Western governments continue mass aid for PA after it promised to stop paying jailed terrorists' salaries, but new report exposes the lie.

A shocking report on Wednesday reveals that the Palestinian Authority (PA) has fooled Western governments, raking in over a billion dollars in aid from them annually despite breaching their demands that it stop paying salaries to terrorist prisoners. The report by Palestinian Media Watch (PMW), which can be read in full here, exposes how the PA has coped since August 2014, when - in the face of demands by the US and European donor countries that it stop paying salaries to jailed terrorists - it announced it would stop the terror funding.

In its new report on Wednesday, PMW cited numerous official PA sources as well as statements by officials in the organization, which clearly show the PA is tricking the West.

The sources cited all testify that the PA Ministry of Finance continues to be the body making decisions for funding, and continues to be the source paying salaries to the jailed terrorists.

In 2015, following the PA's promise that it was no longer paying terror salaries and after it closed its Ministry of Prisoners' Affairs, it suddenly made a transfer more than double the amount it had moved over to the PLO in previous years, jumping from 294 million shekels (around $78 million) in 2014 to 775 million shekels (over $206 million) in 2015.

The extra 481 million shekels ($128 million) in the 2015 transfer was a sum nearly identical to the 442 million shekel (over $117 million) budget previously allocated to the Ministry of Prisoners' Affairs before it was closed.

That extra funding therefore exactly matched the amount of money the PLO would need to pay terrorist prisoners - indicating the source of the salaries is still the PA funds propped up by Western aid.

In one case when the PA was short on funds, it made an announcement that it had cut the salaries of terrorist prisoners, as well as civil servants, by 60%.

Summarizing its report, PMW concluded by noting that "since it continues to fund salaries to terrorists, thereby clearly violating its promise to donors, the PA should be ineligible to receive Western donor money."

The Palestinian government is to be dissolved within 24 hours, AFP reports, quoting a statement made by President Mahmoud Abbas. The government's spokesman, however, denies any such discussion of dissolution.


"Within 24 hours the Palestinian government will resign," Abbas told members of the Revolutionary Council of his Fatah movement in Ramallah, AFP reports, citing several officials present at the meeting.

The reason for the resignation is the government's inability to act in the Gaza strip, AFP reported earlier in the day citing senior officials with the Palestinian Authority.

“This one [government] is weak and there is no chance that Hamas will allow it to work in Gaza,” said Amin Maqbul, secretary general of the ruling Fatah movement's Revolutionary Council, according to AFP.

While Maqbul is quoted as saying that a new government will be formed within 24 hours, another source, an unnamed attendee of the 15th Revolutionary Council conference quoted by the Maan news agency claims it could take several days.

However, the issue was not discussed at the latest meeting of the collective Hamas-Fatah government, according to government spokesman Ihab Bseiso, AFP reports.

The current government was forged by the rival Palestinian movements Hamas and Fatah in June 2014, after a unity pact ended a violent split that began in 2007.

Both Republican and Democratic lawmakers warned Palestinian Authority (PA) President Mahmoud Abbas that there will be consequences for his decision to join the International Criminal Court (ICC).

Calling the move a “destructive” decision, U.S. Rep. Ileana Ros-Lehtinen (R-Fla.) called on Congress to block funds to the PA and any U.N. body that recognizes Palestinian statehood.

“Congress must do everything in its power to block funds to the PA and to any U.N. entity that recognizes a non-existent State of Palestine to make it clear to Abu Mazen (Abbas) that there will be consequences to his schemes at the United Nations and other international organizations like the International Criminal Court,” Ros-Lehtinen said.

U.S. Sen. Kirsten Gillibrand (D-N.Y.) called Abbas’s decision “deeply frustrating” and a move that set Israeli-Palestinian peace further back.

The U.S. provides roughly $400 million in annual funding to the PA. Hmmm......'roughly'?

A report on a Lebanese satellite channel on Saturday claimed that an Israeli man who was swept out to sea while swimming off the coast of southern Israel is now being held by Hamas.

The report was aired on al-Mayadeen, a channel known for its sympathies with the Palestinian cause and Hezbollah, and could not immediately be confirmed.

The channel said that the man, who is Jewish of Ethiopian origin, was being held in Gaza, where he ended up on shore after the tide took him.

It also said that Israeli authorities had refused to acknowledge the incident, but were planning to invent a "story" with the individual's family claiming he was "mentally ill."

The report also suggested that racism played a role in the lack of attention given to the case, as it claimed that neither the Israeli government nor right-wing parties had taken up the issue due to the man's African heritage. Hmmm....Another 'Pallywood production'?

Following discussions convened by PM Netanyahu, Israel plans to hold more than $127 million in funds collected on behalf of the Palestinians for the month of December.

Israel has decided to freeze the transfer of half a billion shekels (more than $127 million) in tax revenues collected on behalf of the Palestinians following the Palestinians' recent attempts to join the International Criminal Court, an Israeli official has told Haaretz.

