Britain’s deputy foreign secretary revealed the terrifying threat from the Chechen leader while taking an urgent question on the situation in parliament.
Gay men have spoken of horrific beatings and torture in ‘concentration camp’ style prisons.
Sir Alan Duncan, Minister of State for Foreign and Commonwealth Affairs, told parliament: “Human rights groups report that these anti-gay campaigns and killings are orchestrated by the head of the Chechen republic, Ramzan Kadyrov.
“He has carried out other violent campaigns in the past, and this time he is directing his efforts at the LGBT community. “Sources have said that he wants the [LGBT] community eliminated by the start of Ramadan.”
The minister added: “Such comments, attitudes and actions are absolutely beyond contemptible.”
PinkNews has spoken to the Foreign Office, who verified that President Kadyrov had made the threat in local Russian language media, seen by the UK government.
Ramadan starts on May 26 this year, and is widely celebrated in Chechnya, which is a predominantly Muslim area.
These allegations have been supported by human rights groups, and led to the United Nations’ High Commissioner for Human Rights, UK and US governments to call for the Kremlin to investigate.
Foreign secretary Boris Johnson’s deputy, who is gay himself, labelled the reported abuses of gay men as “utterly barbaric” and “despicable” in a strongly worded statement to the Commons.
Mr Duncan revealed that he spoke directly to his counterpart, Russia’s deputy foreign secretary Vladimir Titov, to challenge the Russian Federation on human rights abuses against LGBT people.

"35 homosexuals from Chechnya get help under programme of "Russian LGBT Network"
In Northern Caucasus, already 75 members of the LGBT
community appealed for help to the "Russian LGBT Network". The
assistance was provided to 35 of them, so far only to those people who
lived in Chechnya. This was reported to the "Caucasian Knot" correspondent by the "Russian LGBT Network".
In total, while the hotline of the organization was active, it has got 75 requests. This was reported by Igor Kochetkov, the chairman of the "Russian LGBT Network".
According to the "Russian LGBT Network", in Europe,
not only in Sweden and Finland, but also in other countries people raise
money to help victims of persecution.
The dynamics of appeals filed by members of the gay
community of Chechnya proves that the acute phase of pressure on people
has not been passed yet, believe members of the "Russian LGBT Network".
They also point out to the difficulties with arrangement of visa
corridors.
"At present, we receive a stable number of 4-5 appeals per day,
and the main problem is that we cannot so far reach agreements with
countries of Western Europe, the United States, and Canada for
permissions to enter those countries.
The difficulty is in the fact that
if a person comes to an embassy of the above countries and they
understand that he wants to stay in a country and he needs a refuge,
then they do not issue a visa for him," explained the leader of the
"Russian LGBT Network".
Igor Kochetkov has also added that the organization' hotline receives reports not only from Chechnya, but also from other North-Caucasian republics.

The Russian journalist who broke the news of Chechnya’s homophobic purge has been forced into hiding after the region’s largest mosque declared jihad.
Speaking to the BBC’s Victoria Derbyshire, Novaya Gazeta journalist Elena Milashina, who authored the reports, revealed that she has been forced into hiding in the wake of the story.
Ms Milashina, who is usually based in Moscow, is currently in an undisclosed location.
She said: “They reacted [to the story] in a terrifying manner… on April 3, in the biggest mosque in Grozny, 15,000 people came together and declared a Jihad on us… not just me personally, but all journalists at Novaya Gazeta.
“They said the people at the newspaper who raised this question have damaged the honour of Chechen nation and should be prosecuted.”
She explained: “We know about four secret prisons. Two of them in the capital of Chechnya, Grozny, one of them in Argun – this is the first secret prison we discovered where LGBT people were detained, beaten, tortured and killed.
“We got this information [a few] weeks ago and began to prove it. It’s pretty hard in Checnya, especially to rescue LGBT people, because they’re a very closed network. The region is very hard on those people and they have to hide.
“The Chechen government denied [the allegations], although they don’t deny that if they found this kind of people in Chechnya they would be killed.
“They don’t deny this, but they deny the secret camps and they have denied that they detained more than 100 people and killed some of them.”Read the full story here.

