Iliass Khayari is a 25 year old Muslim born in Brussels. In December 2012, he left for Syria, apparently sent by Jean-Louis Denis. Khayari stayed only half a year in Syria. He returned to Belgium in June 2013 after being hit by a bullet, causing him a pneumothorax and a fractured upper arm.

But his stay in Syria was long enough to commit a cruelty there. In a phone call to a friend at home, which was tapped by the police, he told on the 3rd of May 2013 how he had beheaded a man. “I swear I did”, he said, according to a transcript obtained by the Belgian newspaper ‘Het Laatste Nieuws’. “We ripped his head off!” When asked which crime the victim had committed to deserve a treatment like that, Khayari responded: “He was a taghut, my friend. An enemy of Allah.”

At last week’s terrorism trial in Brussels, the man who has admitted a beheading in Syria was sentenced to five years in jail. But the judge didn’t listen to the plea of the public prosecutor to arrest him on the spot. So the man could freely walk out.Read the full story here.

In a BBC Arabic interview, Salah Echallaoui, head of the Muslim Executive in Belgium, said: "We must not allow preachers and religious instructors to be brought from countries that spread the ideology of religious extremism," adding that "Belgium cannot continue to accept people who call for religious extremism and for the exclusion of others." The interview aired on April 23, 2016.


Following are excerpts

Interviewer: There are 40 Jihadists out of every million people in Belgium, which is the No. 1 European exporter of Jihadists to Syria and Iraq.

Salah Echallaoui: Perhaps this is due to the religious liberties that exist in Belgium, and the lack of determination in dealing with the extremist ideological movements...

Interviewer: Are you calling for increased restrictions on religious liberties in Belgium, or what?

Interviewer: No, but the extremist religious ideology, which rejects pluralism, shared European values, and coexistence, must not exist in our country. For example, we must not allow preachers and religious instructors to be brought from countries that spread the ideology of religious extremism. Belgium cannot continue to accept people who call for religious extremism and for the exclusion of others. This is the responsibility of the political circles.

As Muslims, we must reinforce the moderate religious ideology, and the religious institutions that operate in the framework of coexistence, and of shared values. In addition, sister, the international problems must be dealt with, because they serve as a reason for religious extremism worldwide. There are problems and conflicts in the Middle East, and if they are not resolved - and this is the responsibility of the international community - this region will forever sow and export this ideology, the evil of which will reach Europe and elsewhere.

Interviewer: The people living in the Molenbeek neighborhood have specific complaints. They accuse you, as well as the government, of not caring about them, and not listening to their complaints. But they have one complaint that is directed explicitly at you. They say that you cooperate with the government and inform on them.

Salah Echallaoui: This is not true. It is not our role, as the Muslim Executive in Belgium, to act like the police or a security agency.
It is not our job to inform on the Muslims or on anyone else. These accusations are false, and we reject them. Our organization has a religious role, which it has played for years. The state does not need the Executive organization to inform on [Muslims]. Whoever makes this claim should provide the truth. We refuse to be a tool used for informing on people.

 A special ‘Islamist wing’ has opened in a jail in Ittre, Belgium, according to local newspaper Derniere Heure. Its first prisoner is Khalid Zerkani, nicknamed ‘Santa Claus of jihad’. He was charged with recruiting young Muslims and is now serving 12 years.

Zerkani was transferred to Ittre from another facility in the Brussels commune of Forest, where the Brussels attacker Mohamed Abrini has been incarcerated. Authorities worried the two would make contact in Forest.

So, the transfer was made, with due discretion and high security in place.

However, the Ittre prison administration is now fearful that Zerkani, who has a great deal of influence with jihadists, may attempt to escape.

The ‘Islamist wing’ project was developed by Minister of Justice Koen Geens. It finally came into force on Monday, and was specifically applied to Ittre.

The proposal hasn’t been unanimously welcomed, but after talks between the unions and the justice minister’s office, it was agreed to open the Ittre wing, on condition that it would only house four jihadist prisoners, not 20 as was initially planned. Hmmm....They're going to have to build a lot of new prisons if only four Jihadist a prison is the norm. Read the full story here.

As the Brussels-Capital Region has no house of sentences, the prison of Ittre is a house of penalties intended to accommodate definitively convicted prisoners from the Brussels region.

The proximity of Ittre with the Brussels region maintains the relationships between inmates and their family members whereas before these were convicted serve their sentences in remote institutions in Brussels. All sentences categories are represented in Ittre. Moreover, the prison of Ittre also contributed to decongestion of overcrowded or renovating prisons.

