade, with nuclear fuel for submarines which are categorically designated for military use, not civilian use.
For this reason, after realizing that these statements had exposed Tehran's intentions to attain the 90% enrichment needed for a nuclear bomb, the Iranian regime has over the past month issued no further declarations regarding nuclear submarines. Moreover, several regime spokesmen backed down from the declarations, stating that Iran has no need at this stage for uranium enriched beyond 20%, and that the country is nonetheless capable of higher enrichment.
The following report will review these statements and the attempts to back down from them:
Statements Declaring Iran's Intent To Enrich High Grade Uranium For Nuclear Powered Sea Craft
For Ships (Commercial Use, i.e. 50-60% Enrichment):

1. Majlis members prepared a draft bill requiring the government to design nuclear-powered merchant ships and provide them with nuclear fuel.[2]
2. Majlis member Allahoradi Dehqani explained, "The government must enrich uranium to the level needed to provide fuel for these ships, since we cannot end our trade relations with other countries due to Western sanctions. Because of sanctions leveled by Western countries against Iran, which include a ban on providing fuel to Iranian vessels, Iran will replace fossil fuel with nuclear fuel in order to bypass the need to refuel during long voyages."[3]
3. Another Majlis member involved in the initiative, Abolghasem Jarareh, said, "This [nuclear] fuel will undoubtedly [be enriched to a level] higher than 25%- to about 50-60%."[4]
4. In an analysis published July 16, 2012, the website Mashreg News, which is close to security circles in Iran, claimed, "Iran's nuclear industry will have to increase nuclear enrichment to the average level of new marine reactors, in the range of 50-60%. Considering the new sanctions and pretexts meant to prevent the transfer of fuel to Iran's oil tankers, this move could be a substantial step that will bring about the neutralization, uprooting, and bypassing of the sanctions..."[5]
5. The head of the Policy-Making Council of Iran's Friday Prayer Leaders, Hojjatoleslam Seyed Reza Taghavi, warned that Tehran would enrich uranium to 56% if the pressure on it continued.[6]

For Submarines (Military Use, i.e. 90%):

6. Iranian Navy Deputy Commander for Technical Affairs Rear Adm. Abbas Zamini declared, on June 12, 2012, that Iran had taken preliminary steps toward the construction of super-heavy nuclear-fueled submarines: "Right now, we are at the initial phases of manufacturing atomic submarines."[7]
7. Amir Mousavi, a former advisor to the defense minister, said that Iran has the necessary knowhow to enrich uranium to the 50-60% level needed to fuel nuclear ships and submarines, but added that it was prepared to discuss Western demands if the West recognized its right to develop civilian nuclear technology.[8]
8. The Iranian website Fa.irannuc.ir, which is close to Iran's team of nuclear negotiators, claimed, "Producing [nuclear] fuel for submarines and ships entails raising the level of enrichment beyond 20%. However, it is extremely important to note that this is an entirely civilian move, as, according to the NPT, Iran has the right to enrich [uranium] to any level it wishes, for civilian use. This [comes as] a direct response to Europe and the U.S.'s recent sanctions against Iran..."[9]
9. The daily Etemad explained that the move would serve Iran in future nuclear talks: "According to several Western commentators, the issue of producing nuclear fuel for submarines will enable Iran to pave the proper way for nuclear progress, as it will [entail] enriching uranium to a grade higher than 20%. Under these conditions, Iran will benefit from a greater potential for progress in future talks with the 5+1."[10]
10. The website Yjc.ir, which is close to Iran's Islamic Revolutionary Guard Corps (IRGC), claimed that "according to authoritative reports published by scientific sources, producing fuel for nuclear submarines or ships necessitates uranium enrichment to a level of 90%, but technical experts in Tehran say that not all nuclear submarines require [fuel] enriched to 90%, and that fuel [enriched] to 52-57% will be sufficient."[11]
11. A September 5, 2012 article by international affairs expert Mirza Reza Leilani discussed several scenarios entailing "Iranian opportunities and threats as part of a coalition with China and Russia." Among them, Leilani raised an optimistic scenario in which Iran would force Europe to recognize it as a nuclear state: "According to this scenario, Iran will emphasize its nuclear capabilities to enrich uranium to 60% for medical nuclear reactors, and to enrich uranium to 90% for nuclear submarines. The Fordow [uranium enrichment] facility will be completed, there will be chaos in the Strait of Hormuz that will raise oil prices, and this, in turn, will pressure Washington and harm the world economies. It will cause Europe to officially recognize a nuclear Iran..."[12]
12. The daily Vatan-e Emrooz, which is close to the government of Iranian President Mahmoud Ahmadinejad, claimed that "the new wave of oil sanctions on Iran by [the countries] of the West has once again placed Iran on the path of acquiring preferable technology, [this time] by producing ships and oil tankers [powered] by nuclear fuel; and Iran is [only a few] steps away from this astounding achievement. While European countries have followed the U.S.'s unilateral sanctions against Iran and instated an oil boycott, Iran never considered relinquishing the nuclear path, but rather planned to continue on this path and achieve nuclear fuel [enriched to a level] above 53% and up to 90% for intercontinental ships... The 5+1, which until now were unwilling to submit to Iran's undeniable right to enrich uranium [to a level of] 20%, will now be forced to watch Iran achieve fuel enriched to a level needed for nuclear-powered oil tankers."[13]

Regime Officials Back Down: Iran Currently Has No Need For Enrichment Beyond 20%
In an apparent belated realization that the statements regarding nuclear submarines and 90% had incriminated Iran in intending to enrich uranium for military purposes beginning in early August 2012, Iranian media and regime mouthpieces are now refraining from mentioning the demand or the ability to enrich uranium to a level beyond 20%. Furthermore, since late July 2012, regime officials have stressed that Tehran does not at this stage require enrichment beyond 20%.
On September 19, 2012, Atomic Energy Organization of Iran (AEOI) director Fereydoon Abbasi stated, following a meeting with IAEA chief Yukiya Amano at a gathering of the IAEA Board of Governors: "Iran has no intention of enriching uranium beyond 20%."[14]
Majlis speaker Ali Larijani was interviewed by the Financial Times on September 22, 2012. Asked about Iran's decision to build nuclear submarines, which require enriched uranium beyond 20%, he said: "If the IAEA allows us to have some products for peaceful technology and under its supervision, then we can do it. But for now, we do not need it. If the IAEA had met its obligations and had provided the Tehran nuclear reactor with fuel plates, we would not have produced [even] 20% enriched uranium..."[15]
