Iran intends to enter an unequal battle for the European gas markets – albeit without pipelines but with an attitude. Europe has promised to buy all the gas available amid falling local production and increasing gas demand. The European Union will attempt to solve the gas supply issue as soon as possible due to the potential rise in consumption since the Union is going to cease the old coal power plants, convert them to gas mode as of 2017.
Europe is a huge gas market.
I call this ‘an unequal battle’ as Iran is entering into serious competition, given that the Islamic Republic has a lot of gas but no pipelines to Europe by which to deliver this gas. The economic sanctions placed on Iran there may soon be lifted and with the largest proven gas reserves in the world amounting to some 1.2 trillion cubic feet; but since Iran has no pipelines enabling it to deliver its gas to the European market, the country by default falls behind in the gas race. But this does not seem to preoccupy Iran.
Deputy Oil Minister for International Affairs Amir Hossein Zamaninia told Iranian media in November that Tehran is ready to sell its gas to Europe even if it will not be viable economically. “That is due to the fact that we want to use economic relations to create some political cohesion,” Zamaninia said.
Evidently Iran wants to use its powerful gas reserves as a shield against new possible international sanctions since Zamaninia says “When economic relations grow, political disagreements diminish and that reduces the chances of having the sanctions brought back”. This is understandable. New sanctions are the last thing Iran needs at this time.
The country needs new gas infrastructure and contracts as soon as possible. These kinds of statements are indications that Iran there is attempting to claim its own share of the gas market even though it would be unprofitable at first.
Incidentally, Saudi Arabia applies the same approaches but with oil. Fiscal breakeven price of Saudi Arabia is 60 dollars per barrel Brent. But Saudis are persistently gloomy about the oil production decreasing. In this regard Saudi Arabia has many competitors. If the Saudis decrease oil production to support the prices it is obvious they don’t expect the same from neighboring rival countries. Most likely one of the rival countries will quickly hold the Saudis oil market share. For Iran, by the way, the fiscal breakeven price is 78 dollars per barrel Brent.
"I see no economical reason of Iranian gas export to Europe now. If they want to invest, to build pipelines it should be kicked off right now while the oil prices are low. One way or another I see no Iranian gas in the European market within the next 8-10 years", - said a Caspian energy trader who asked to remain anonymous. Iranian officials say the country is keen to deliver natural gas to Europe. According to the head of National Iranian Gas Company Hamid Reza Araghi, European countries and Iran’s neighbors are willing to buy gas from Iran as more gas projects are coming online.
He said Iran would see its gas production reach 1 billion cubic meters a day (bcm/d) in three years as new phases of the gigantic offshore South Pars gas field are coming on stream.
Iran's current raw gas production level is reportedly about 660 mcm/d. The country has developed 10 phases of the giant South Pars gas field, which share about 8 percent of total conventional global gas reserves, while phases 12, 15 and 16 are commenced with half capacity.
South Pars was divided to 29 phases and the country is to increase gas production level to 720 mcm/d by the end of 2018 from South Pars.
"Although the we see South Pars’ gas production substantially rising over the coming years, we do not believe this (producing 720 mcm/d of gas) to be realistic in the near term," Homayoun Falakshahi, a Middle East Upstream Analyst for Wood Mackenzie told Trend on May 2.
He said gas production from South Pars will increase by 75% over the next five years, due to new phases coming on stream such as Phase 12, Phases 15-16 and Phases 17-18.
"These five phases will add around 64.5 bcma of production," Falakshahi said. "We estimate the whole field’s production capacity to approach 400 mcm/d come 2020."
Despite the progress at the South Pars and rising gas production, Iran is still needs more 20 bcm/a of gas delivery to its active power plants, while the gas re-injection level should double to above 60 bcm/a.
On the other hand, Iran has gas export agreement and memorandum of understandings with Oman, Iraq and Pakistan to export 40 bcm/a of gas to these countries in coming years. Currently, Iran delivers 9.76 bcm/a to Turkey.
Coming to the possible routes of gas delivery to the EU, Iran has to develop 9th cross-country pipeline, worth $6 billion, from South Pars towards Iran-Turkey borders.
Delivery gas from Iraq towards Syria and expanding this rout towards the EU seems impossible due to security crisis in the region.
Meanwhile, Stephen O'Rourke, a Research Director for Wood Mackenzie's Global Gas Service told Trend that "there is a possibility that this could happen."
"In order for Iran to deliver to the EU it would take an improvement in diplomatic relations, new pipeline capacity, and confidence from EU customers that Iran is capable to delivering agreed volumes," he said.
"This would most likely need the involvement of international oil companies or foreign national oil companies in the development of specific phases of South Pars which are ring-fenced for EU export".
EU put ban on gas import from Iran in 2012, but Tehran is negotiating with the P5+1 Gorup (the U.S., France, UK, Russia, China + Germany) to reach a comprehensive nuclear deal by June 30, which will pave the way for elimination of sanctions on Iran.
O'Rourke said that "the key factors here are the necessity of a nuclear deal and new, more attractive fiscal terms". Hmmm........Who want's to be depending on a bunch of crazy Mullahs?