The prison of Ittre applies a cellular system where all inmates take their meals in cell except prisoners put to work in the workshops that take their lunch there in mess rooms provided for this purpose. Solitary confinement of workers held however outweighed by the opportunity to enjoy the whole week of joint activities on section 15:15 to 20:00 (7 sections). Solitary confinement of detainees workers not leave them the ability to access common activities from 18:15 to 20:00.

Each section has a space provided for that purpose, with a table tennis table, a kicker and with a kitchenette. All inmates can rent a television (cable and satellite) and telephone access seven days a week (system managed by computer). All also feature a fridge in their cells. Besides the prison linen and bed sheets, the laundry room is also responsible for washing personal laundry of the inmates who wish. Every prisoner has the opportunity to take a shower every day and go to the playground between half past one ET seven hours a day.

The prison of Ittre has a gym and body building available five days a week. If desired, each prisoner has access to the gym / body three times a week. Each inmate receives five visits to table a week (1h30 per visit) and three out monitoring visits per month.

Purchases that detainees wish to achieve is done through accounting, in partnership with private firms that deliver several times a week ( "generalist" canteen halal canteen canteen pastry, pharmacy, newspapers, stereo ).

The final suspect at large in the Paris terror attacks, Mohamed Abrini, has been arrested, French police officials have confirmed. VRT reported that he is likely the "man in the hat" who was pictured with the Brussels airport bombers.

The 31-year-old was arrested in the Brussels borough of Anderlecht on Friday.

He is believed to be the "man in the hat" pictured with attackers at Brussels airport last month, just before two bomb blasts rocked the premises, VRT cited various sources as saying.

The "man in the hat" left the airport shortly after the blasts and was tracked on CCTV for several miles, into the city center. Investigators released new video footage of him on Thursday, and urged people to look for his discarded coat.

VRT also said that a suspect by the name of Osama Krayem has been arrested in connection with the bombing of Maalbeek metro station in Brussels.

The Belgian federal prosecutor's office has confirmed that several arrests have been made in relation to the Brussels attacks, but provided no further details.

Abrini has been on Europe's most wanted list since being identified on CCTV video in a car with Salah Abdeslam two days before the Paris attacks. Abdeslam is the prime surviving suspect in the attacks. Hmmm.......Still hiding cozy in Brussels. Read the full story here

In the days following terrorist attacks in Brussels, street celebrations broke out in several places in Belgium, the county’s vice prime minister said.

Jan Jambon made the statement about the March 22 bombings, which killed 35 people, on Wednesday during a symposium titled “Terrorism, Israel and International Law” and organized by the Dutch anti-racism and pro-Israel lobby group CIDI, or the Center of Information and Documentation on Israel, in The Hague.

Jambon, a rightist politician, made the remark while acknowledging Belgium has a jihadism problem. One of Europe’s smallest countries, Belgium is the continent’s biggest per capita source of jihadists fighting in Syria and Iraq, CNN reported. In February, Jambon revealed Belgium’s intelligence services have flagged 451 citizens as jihadists.

But, Jambon said, racial profiling of jihadists is ineffective. He also said jihadists hail from various backgrounds, “including doctors, lawyers, and common criminals,” and not only from poor environments. Only one in six jihadists comes from a poor home in Belgium, he said. Jambon urged better pan-European cooperation on terrorism.

It is, to me, highly shocking that after Abdelslam’s arrest, 200 young people of foreign origins hurled spontaneously bottles and stones on our police,” Bourgeois said. “It is regrettable that we saw nothing of these images on national television news.”





VRT, the Flemish public broadcaster, said it did not report about the incident for technical reasons and not out of a desire to silence it.

Messages, feared to be from Isis recruiters, sent on Sunday after video online apparently showed young people celebrating attacks.

Young men in the Molenbeek district of Brussels were sent messages over the weekend calling on them to “make the right choice” and “fight the westerners”.

The texts were sent on Sunday night from a prepaid account that could not be traced or replied to. It followed a video distributed on Facebook, since removed, apparently showing local youths celebrating the attacks in Brussels last week. The death toll from the bombings has risen to 35, Belgium’s health minister said on Monday.


The short SMS message written in French, which the Guardian has seen, says: “My brother, why not fight the westerners? Make the right choice in your life.”

Jamal Ikazban, the local Socialist party MP, told the Guardian that the communications were stoking tensions in the community. “These people are trying to take our youth by storm,” he said.

It is like having a big-time drug dealer outside the school gates. We feel the same. They have to be taken off the streets. They are predators and our youths are the victims.”


