"We, as the Islamic Republic, are Iraq's friend and neighbor and have good relations with the Iraqi government and nation," Rouhani told reporters in a press conference in Tehran on Saturday.
"If the Iraqi government wants help, we will study it; of course no demand has yet been raised until today but we are ready for help within the framework of the international laws and at the request of the Iraqi nation," he added.
 "Of course, we should know that help and assistance is one issue, and interference and entrance (into the battlefield) is another. If the Iraqi government demands us we will help them, but the entrance of the Iranian troops (onto the scene of battles in Iraq) has never been considered," the president said.
 "Since the onset of its establishment, the Islamic Republic has never taken such measures and we have never sent our troops to another country for operations," he said, and added, "Of course, we will provide countries with our consultative views." Rouhani further played down the power of the ISIL terrorists, saying that the collapse of Mosul was the product of a whole set of elements and some coordination (made with a number of traitors in the city). He voiced Iran's dire concern about the spread of terrorism in the region, and underlined the country's proposal to the UN to fight extremism and violence which was welcomed by all the regional and world states.




Iran consults Iraq in fight against terrorist groupIran has no intention of sending troops to Iraq, but advises the Iraqi military servicemen in the fight against the "Islamic State in Iraq and the Levant" terrorist group. Iranian interior minister Abdolreza Rahmani Fazli made the remarks, Iranian Mehr news agency reported.

Al-Nusrah militants coming from various countries are being accommodated in Turkish State guesthouses, said a Turkish MP, presenting the copy of a memorandum signed by Turkey’s former Interior Minister as evidence.
Özken alleges that the document further substantiates suspicions that the ruling Justice and Development Party (AKP) provides all necessary logistic and military support for militant groups fighting the Syrian government and military.
The memorandum, stressed Özken, proves that the then Interior Minister Muammer Güler gave explicit instructions to accommodate al-Nusrah fighters en route to Syria in State guest houses belonging to the Turkish Directorate of Religious Affairs.
It is important that the Turkish intelligence service MIT assures the safety of the “mujahids linked to al-Nusrah”, who are arriving from different countries before they are heading on to Syria, states the document bearing Gülers signature. 
The memorandum stresses the importance of Turkey’s Hatay province for the logistic support, training as well as the treatment of injured fighters. The memo specifies that the MIT is in charge of collaboration with the governor of Hatay province, and that it would be appropriate that the militants are provided accommodations in guesthouses of the Directorate of Religious Affairs. The memorandum, if proven to be authentic, adds further proof to violations of Turkish as well as international law by the ruling AKP government, Turkey’s intelligence service MIT and officials within the Hatay governorate. 

 Iran ready to help Iraq in fight against terrorists under international law, Rouhani says
"If Iraq asks for help in fighting terrorists, we will deal with this issue and will provide assistance in the framework of international law," Rouhani said.
"It is unreasonable to compensate defeat in the elections in Iraq with terrorist activities and revenge. We have no other choice but to fight against terrorism," Rouhani said.
He denied reports that Iran, together with the U.S. fight against terrorists in Iraq.