“The leading airfield maintenance engineer Vladimir Ledenev, who was managing the snow-removing work, flight operations director Roman Dunayev, trainee air traffic controller Svetlana Krivsun, and traffic controller Aleksander Kruglov, who was leading the air traffic at the time of the crash, have been detained,” Investigative Committee spokesperson Vladimir Markin said.
Those detained have been questioned as suspects in the incident, Markin noted as they are suspected of violating the security requirements of the flights and for failing to conduct ground checks, which investigators allege led to a tragedy.
Moscow-based Interstate Aviation Committee (IAC) experts are continuing the investigation at Vnukovo Airport.
“At the moment, the IAC continues to work at the crash site. Fragments of the aircraft are being inspected,” the committee said in a press release Wednesday. “At the same time information is being gathered at the airport and the actions of air traffic control, emergency teams and other services are being analyzed,” the press release added.
Radar data and CCTV footage along with meteorological conditions at the time of the accident are also being evaluated with the participation of French specialists.
“IAC is confident that together with our French colleagues and aviation experts we will conduct the most thorough, independent and impartial investigation,” the committee's press release said.
On Tuesday, IAC announced that it had set up a special commission to investigate the crash. Experts from French Land Transport Accident Investigation Bureau (BEA) are in Moscow to assist the investigation which is considering two main possibilities into the cause of the fatal crash – a traffic control error and the actions of the snowplow driver.
The black boxes from the crash will take up to 3 days to decode, a spokesman from the Moscow-based Interstate Aviation Committee (MAK) said Wednesday.
“Experts have already begun decoding the data on the black boxes. The decoding will take two to three days. That’s in regard to the flight data recorder. The amount of time needed to transcribe the voice recorder depends on the French [experts].”
The committee maintains its finding that the snowplow driver had alcohol in his blood at the time of the accident, but the driver, Vladimir Martynenko, as well as his lawyer have denied the allegations.
“When I lost the mark, I didn’t even notice that I entered the runway... The plane was taking off. I almost didn’t see or hear it because of the working machinery and there were no lights… So there was a crash,” Martynenko told the investigators during the first interrogation.
The snow plow driver said that he never even noticed the lights from the jet as he believes he never drove onto the flight strip as he was making snow clearing rounds.

Total’s chairman and CEO was the only passenger in the Falcon 50 business jet besides three crewmembers who were also French citizens.
“Total confirms with deep regret and great sadness that Chairman and CEO Christophe de Margerie died just after 10pm (Paris time) on October 20 in a private plane crash at Vnukovo Airport in Moscow, following a collision with a snow removal machine,” the company said in a statement.

During take-off at around 0:10am Moscow time on Tuesday, the light aircraft, according to preliminary data, hit a snow-clearing machine with its landing gear. Due to the damage, the pilot reportedly decided to turn back and land.
While still in the air, the plane was sending distress signals and reporting an engine fire and fuselage damage, LifeNews reports. Upon crashing on the runway, the aircraft was immediately engulfed in flames, killing everyone on board.
Debris from the aircraft was scattered up to 200 meters from the crash site, according to the rescue services. The engine was found some 50 meters from the crash site, while one of the landing gears was ripped off and discovered nearly 200 meters from the main mass of debris.
Vnukovo Airport temporarily suspended all flights following the incident, but by 2 am all operations were restored. While initials reports suggested only four people died in the tragedy, some sources claimed that five bodies were found at the crash site, one allegedly being the driver of the snowplow. The airport however later confirmed that the driver was not injured in the collision.
“A criminal investigation has been opened into the violation of safety regulations after a light aircraft crash in the capital's Vnukovo airport,” transport official Tatyana Morozova told RIA. An investigative group is working at the crash site, Morozova added.