For jihadis to be brazen enough to put out propaganda during a police crackdown after the attacks was “cheeky”, Ikazban said. Read the full story here.

Alwaght-Syria has joined the international community in condemning Brussels terrorist attacks in Brussels, saying they are “an inevitable consequence of wrong policies”.

An official source at the Syrian Foreign Ministry voiced Syria’s condemnation and its “condolences and sympathy” with the families of the victims.

Today’s attacks in Brussels and others that previously took place in Paris and elsewhere in the world stress once again that terrorism has no boundaries, the source said, speaking in a statement to SANA.

These attacks, the source added, are “an inevitable consequence of the wrong policies and of tolerance for terrorism to realize certain agendas and attempts to legitimize it through trying to classify as “moderate” terrorist groups that are actually but offshoots of the Takfiri Wahhabi doctrine.”

The source renewed Syria’s call for uniting sincere international efforts to confront terrorism which it has been fighting for five years now.

The blasts prove that Europe is being burnt by the same fire which some regimes have ignited in Syria, the statement said, stressing that terrorism has no borders.

The Belgian attacks show that Islamic State is under pressure but extremely flexible. The effectiveness of their sleeper cell model, combined with excellent propaganda, means that all countries need to be on high alert. And yes, that includes South Africa.

Early on 22 March 2016, co-ordinated explosions rocked the Belgian capital of Brussels: two at Zaventem Airport and another at a metro station in the centre of the city, near European Union buildings. So far, about 34 people have died, and more than 100 have been reported injured. Islamic State (IS) has claimed responsibility for the attacks.

It's tempting to see these attacks as merely a knee-jerk response from the Islamist group to the arrest last week of Salah Abdelslam, one of the November 2015 Paris attackers who had been on the run since then. There's a lot more going on than that, however.

Under interrogation, Abdeslam admitted to Belgian police that he was “ready to do something in Brussels”. After finding many weapons, including heavy weapons, investigators believed that Abdeslam's confession was true and that the Paris attacker was indeed on the verge of undertaking a terrorist operation in Brussels. Furthermore, they found a new network around Abdeslam in Brussels.

This information, revealed a few days prior to the Brussels attacks, evolved from theory to reality as three explosions rocked the Belgian capital. Given Abdeslam's revelations and police reports of a new jihadist cell around him, it is more than likely that the Brussels explosions were undertaken by this new cell centred on Abdeslam. During the week preceding the attacks, the Belgian police managed to arrest and kill some of those jihadists (in operations in Molenbeek and Forest). Tragically, it wasn't enough.

This ability to react with flexibility and ferocity in equal measure is a signature of IS as a terrorist organisation. It has established sleeper cells in foreign cities, which allows the group to activate and execute attacks as deemed necessary by the central leadership. The sophistication and training of these sleeper cells often surpasses the ability of western intelligence to find them or prevent attacks, as evidenced by the twin Brussels blasts.

In the wider picture, the Brussels attacks are not just about Abdelslam's arrest, but also in response to the increased pressure on IS in its strongholds in Syria and Iraq (where it governs significant amounts of territory). The pressure comes primarily from aerial bombing raids, led by Gulf and Western nations, and any nation involved – even tangentially – is an obvious target.
Belgium, as a member of the US-led bombing coalition and origin of a high number of foreign fighters that have joined IS in Syria, was always at an even higher risk.
At the same time, IS hopes to divert attention away from from its struggles on the home front.

But attacks on western cities are not just about retribution or distraction. They are also designed to send a message that IS is present and active in these countries, and maintains the ability to perpetrate violent acts at will – regardless of increased security measures.

More important, they are hoping to divide western communities by inciting a harsh security-led response from governments, and an anti-Muslim backlash. IS can exploit these tensions, both in its highly-developed propaganda material and in its person-to-person recruitment operation. The principle is that in the near to medium-term future, IS will continue with similar attacks: not only in Europe but in Africa too.

There is little to suggest that the various government intelligence agencies trying to prevent more attacks have the penetration necessary to prevent such attacks. This is likely to be coupled with a propaganda campaign depicting a Europe in crisis and Muslims under threat, with the Islamic State's self-declared Caliphate as the only saviour. This may in turn inspire “lone wolf” attacks not directly managed or ordered by IS.

It only takes a handful of individuals to execute attacks, and potential targets such as airports and hotels are not subject to stringent security measures.

So is IS likely to target South Africa? That question misses the point. An IS attack is the worst-case scenario, but the best counterterrorism strategy is always to plan for the worst. Likely or not – and like it or not – South Africa had better get planning.

Police were hunting him as a man seen with suspected suicide bombers at Brussels airport.

