Prime Minister Theresa May : "London attacker was British born and had been investigated by MI5 over extremism fears".(Standard).
The attacker who killed three people at Westminster was born in Britain and had previously been investigated by MI5 for violent extremism, Prime Minister Theresa May has revealed.
Mrs May briefed MPs in the Commons on Thursday morning and gave limited details about the man but said security services had not had any warning an attack was imminent.
Whilst the man had been investigated by MI5 several years ago, she described him as “a peripheral figure”.
Speaking to a packed House, Mrs May said: “His identity is known to the police and MI5 and when operational considerations allow, he will be publicly identified.
“The man was British-born and some years ago was investigated by MI5 over concerns into violent extremism.
“He was a peripheral figure. The case is historic.

Toronto police Chief Mark Saunders says he doesn’t want to see ‘Islamophobia nonsense’ in relation to case.
A man accused of stabbing two members of Canada's military at a recruitment centre in Toronto on Monday is facing nine charges in connection with the attack.
Ayanle Hassan Ali, a 27-year-old born in Montreal, appeared in court Tuesday wearing white prison-issued overalls and with his hands cuffed behind his back.
Ali faces:
- Three charges of attempted murder.
- Two charges of aggravated assault.
- Three charges of assault with a weapon.
- One count of carrying a weapon dangerous to the public.
Ali, who was remanded until Friday, will be back in court on March 18.
According to Toronto police Chief Mark Saunders, Ali said, "Allah told me to do this, Allah told me to come here and kill people," during the attack.
Outside court, David Burke, Ali's lawyer, told reporters, "This is a very, very serious incident and no one is going to pretend it's not.
When Saunders was asked if it was a terror attack, he said, "We're certainly looking into it," but cautioned against jumping to any conclusions.
He noted it is too early to say if the accused was radicalized and urged the public against any anti-Islam sentiment in the wake of the attack.
"I don't want this categorizing a large group of people; that will be very unfair and very inaccurate," he said, adding he doesn't want to see any of this "Islamophobia nonsense." former resident of Sweden who was killed in a police anti-terror raid in
Brussels was recruited and radicalized in Stockholm by an extremist
network whose leader has eluded Säpo for over a decade, reports SVT's
investigative programme, Uppdrag granskning.
Mohamed
Belkaid lived in Sweden for almost four years before leaving to join IS
in Syria in 2014. The 35-year-old Algerian is said to have had a
coordinating role in the terrorist attacks in Paris and was reported to
be planning new attacks in Brussels in March when he was shot dead by
Belgium police at an apartment shared with several over jihadists.
A week later, the remainder of the terror group killed over 30 people in Brussels with suicide bombs.
Uppdrag granskning can now reveal that Belkaid became radicalized in Sweden by an Islamic extremist who recruits and helps finance the so-called Islamic State. The security and intelligence service Säpo has known about the man since the 1990s.

The Belgian secret services have compiled a list of suspected terrorists, which included 614 people. Of them, 29 are citizens of Russia, the edition "Knack" reports.
According to it, the number of Russian citizens mostly includes natives of the North-Caucasian republics, who have connections with the terrorist organization "Imarat Kavkaz" banned in Russia by court.
Most of the suspected terrorists included in the list compiled by the coordination center for the analysis of threat (OCAD), are citizens of Belgium, and other 119 people are of foreign nationality.
The number of suspects includes 29 citizens of Russian, 39 of Morocco, 16 of France, 13 – of Algeria, 7 of the Netherlands, 6 of Italy, 3 of Syria, 3 of Tunisia, and 2 of Macedonia.
While speaking of Russian citizens in the list, the OCAD experts have pointed out that they are mainly natives of Chechnya, Dagestan, and Ingushetia, who were members of or supported the terrorist organization "Imarat Kavkaz" banned in Russia by court.
In Belgium, according to the OCAD experts, the suspects may be engaged in propaganda and involved in the financing of militants.
According to the Belgian secret services, 266 people from the list of suspected terrorists are now in Syria or Iraq, and other 114 people have already returned from the zones of combat actions, reports an article published on the website of the edition "Knack" on August 31.