Earlier in the day, due to bad weather conditions at least 18 planes were diverted from Vnukovo to other Moscow airports, Itar-tass reported siting a source at Vnukovo. Flights landing at Moscow airhubs operate “on factual weather” conditions, meaning that a crew commander decide themselves about the possibility of landing at the destination or preceding to alternative landing routes at the capital.Despite Western-imposed sanctions on Russia that prohibit western financing and technology transfer to some Russian energy projects, Total is continuing to pursue a natural gas project in Yamal, a joint venture with Russia's Novatek and China's CNPC.
“Can we live without Russian gas in Europe? The answer is no. Are there any reasons to live without it? I think – and I'm not defending the interests of Total in Russia – it is a no,” the Total boss told Reuters back in summer. Utility company Kievenergo cut gas supplies to all thermal power plants that warm the water supplied to households, adding that it received the order from the Ministry of Energy and Coal Mining. “All the thermal power plants have had their gas supply cut as of August 4,” the company said.General director Alexander Fomenko said the move was needed in order to save gas for the cold winter ahead.
Kiev has about 1.2 billion cubic meters of gas for heating, Itar-Tass reported. Head of utilities in Kiev, Dmitri Novitsky, noted that it is not enough to regularly supply gas during winter months. “If we don’t start saving gas now, then we will have big problems in winter,” Novitsky said.
Kiev’s mayor Vitaly Klitschko said on Monday that all hot water provided by municipal boilers to Soviet-built apartment buildings will be turned off until at least October. “We are obliged to renounce hot water in order to save gas supplies for the winter. We hope for the understanding of Kievans,” said Klitschko.
Hot water is usually turned off in all older apartment buildings for pipe cleaning during the summer months.
But this shutdown is estimated to last well into the fall and there are no guarantees that it will be enough to ensure a stable gas supply during the winter months.
Other cities across Ukraine plan to follow in Kiev’s footsteps.
Those most affected by the shutdown will be millions of lower class families living in Soviet-built apartments that solely depend on a centralized energy supply.
Local media reported that 60 percent of Kiev is already without hot water and cautioned that the shutdown may translate into deep discontent for Kiev citizens.
Following the annoucement of the shutdown, consumers reportedly rushed out to buy electric-powered boilers for their energy needs.
The Kiev city administration is reportedly considering three future possibilities: a complete shutdown, supplying hot water at lower temperature, or switching to a scheduled hot water supply.
However, the administration is already seeing signs that the saving efforts may not be enough to ensure proper heating in the winter months, according to local media.
Meanwhile, utility prices have surged in Ukraine in the last three months, in light of the gas shortage. The cost of gas rose 40 percent.
Other measures being considered include starting school early in August in order to shorten the study period during the winter months. Another option being looked at is making Saturday a school day and using the extra days to prolong the winter break.
Thus far, Ukraine has enough gas to last only until December.Hmmm......This is just the beginning.

WASHINGTON — Russia has roughly doubled the number of its battalions near the Ukrainian border, Western officials said Monday, and could respond to the Kiev government’s gains there by launching a cross-border incursion with little or no warning.
Over the past several weeks, Russia has built up 17 battalions — totaling 19,000 to 21,000 troops, according to one Western estimate — into a battle-ready force of infantry, armor, artillery and air defense within a few miles of the border.
In addition, it has vastly expanded its firepower, increasing the number of advanced surface-to-air missile units to 14 from eight, and deploying more than 30 artillery batteries, according to the officials.
The Kremlin’s intentions in increasing its military abilities remain unclear. President Vladimir V. Putin of Russia could be seeking to pressure Ukraine and the United States to agree to a political settlement that would grant the eastern provinces of Ukraine maximum autonomy.
But Mr. Putin, Western officials fear, may also be developing the option to intervene more directly if it appears that the pro-Russian separatists in Ukraine are on the verge of defeat. American intelligence experts say that the advance by Ukrainian government forces on Donetsk and other steps that the Ukrainian government is taking to regain territory in the east from the separatists might prompt Mr. Putin to send his forces across the border under the guise of a “peacekeeping operation.”
“That’s a very real option,” a senior Defense Department official said on Monday. “And should Putin decide, he could do that with little or no notice. We just don’t know what he’s thinking.”
Another senior American official added, “The more success Ukrainian forces have, the more pressure there is on Moscow to escalate.”
Adding to the concern, the buildup coincides with a newly announced Russian air force and air defense exercise. When it intervened in Crimea this year, Russia used a military exercise to mask its preparations.
But the risks to Mr. Putin of intervening, General Clark noted, include tougher Western economic sanctions, resistance by the Ukrainian forces and Western military support for the Kiev government.
“He has set the military and political conditions for what he believes could be a successful intervention,” General Clark said. “But he still doesn’t seem to have made the political decision to do this, perhaps because he recognizes that the risks after an intervention are incalculable.” Read the full story here.