"The funds for the month of December were due to pass on Friday, but it was decided to half the transfer as part of the response to the Palestinian move," the official said. Israel, he said, would not let the Palestinians' actions go unanswered. 

"We are a law-abiding nation that actively investigates its own conduct, and we can prove that easily." "So in regards to the international arena, we will not only defend ourselves against the Palestinians' actions, we will also go on the offensive. And when it comes to war crimes, we have quite a bit of ammunition – the butter is smeared all over the heads of Abbas and his friends. They chose to go out into the sun, and there will be a price for that." 

The decision is the result of a meeting Prime Minister Benjamin Netanyahu convened Thursday to discuss Israel's response to the Palestinian Authority's application to join the ICC. Read the full story here.

US Secy of State Kerry Fights for $700 Million in Aid to PA.(INN).U.S. Secretary of State John Kerry is fighting to send the Palestinian Authority nearly $700 million in aid, despite major budget cuts and a fierce debate over where existing money should go.
“The Secretary feels extremely strongly that it is time now to get this support to the Palestinian Authority,” said State Department spokeswoman Victoria Nuland.
Most of the funds – some $495.7 million – were already set aside for the PA in fiscal 2012, which ended on October 1.
However, a request for an additional $200 million, appropriated for fiscal 2013, was sent to the Congress last week, Nuland said.
Kerry is working with lawmakers to “get appropriated money released for the Palestinian Authority because we think it’s very, very important that they remain effective in supporting the needs of the Palestinian people,” Nuland said.
Earlier this month, Kerry underscored the awareness of the Obama administration of the “economic hardships of the Palestinian people” in phone conversations with PA officials. He promised them he would visit the region for talks with PA Chairman Mahmoud Abbas “to preserve the political path” but set no time line for the trip.
Kerry also told Israel’s Prime Minister Binyamin Netanyahu that both he and President Barack Obama were committed to supporting Israel’s security, as well as pursuing a “lasting peace” between Israelis and PA Arabs.

Palestinian Authority Slams Israel Over Beit El Construction.(INN).The Palestinian Authority expressed outrage on Monday over Israel’s approval of Jewish homes in Beit El.
Nabil Abu Rudeineh, a spokesman for PA Chairman Mahmoud Abbas, said in a statement that the Israeli decision to build in Beit El aims to obstruct efforts by the U.S. administration to revive the peace process.
“This Israeli policy aims to put obstacles in the way of any potential political movement in the region and is a disregard to the decision of the international community embodied through the recognition of the state of Palestine in the General Assembly on November 29,” said Abu Rudineh in the statement that was quoted by the PA-based WAFA news agency.
He said that the Israeli current and upcoming governments must change their policies toward the peace process and repeated the PA’s position there will be no negotiations with Israel as long as Israel continues to build Jewish homes in Judea and Samaria.
The PA outrage came after the Defense Ministry gave final approvals for the reconstruction of the five buildings that were evacuated and sawed in the Ulpana neighborhood of the town of Beit El last June and for the building of 90 new housing units in the town. The land on which they had been built was deemed Arab land.
The decision was made in accordance with the agreement that was reached with the residents of the neighborhood, who agreed to leave their homes non-violently in return for the government building 300 new homes in Beit El.
The approvals given on Monday were for the completion of planning and allocation of land, and in the coming weeks a final permit to begin the construction work is expected. As part of the construction work, the five buildings containing 30 housing units will be rebuilt. Reports last week indicated that U.S. President Barack Obama, during his upcoming visit to Israel, will ask Prime Minister Binyamin Netanyahu to freeze construction once again as a precondition for negotiations.

The opening of the song demonizes Israel as an oppressor that took the young girl prisoner, thereby preventing her from attending "school" and playing "games": Israel "took my book away... tied me up, blindfolded me and threw me in a tank." The end of the song encourages youth to take part in "free[ing] every inch from the foreigner's clutch," and promotes sacrificing themselves "by the blood of the youth," so that "Jerusalem will return to us." The Palestinian Authority continues to deny Jerusalem's Jewish history and the existence of the Temple, referring to the "alleged Temple." In addition, the PA continues to promote its Jerusalem libel:

"Israel is trying to achieve its desired goal:
To build the alleged Temple on the ruins of the Al-Aqsa Mosque."

The use of the term "alleged Temple" to deny Jewish history has been PA policy under Chairman Mahmoud Abbas for many years. In August, after Abbas himself used the expression, Palestinian Media Watch reported that the term "alleged Temple" had been used nearly 100 times in 2011 - 2012. As this report documents, the PA continues to use the term.