A group of followers of the Shiite ritual of driving
knives in heads has been revealed in Chechnya. Ramzan Kadyrov has held a
preventive talk with the self-proclaimed Caliph of the community. The
Chechen Muftiate has treated the beliefs of the group as contrary to
Islam. Scientists are puzzled on how the cult of religious self-torture
has entered Chechnya.
In January, a video appeared on the Internet, showing
a group of men in one of the Middle East countries conducting some
ritual. Five men had knives driven not deep into their heads. Their
faces expressed no visible pain and blood.
The video also showed a Moscow Chechen Aslambek
Zubairaev. On February 2, he had a meeting with Ramzan Kadyrov, the
Chechnya's Mufti Salakh Mezhiev and other members of the clergy.
Aslambek Zubairaev was named the leader of a group of
Chechens who took part in the ritual – the followers of one of the
Shiite branches that had arisen in Iraq and is headed by Sheikh Mohammed
al Kasnazani.
The actions of Zubairaev and his followers are
contrary to Islam, said the official of the Chechen Muftiate. According
to his story, the self-torture rituals are unacceptable from the point
of view of Islam.
Residents of the republic also express their concern in connection with the spread of various religious trends in Chechnya.
They fear extremes in professing Islam, both on the
part of radical Salafism, and on the part of radical traditionalism,
said Alikber Alikberov, the deputy director of the Institute of Oriental
Studies of the Russian Academy of Sciences.

An extremely dangerous militant, who is a member of a militant group controlled by the Islamic State (IS) terrorist organization (banned in Russia) has been detained in Russia’s republic of Chechnya, the head of the republic Ramzan Kadyrov wrote on his Instagram page.
"On Saturday, Imran Datsayev, extremely dangerous terrorist, was detained. Earlier he managed to escape during a special operation in the village of Geldagan. He was caught in the vicinity of the Minutka square near the Orbita shopping mall. Police officers blocked the gunman and summoned him to surrender. He threw a grenade at them," Kadyrov wrote.
Currently, Datsayev is being interrogated by the police.
According to Kadyrov, police officers arrested two more members of the terrorist group when those tried to leave the territory of the North Caucasus. They will be convoyed to Grozny. The gang has been completely eliminated.
"We pay special attention to preventive and operative work aimed at disclosure of any criminal intentions on the planning stage, so as not to give the bandits to do evil," Kadyrov concluded.

The Russian authorities believe Ramzan Kadyrov is an indispensable person in the current model of relations with Chechnya, and the chances of the replacement of the leader the Chechen Republic are very small.
This was stated by Ekaterina Sokiryanskaya, the project director for Northern Caucasus of the International Crisis Group (ICG) and a member of the Board of the Human Rights Centre (HRC) "Memorial" member, in her exclusive interview to the "Caucasian Knot".
"According to the Kremlin, the resignation of Ramzan can result in the loss of control, and I believe that in the conditions of the economic crisis and the upcoming electoral cycle, Putin will not take such a risk," stated Ekaterina Sokiryanskaya.
The expert believes that the federal government grants and various financial charges imposed by the local authorities play a special role in the sustainability of the Chechen regime.
"In the conditions of the economic crisis, Chechnya is in a privileged position: even in case if the subsidies from the federal budget are cut, the federal authorities try to do it with minimal pain and try to index them. However, because of the depreciation of the rouble, the budget is short of money, and the Chechen elite got accustomed to live in luxury. The lack of funds will result in the increase in levies imposed on citizens of the republic and in the pressure on small and medium businesses.
The Kremlin will most likely not react. Since there is a tacit agreement between the Kremlin and the Chechen elite in the face of Ramzan Kadyrov that they provide to the federal center the combat against armed underground, absence of protests and excellent results of the election.
In return, they are guaranteed support and impunity," Ekaterina Sokiryanskaya has described the model of financial relations between officials of Moscow and Grozny.