A bilateral command-staff exercise involving Commands 1 and 2 of the Russian Air Force and Air Defense, which are part of the Western and central Districts, will be held under the command of the commander-in-chief of the Russian Air Force on August 4-8, the Defense Ministry reported.
"The training will involve over 100 aircraft of various branches of aviation such as the destroyers Su-27, MiG-31, multi-function complexes Su-34, frontline bombers Su-24, helicopters Mi-8, Mi-24, and Mi 28N," Colonel Igor Klimov, an official representative of the Russian Air Force, told Interfax-AVN on Monday.

The maneuvers will involve fights "involving practical and tactical use of aviation munitions on ground and air targets on new firing ranges, real and electronic launches of surface-to-air missiles on the firing range Ashuluk, Astrakhan region, which is intended for practicing the interaction between aviation and air defense systems," Klimov said.
The large-scale training involves aviation and air defense systems from different regions of the country. At the first stage, the aviation will be transferred from the northern aerodromes of the Western Military District to the aerodromes of the Central Military District, the source said.
At the second stage, combat use of aviation will take place form the operative aerodromes located in the southern regions (Armavir, Krymsk, Mozdok, Morozovsk, etc.).
"The air tankers Il-78 will also conduct in-flight refueling of MiG-31 destroyers and Su-34 bombers behind the polar circle. The time in flight will double and will reach some eight hours," the Air Force spokesman said. Take for one the new statements by the U.S. President’s press secretary, Josh Earnest, who directly accuses our country of destroying the Malaysian Airlines airliner over Ukraine.
As is now Washington’s wont, in corroboration never mind evidence, not even simple references to facts are adduced, which one could consider and comment on. Everything in Washington is limited to mentioning certain “intelligence data” that cannot in any way be presented, and what is completely absurd, “information in social media”. In other words, the Washington regime in their constructs bases itself on anti-Russian conjectures gathered on the Internet that do not correspond to reality. Who is littering the Web with such rubbish is clear: the same Washington, and probably also Kyiv.
Nevertheless, a number of questions arise for the American side, which is increasingly isolating itself from the possibility of adequately understanding anything apart from its own schemes and conclusions. Before appointing “guilty ones,” the USA should answer the ten questions from the Russian Defense Ministry and the twenty-two questions posed through the Russian Federal Air Transport Agency. Why does Washington then remain silent? Apparently because Washington has nothing to reply. Or because the response boils down to one word: “sanctions”.
We will get through this, but it is deplorable that at the same time the USA is continuing to push Kyiv towards crushing the dissatisfaction of the Russian-speaking population by force. There is only one conclusion: the administration of B. Obama bears its share of responsibility for the internal conflict in Ukraine and its grave consequences.More here.

The National Iranian Gas Company has signed agreement with two Russian companies on the implementation of the projects in Iran's gas infrastructure and investment in this field.The officials of the Russian companies will pay a visit to Iran to become familar with the project in the near future, Iranian Deputy Oil Minister Hamidreza Araqi said, according to the Shana agency.
The agreements have been reached with the two largest gas companies of Russia within the last "World Petroleum" conference which was held in Moscow, Araqi said.
"Both sides are interested in cooperation in major projects in Iran," the deputy minister said.
He did not name the Russian companies and did not disclose the details of the agreement.
Note that Iran`s Oil Minister Bijan Namdar Zanganeh gave instructions to change the terms of the agreement on Iran's oil to increase foreign investment in the oil and gas sector last year. At the moment, the special commission is reviewing terms of the agreement and proposes to change some of them to increase investment in oil and gas sector of the country by foreign countries.