Earlier Wednesday, Belgian media said the two men who blew themselves up at Brussels airport on Tuesday were brothers known to the police and Laachraoui, a known Paris attacks suspect.

The suicide bombers were brothers named as Khalid and Brahim El Bakraoui.

The problem with these Islamic conferences is that they never have even one person who is prepared to state the painful truth:
the Quran, the Hadith, the history and biography of our prophet are filled with ideas, commandments, precedents that push our youth to terror, just as they motivated our forefathers to conquer most of the known seventh century world. The concept of conquering strange lands, the rule of Islam through terrible violence is what got Islam out of the Arabian peninsula to conquer the region from Indonesia in the east to Spain and Morocco in the west, and it is this that pushes our young men and women to join jihad and continue subjugation of the rest of the world.
True, there are other factors – political, social and economic – that help promote terror, but the main, basic reason is the ideas and precedents in islam’s holy works, and until real reformers arise and insert significant changes into these writings, instead of holding meaningless conferences like the recent Saudi one, Muslims will continue to hide their heads in the sand, and the world will continue to think that Islam is a religion of peace, because that is what the distinguished speakers at these conferences say. Denial of the real problem will perpetuate the problems derived from it.

We need a Muslim Martin Luther, who will ask the right questions, start an Islamic reformation, one that will quarantine all the notions of subjugation, violence, hatred and repulsion, changing Allah’s religion into something that will bring the cycle of violence and death to an end, giving life to Muslims and others.

Until that reformer is born, the Islamic world will continue shedding its own blood and that of others into the bloody swamp, fire and tears called Islamic state whose methods are exported from the depths of the seventh century to today’s entire world Read the full story here.

 Another suspect with alleged ties to the Paris terror attacks was named Monday by officials who urged the public to assist in the hunt.

Last week's arrest of Salah Abdeslam — suspected plotter and aborted suicide attacker — in Brussels, Belgium, was viewed as a potentially massive intelligence opportunity to glean insight into ISIS.

Abdeslam spent four months on-the-run as authorities across Europe sought his capture — along with a man who went under the alias of Soufiane Kayal and was traveling with him on a fake Belgian identity card.

Belgium's federal prosecutor said Monday that Kayal's real identity had been established as Najim Laachraoui, 24.

Laachraoui's DNA was been found at an address in Brussels raided by police last week, the prosecutor's office added, and appealed for the public's help in tracking the suspect down.

Belgian Prosecutor Frederic Van Leeuw told a press conference Monday that investigators were "far" from completing the puzzle and that it remained to be seen whether Abdeslam would cooperate.

Abdeslam was interrogated twice on Saturday and French officials are seeking his extradition. Read the full story here.

Police found fingerprints of Paris attacks fugitive Salah Abdeslam in a Brussels apartment raided earlier in the week, Belgian prosecutors said on Friday.

"We can confirm that fingerprints of Salah Abdeslam were found in the apartment in (the Brussels district of) Forest," spokesman for federal prosecutors Eric Van Der Sypt told AFP, refusing to add further details.At the moment it is not clear if he was actually there last Tuesday.

Belgium's RTBF television said that it was "more than likely" that Abdeslam was one of two suspects who fled the apartment after the raid, but it was not confirmed by Belgian authorities.

The firefight on Tuesday, in which an Algerian national with suspected ties to Islamic State group was killed, erupted after Belgian and French police searched a property in connection with the November 13 Paris massacres, claimed by IS that killed 130 people.

The officers visited the apartment believing it was rented under the same false identity as a hideout in the southern Belgian city of Charleroi used by the Paris attackers.

Abdeslam, 26, who is believed to have played a key logistical role in the attacks, fled across the border to Belgium hours after the November 13 killings and is now one of the most wanted men in Europe.

Shots have been fired at Brussels police during a search linked to the November 13 terror attacks in Paris, according to the Belgian prosecutor's office. A manhunt is currently underway. The shots took place during an anti-terror raid, a Brussles police official told AP.

Three police officers were slightly injured, though it remains unclear whether the officers were struck by bullets or injured in another way, the official added.

A police spokeswoman earlier stated that one officer had been injured in the raid, which took place in the southern suburb of Forest, Reuters reported.

La Dernière Heure newspaper reported that a Kalashnikov was the gun used in the shooting, and that the shooter is on the loose.

The mayor of the municipality, Marc John Ghyssels, confirmed the shooting to Le Soir newspaper, but said the number of suspects on the run has not yet been determined.

Police have blocked roads in Forest, and a major operation appears to be underway, according to Reuters journalists at the scene.
