Turkey won’t take part in any future plan to stop migrants entering the European Union unless the bloc gives visa-free access to Turkish citizens, the country’s EU affairs minister said.

Turkey will continue to implement the current migration arrangement that helped slow the flow of refugees into Greece to virtually nothing, but “without visa liberalization Turkey won’t be part of any new mechanism,” Omer Celik told reporters in Bratislava, Slovakia, on Saturday.

“Turkey shouldn’t be expected to make any changes to its anti-terror law,” Celik said. “It’s about national security, Europe security.” He said Turkey could “make commitments” about changing its terrorism laws in the future but that would happen only once the country was no longer facing such a threat. The profile of migrants crossing illegally into Bulgaria has changed, to men who are “aggressive”, the country’s Interior Ministry chief secretary Georgi Kostov said on August 19.

Kostov was speaking in the town of Malko Turnovo, at the Turkish border, after holding a meeting with local officials in the town about migration situation and additional security measures in Bulgaria’s border regions.

The profile of migrants was shifting from people fleeing war to people who come from countries where there is no war, Kostov said.

He called on residents of the area not to attempt to intercept migrants.

Bulgaria made headlines abroad when self-styled “civil patrols” illegally detained migrants in what they described as “citizens’ arrests”. A particularly notorious case, in which migrants were bound with plastic pigtails, led Bulgarian authorities to issue a reminder that the concept of a “citizen’s arrest” does not exist in Bulgarian law.

Regarding aggressive behaviour, he cited an incident on August 18 in a State Agency for Refugees accommodation centre in the town of Karlovo, in which Afghans got involved in a knife fight. One of the Afghans remains in critical condition.

People who see migrants should alert the Border Police and should not attempt to take matters into their own hands, Kostov said.

He said that in the past day, there had been attempts by 130 people to cross the border from Turkey illegally. All had been intercepted.


Kostov said that already there were 85 staff from EU border agency Frontex to assist Border Police and the military at the Bulgarian-Turkish border.

He said that it would be unfair towards Bulgaria’s European partners not to further tighten the country’s border control. Bulgaria’s borders were traditionally perceived by its European partners as extremely secure and now was the time to reinforce this opinion, Kostov said.


Malko Turnovo mayor Ivan Yanchev said that no one in his municipality had been caught smuggling or people trafficking: “Malko Turnovo people are people with dignity,” Yanchev said.

These are among the global religious trends highlighted in new demographic projections by the Pew Research Center. Turkey's 'leadership' brings new offer to EU Meeting 'That they can't refuse' . (FT).

Ahead of crunch summit between EU leaders and the Turkish prime minister on Monday, Ankara has called for an increase on the €3bn in aid previously promised by the EU, faster access to Schengen visas for Turkish citizens and accelerated progress in its EU membership bid, write Alex Barker and Duncan Robinson in Brussels.

Turkish prime minister Ahmet Davutoglu said that the proposed deal demonstrated “how indispensable the EU is for Turkey and Turkey for the EU”. Speaking before the meeting, Mr Davutoğlu added: “The whole future of Europe is on the table.”

• Turkey is now expected to call for increase on the €3bn in aid which was agreed by the EU. Even that sum is a sticking point, the money was promised but has not yet been delivered, and new aid projects will be part of the discussion.

• Turkey will push for further progress on Turkey’s EU bid, mentioned by Turkish prime minister Ahmet Davutoglu as he arrived, mentioning to reporters “how indispensable the EU is for Turkey and Turkey for the EU”.

• EU leaders are likely to say the country has many conditions it must meet for its EU bid to progress. German finance minister Wolfgang Schaeuble said on Sunday that Berlin had major doubts about whether Turkey should become a member of the EU.

• Davutoglu is also expected to raise the access to Schengen visas for Turkish citizens.

• Those demands are in return for allowing the return of non-Syrian migrants to Turkey, if they attempt to cross to Europe.


•  But the new Turkish demands are causing headaches for diplomats, with one comparing the haggling to a “Turkish bazaar” according to the FT.

The European Commission has allegedly prepared a Draft proposal that the EU leaders will be called to sign tomorrow Monday in Brussels. “The European Union leaders plan to officially announce the Closure of the Balkan Route for refugees and the internal borders of Schengen for economic migrants.” According to an exclusive story published by Austrian newspaper Der Standard, that has reportedly obtained a copy of the Conclusions Draft prepared by the European Commission, “the immediate end of the migrants’  flow and the waving from Greece to Germany is top priority of the EU policy.” And this will be decided and announced at the extraordinary EU-Turkey Summit on Refugee Crisis in Brussels tomorrow Monday.

Major points form the draft:

• “The irregular migrant’s flow along the Balkan Route comes to an end. this Route is now closed.
• Greece must immediately create 50,000 places for potential asylum-seekers, it gets “any help” from EU.
• Migrants with no chance for asylum should be immediately deported to Turkey. An EU-Turkey agreement to this effect will go into effect as of 1. June 2016.
• Turkey will play a constructive role in the external borders control.
• The EU member states will be committed to begin with the “resettlement” of Syrian refugees from Turkey to EU countries.
• The Frontex will be strengthen with more staff at the Greek border to FYROM and Albania The Frontex should take care that the Hot Spots in Greece are in full operation.
• the Europol should help in the fight against smugglers.

The Draft mentions also a roadmap that includes: states to send Frontex staff (1. April), starting of Relocation (16. March Summit), restore of Schengen cancellation (end of 2016).

The draft also confirms the 700 million euro assistance, although in the September 22nd 2015 decision, the amount was 780 million euro. Together with all previously agreed measures so could be invested in aid to refugees in the coming months be about one billion euros from the EU.

However, the most touching paragraph of the draft is, of course, the following:

The EU leaders will “do the maximum to assist Greece in this difficult moment.” It is about “a collective responsibility of the community, which requires fast and efficient mobilization of all available resources”, but “also the contributions of the Member States.”  Hmmm......Anyone noticed how scared they are to put a number up on how many refugees they (EU & Turkey) agreed upon to take? Turkey has welcomed the appointment of a Turkish academic as a senior representative in charge of combating intolerance and discrimination against Muslims under the roof of Europe’s top security body.

Bülent Şenay, an associate professor, was last week appointed by German chairmanship of the Organization for Security and Cooperation in Europe (OSCE) as Personal Representative of the OSCE Chairperson-in-Office on Combating Intolerance and Discrimination against Muslims.

“Our country has been attaching a special importance to supporting work by international organizations in regards to preventing tendencies such as intolerance, xenophobia, racism and Islamophobia which have been rising within the context of today’s challenges such as regional instabilities, irregular migration flows and increasing terror threats,” the Turkish Foreign Ministry said in a written statement released on Feb. 23.

Turkish academic Bülent Şenay oversaw the conference declaration drafting. In a 2010 presentation to the Organization on Security and Cooperation in Europe (OSCE), Senay deemed “Islamophobia” as “today…the strongest form of hate crime,” extending to the “psychological terror” of “cultural terrorists.”

Şenay condemned “hate speech…targeting all the tenets and adherents of Islam…under the banner of the freedom of expression.” Additionally, “hate crimes originate from hate speeches,” Şenay argued in another 2010 OSCE presentation. Şenay is the founder of the European Muslim Initiative for Social Cohesion (EMISCO), an entity prominent in the past for seeking OSCE opposition to “Islamophobia” speech (see here, here, and here).  Read the full story here