Australia's most wanted ISIS terror recruiter Neil Prakash a.k.a. Abu Khaled , who is of Indian-origin, has been killed in a US military airstrike in Iraq, according to officials.
Melbourne-born Prakash, who was linked to several Australia-based attack plans and calls for lone-wolf attacks against the US, was killed in an airstrike in Mosul on April 29, Attorney-General George Brandis said, citing American inputs.
Brandis said Australian authorities were instrumental in providing US allies with the location of Prakash - the Australian of Fijian-Indian and Cambodian background - in Mosul.
"Australia did cooperate with United States in relation to the identification and location of Prakash," he said. Brandis said Prakash was "the most prominent and dangerous Australian" and had networks in both Melbourne and Sydney. "He was very actively involved in terrorism recruitment."
Prime Minister Malcolm Turnbull called Prakash's death as a "very, very positive development".
"Neil Prakash's death is a very, very positive development in the war against Daesh and the war against terror," Turnbull was quoted as saying, using another acronym for the dreaded Islamic State (ISIS).
US officials also reportedly informed that an Australian woman Shadi Jabar, the sister of the 15-year-old western Sydney boy Farhad Jabar who shot dead police accountant Curtis Cheng in October last year, was also killed in a separate airstrike in Syria.
Prakash was killed in the ISIS stronghold in northern Iraq, while Jabar died seven days earlier in the Syrian city of al Bab along with her husband Abu Saad al-Sudani, AAP news agency said.

Interviewer: Are you calling for increased restrictions on religious liberties in Belgium, or what?
Interviewer: No, but the extremist religious ideology, which rejects pluralism, shared European values, and coexistence, must not exist in our country. For example, we must not allow preachers and religious instructors to be brought from countries that spread the ideology of religious extremism. Belgium cannot continue to accept people who call for religious extremism and for the exclusion of others. This is the responsibility of the political circles.
As Muslims, we must reinforce the moderate religious ideology, and the religious institutions that operate in the framework of coexistence, and of shared values. According to law enforcement sources, the FBI set up a sting to thwart what they described as a terror attack at the Aventura Turnberry Jewish Center, Friday evening. Sources said agents posing as terrorists were able to stop the suspect, who, they said, may have converted to Islam.
Sources told 7News they are concerned about this case because the suspect wanted to take some type of explosive device and chuck it over the wall. Friday was the next-to-last day of Passover, and the center was crowded with people observing the holiday.
Concerned residents said they were disturbed by the arrest. "I think about, before we had a baby, that we used to go there for services, and God forbid, it could have been us," said Stephanie Levine. "Thank God they stopped him, but had they not, it would have been such a horrible thing to happen to this neighborhood."
Sources said the center was never in danger because the suspect was taken into custody before any harm was done.
"Of course it surprised me," said area resident Richard Levinson. "Everybody says, 'I live in a small town. It doesn't happen here,' but the sad part is, it happens everywhere." FBI officials declined to comment on the investigation, but 7News has learned the suspect will appear in federal court early this week. More here.

In the days following terrorist attacks in Brussels, street celebrations broke out in several places in Belgium, the county’s vice prime minister said.
Jan Jambon made the statement about the March 22 bombings, which killed 35 people, on Wednesday during a symposium titled “Terrorism, Israel and International Law” and organized by the Dutch anti-racism and pro-Israel lobby group CIDI, or the Center of Information and Documentation on Israel, in The Hague.
Jambon, a rightist politician, made the remark while acknowledging Belgium has a jihadism problem. One of Europe’s smallest countries, Belgium is the continent’s biggest per capita source of jihadists fighting in Syria and Iraq, CNN reported. In February, Jambon revealed Belgium’s intelligence services have flagged 451 citizens as jihadists.
But, Jambon said, racial profiling of jihadists is ineffective. He also said jihadists hail from various backgrounds, “including doctors, lawyers, and common criminals,” and not only from poor environments. Only one in six jihadists comes from a poor home in Belgium, he said. Jambon urged better pan-European cooperation on terrorism.
“It is, to me, highly shocking that after Abdelslam’s arrest, 200 young people of foreign origins hurled spontaneously bottles and stones on our police,” Bourgeois said. “It is regrettable that we saw nothing of these images on national television news.”
VRT, the Flemish public broadcaster, said it did not report about the incident for technical reasons and not out of a desire to silence it.