Petraeus says U.S. must not be Iraq’s ‘air force for Shiite militias’The man who led the U.S. troop surge that preceded Washington's exit from Iraq after a costly eight-year war says there should be no going back, even with air strikes, AFP reported.
The comments from General David Petraeus, who commanded U.S. troops in Mosul - Iraq's second city which fell to jihadists last week -- during a long military and intelligence career, came as the Shiite-led government in Baghdad formally asked for air support.
Petraeus made a name for himself during the Sunni Arab insurgency that followed the U.S.-led invasion of 2003 for questioning policies that he said risked fanning the resentment of the minority community that dominated Saddam Hussein's regime and all previous governments in Baghdad.
Petraeus warned that Washington risked becoming an "air force for Shiite militias," if it agreed to the request for support from Shiite prime minister Nuri al-Maliki, after the militants swept down from Mosul through a swathe of mainly Sunni Arab territory north of Baghdad.
The former top general and Central Intelligence Agency chief said there needed to be a radical change of politics in Baghdad to reflect Iraq's multi-confessional, multi-ethnic make-up before any possibility of renewed US intervention should be considered.
"If there is to be support for Iraq, it has to be support for a government of Iraq that is a government of all the people and is representative of, and responsive to, all elements of Iraq," he said.

The Shiite-led government in Baghdad has been thrown into disarray by a 10-day-old offensive by Sunni Arab militants that has swept up a vast swathe of northern and north-central Iraq, including Mosul, a city of two million people.
Petraeus always warned during his service in Iraq, which began in Mosul that the resentments of the Sunni Arab former elite needed to be addressed.
"If America is to support [Iraq], then it would be in support of a government against extremists, rather than one side of what could be a sectarian civil war," he told a conference in London on Wednesday.

Kurdistan Region Premier Nechirvan Barzani is in Tehran to discuss events in Iraq, where the jihadi Islamic State of Iraq and Syria (ISIS) has seized large Sunni territories and is marching toward Baghdad to topple the Shiite-led government.
Iran’s Mehr news agency reported that the Kurdish leader will discuss the ISIS “terrorist group” with Iranian officials. It noted he would also meet with Iranian defense authorities, including top military chief Ali Shamkhani, who heads the Supreme National Security Council.
Barzani’s unannounced visit takes place as the Iranian government considers supporting Baghdad against Islamic extremists who have taken the second-largest city of Mosul and remain only about 100 kilometers north of Baghdad.

In the general confusion that befell Iraq in the past week or so, there is added perplexity over the name of the takfiri group fighting to install an Islamic state in the Middle East.One reason put forward by some in the west is that these people want to install an Islamic state in Iraq and Syria, as the name indicates. Fair enough.
However, what many in the West seem to ignore is that the Syria in question is not the country we see today when we look it up on an atlas or on Google Earth.
As some readers may have noticed there seems to be two ways in which the group is referred to in English:
Islamic State of Iraq and Syria, or ISIS, and the Islamic State of Iraq and the Levant, or ISIL. In Arabic of course neither words - "Syria" nor "Levant" -- are used. In Arabic it is called "Dawlat Islamiya al-Iraq wa as-Sham."The closest one can translate the word "Sham" into English is "Greater Syria."Many in the West are fooled by the use of the word "Syria," and may fail to see the real dimensions of the threat because they think of Syria in the modern geographic sense, the Syria that one finds on modern maps. On those maps the name of the modern day country, Syria, is referred to in Arabic as "Sourya," or "Souriya."
Whereas most Middle Easterners will think of Greater Syria when it is called "Sham" or "as-Sham," or yet, "Bilad as-Sham," the latter meaning "countries of Syria." Note it says "countries," using the plural.
In English the word Levant is used. It does an adequate job describing the geographic location of the region in question however it lacks the political implications.
So what is the difference?
Modern Syria is bordered by Turkey to the north, Iraq to the east, Jordan and Israel to the south and Lebanon to the southwest. Greater Syria incorporates all of the above, and then some.
"This is what "Syria" means in the mind of Middle Easterners, says Joshua Landis, director of the Center for Middle East Studies at the University of Oklahoma, and author of the respected blog SyriaComment.com.
"If we can teach people that so many Arabs still think of Syria as Greater Syria, they will begin to understand the extent to which Sykes-Picot remains challenged in the region," said Landis.
Sykes-Picot, of course refers to the secret agreement drawn up by a British (Sir Mark Sykes) and a French (Francois George-Picot) diplomat at the close of Word War I dividing the spoils of the Ottoman Empires between Britain and France by drawing straight lines in the sand.
To this day many Arabs refuse to accept that concept and will think of Syria as Greater Syria. Some will go so far as to include the Arab countries of North Africa - which from the Nile to the Euphrates forms "the Fertile Crescent," the symbol of many Muslim countries from Tunisia to Turkey. Some go as far as including the island of Cyprus, saying it represents the star next to the crescent.
Indeed, the threat is so serious to all the countries of the region that Iran said it would not oppose a U.S. military intervention if the Americans were to target the Islamists who have embarked on a rampage of horror and looting across Iraq.