The following are five recent examples of the PA libel that Israel plans to destroy the Al-Aqsa Mosque and replace it with the "alleged Temple":

"The Minister for Jerusalem Affairs, and District Governor Adnan Al-Husseini, called for an aggressive Arab, Islamic, and international stand to protect the holy places of Islam
and Christianity in the city of Jerusalem, especially the Al-Aqsa Mosque. He added that for a long time Al-Aqsa has been subject to premeditated Israeli steps aimed at dividing it, as happened at the Al-Ibrahimi Mosque (i.e., Cave of the Patriarchs in Hebron), thus facilitating the process of building the alleged Temple on its ruins."

"The Islamic-Christian Council for Jerusalem and the Holy Places said yesterday that the most recent excavations beneath the Al-Aqsa Mosque foundations are a final warning [before] the mosque's destruction. He said that the mosque is subject to daily invasions by settlers and extremist Jewish groups, and [subject] to attempts to desecrate [it], [all of which] are steps in implementing a Zionist plan to seize control and Judaize [the mosque], as preparation for its destruction, and for building their alleged Temple on its ruins."

US warns Europeans on 'Palestinian' UN non-member status.HT: IsraelMatzav.Unwilling to face a showdown with Congress immediately upon starting a second term (God forbid), the United States has warned the European Union not to back a 'Palestinian' bid for non-member status at the United Nations. Under US law, if such a motion were to be voted on in the United Nations General Assembly (where it would almost certainly pass), the United States would be required to cut off all monetary aid to the 'Palestinian Authority' and probably to the United Nations as well.
The memorandum – described by one diplomatic source as "private correspondence" – said the US was continuing to work for a two-state solution to the Israeli-Palestinian conflict, and urged both parties "to avoid provocative one-sided actions that could undermine trust or otherwise distract from the pursuit of peace". A Palestinian resolution on non-member state status "would have significant negative consequences, for the peace process itself, for the UN system, as well as our ability to maintain our significant financial support for the Palestinian Authority".
It added that a successful resolution could lead to Palestinian participation as a state in international bodies such as the international criminal court. Israel is concerned that Palestinian recourse to the ICC could have repercussions for its policies on settlements, the occupation of the West Bank and the blockade of Gaza. "We believe your government understands what is at stake here, and – like us – wants to avoid a collision at the coming UNGA session," said the text. "We hope you are willing to support our efforts … We would appreciate knowing where your government stands on this issue. We would also be interested in knowing whether you have been approached on this matter by Palestinian representatives."
 ... There were differing views among European countries on the wisdom of the Palestinians' move, the diplomat added. "The closer we get to the prospect of a vote in the UN general assembly, the more concerned the US administration is likely to be. This letter is an expression of their well-known position against such a vote. But if we are to persuade Abbas not to pull the trigger, a serious alternative needs to be put on the table, and fast." A second European diplomat said the US had "made it very clear to all of us that they're opposed to any [Palestinian] move at the UN". He also criticised the Palestinians for not engaging in "serious, high-level diplomacy" on the issue. Some European countries are alarmed at the prospect of the US withdrawing financial support for the Palestinian Authority in the wake of a bid for upgraded status, fearing that the EU would have to fill the funding gap. Following the Palestinians' acceptance as a state by the United Nations cultural and heritage body, Unesco, the US cut off funding as a punitive measure. The US had contributed 22% of Unesco's annual budget. Discussions among European governments on whether to support the Palestinians' bid are due to be held this week. However the 27 member states are unlikely to forge a common line. A vote giving the ''Palestinians' non-member status at the UN could be a blessing in disguise. The West Bank sends them back to Israel. Israel currently holds more than 4,200 Palestinian prisoners in its jails, most of them incarcerated for "security offences" such as attacking Israel or plotting to do so. "Today we were planning to launch Huna al-Quds, an online multimedia network focusing on Jerusalem from our headquarters in Aqbet al-Khaldieh in the Old City," Mohammad Abu Arqub told AFP. "The event was to take place simultaneously in Jerusalem and Ramallah via Skype." The Huna al-Quds network (Arabic for "This is Jerusalem") is a media initiative comprising radio, television and online news, which was put together by Al-Quds University's institute of modern media.
But just minutes before the launch, more than a dozen Israeli police entered the building, locked the office doors and showed an order in Hebrew, signed by the internal security minister, barring the launch event on the grounds that it was a "Palestinian Authority" event. "They cut off the Skype call, asked for IDs and arrested Ali Rweished and Muhannad Izhiman," he said, referring to two officials from Al-Quds University.Police spokeswoman Luba Samri confirmed the incident, saying the network's launch violated a ban on any official Palestinian Authority activity in the city. "Police closed an office in the Old City according to an order signed by the internal security minister over its intention to launch a network under the auspices of the PA, which is against Israeli law," she told AFP. "Two people were arrested -- one of them was released, while the second is still under investigation." In a statement, Al-Quds University said it was "an independent institution, neither administered nor governed by the Palestinian Authority" which, since 1996, had been recognised by Israel as an independent NGO.