Messages, feared to be from Isis recruiters, sent on Sunday after video online apparently showed young people celebrating attacks.
Young men in the Molenbeek district of Brussels were sent messages over the weekend calling on them to “make the right choice” and “fight the westerners”.
The texts were sent on Sunday night from a prepaid account that could not be traced or replied to. It followed a video distributed on Facebook, since removed, apparently showing local youths celebrating the attacks in Brussels last week. The death toll from the bombings has risen to 35, Belgium’s health minister said on Monday.
The short SMS message written in French, which the Guardian has seen, says: “My brother, why not fight the westerners? Make the right choice in your life.”
Jamal Ikazban, the local Socialist party MP, told the Guardian that the communications were stoking tensions in the community. “These people are trying to take our youth by storm,” he said.
“It is like having a big-time drug dealer outside the school gates. We feel the same. They have to be taken off the streets. They are predators and our youths are the victims.”
For jihadis to be brazen enough to put out propaganda during a police crackdown after the attacks was “cheeky”, Ikazban said. Read the full story here.

Neumann: A high-ranking official of an intelligence service told me that no one apart from the British had anticipated anything like what we have seen. The Americans were aware of course as well, but they always warn of so many scenarios that they at times aren't even taken seriously anymore.
SPIEGEL: Are there individuals in Germany who have returned from Syria with such missions?
Neumann: Of course.
SPIEGEL: What size are IS' reserves? How many suicide bombers are waiting for their call to action?
Neumann: There are around 5,000 to 6,000 Europeans who have traveled to IS in Syria or in Iraq. Around 15 percent of those are likely to have been killed; between 25 and 50 percent will already have returned. Not every returnee is willing to fight.
But, to contrast the situation with al-Qaida, who 10 years ago had perhaps 200 fighters, the number of people they are potentially able to draw upon is a four-digit figure. There aren't just the returnees, but also the supporters in Europe who have never traveled to Syria -- such as the captured Salah Abdeslam.
SPIEGEL: The exchange of information about suspects at the European level is still lacking, despite the establishment of the European Counter Terrorism Center at Europol, the European police agency, and cooperation between intelligence services.
Neumann: Yes, we have no central database in which all the names of individuals likely to threaten public safety or formal suspects are listed. The Left Party in Germany's parliament, the Bundestag, made a small information request last year, and it emerged the database for foreign fighters contained around 2,000 names -- not even half the number of European jihadists who are fighting abroad.
And only five countries provided data at all. Even the Interpol database of stolen and lost passports is rarely used by European countries. We're not talking about a technical problem here, but a political one. If we want the Schengen area to have open borders, then we need to cooperate within it. Even Germany is doing too little in this regard.
SPIEGEL: On top of this is the fact that police forces and security services have different ways of collecting and interpreting data.
Neumann: In part they're even forbidden from sharing data. In Germany, there is a data separation rule (a post-World War II law that stipulates the separation of the work done by police and intelligence services), which is historically justified. We have to accept though that the vast majority of information about jihadist terrorists is in the hands of the secret services. I think it's sensible that the police have greater access to this information. At the moment we have a situation in Europe where the intelligence services' anti-terror task forces are not working with Europol's anti-terror department. In light of the threat posed, this is absurd.