On February 28, Grozny hosted the so-called "Civil Forum" in support of Ramzan Kadyrov, organized by direct subordinates of the Chechen leader.
The "Caucasian Knot" has reported that the second term of Ramzan Kadyrov at the post of the Chechen leader expires on April 5. On February 23, he announced that he had no desire to continue leading the republic.
In the evening of February 28, the "Grozny" TV Channel showed a report devoted to the "Civil Forum". During the event, it has been consistently emphasized that the position of the participants of the forum coincides with the opinion of the whole Chechen nation, concerned about the news that Ramzan Kadyrov is ready to leave his post.
The above "Civil Forum" was a temporary alternative to mass rallies, to which public employees, students and pupils of the Chechen Republic are driven, the "Caucasian Knot" correspondent was told by a leader of one of the local NGOs, who preferred to remain anonymous.
"All this is just a play, staged with the purpose to ensure that Kadyrov will once again stay in power," the source has said.
According to him, such events are organized under the control of Ramzan Kadyrov himself.

Kadyrov obliges Chechen youth to receive "spiritual-moral" passports, Indicating his/her religion and tribal belonging.(CaucasianKnot).
Upon a decision of the head of Chechnya Ramzan Kadyrov, every young person aged from 14 to 35 years shall pass the "spiritual-moral certification", having reported on his/her religion and tribal (clannish) belonging, said the Chechen Parliament.
According to the Chechen MPs, who acted on the instruction of Ramzan Kadyrov, every young person "must obtain a document, indicating his/her personal features, nationality, teip and vird association (teip is a union of families of relatives on the kinship principle; vird is a religious group or community, – note of the "Caucasian Knot").
The document will also contain "information about the persons responsible for this young guy or girl," says the statement of the Chechen Parliament.
The statement notes that on February 17, an MP Adam Malikov, acting on behalf of the head of Chechnya, "held a meeting with pupils of the Alkhan-Kala secondary school, where he announced the start of certification."
The decision to issue the above passports "was supported by the clergy, and has already entered into force," said one of the Chechen MPs.

Kadyrov refutes rumors about "spiritual-moral certification" in ChechnyaThe republic's authorities have no plans to conduct the "spiritual-moral certification" of young people in Chechnya, said Ramzan Kadyrov, thus refuting the information spread earlier by official Chechen mass media.
The "Caucasian Knot" has reported that on February 18, the website of the Chechen Parliament posted a statement that by the decision of the head of Chechnya every young person in the republic aged 14-35 would pass the "spiritual-moral certification", which will fix his/her religion and tribal belonging.
Kadyrov said that earlier he had held a meeting, where it was decided that "local authorities, the clergy and civil society organizations would help law enforcement bodies."
However, the Chechen leader has refuted the information about any "spiritual-moral certification" and issuance of special passports to youngsters.
"Some media report that some new 'passport' will be issued in Chechnya to young people. I remind you that our country has only one passport – the passport of a Russian citizen! Everything else is just fudge!" said Kadyrov.

A video posted online by Chechen leader Ramzan Kadyrov shows former Russian Prime Minister and opposition leader Mikhail Kasyanov apparently in the cross hairs of a scope sight.
In the video posted Monday on Kadyrov’s Instagram account and the Vkontakte social network, the sight is shown trained on Kasyanov as he talks to people in what the posting states is the French city of Strasbourg.
“Kasyanov came to Strasbourg to get cash for the Russian opposition,” said a message on Kadyrov’s Instagram with the video. “Those who don’t understand will get it.” Read the full story here.

A huge crowd turned out in Grozny, the capital of Russia’s Chechen Republic yesterday for a demonstration against caricatures of the Prophet Muhammad.
Some media sources report that the rally drew 800,000 people.
Many demonstrators held uniform signs featuring a crimson heart with "Muhammad" written in Arabic and the words "We Love Our Prophet" in Chechen, Russian, and English. Young boys wore baseball caps that also said "Muhammad" in Arabic. Red balloons sailed into the sky near the huge Grozny mosque.
Speaking at the rally, Chechnya President Ramzan Kadyrov said, “This is a protest against those who try to insult the religious feelings of Muslims all over the world. This is a protest against those who deliberately incite a worldwide fire of religious and ethnic hatred.”
Kadyrov said "Europe has not drawn the right lessons" from the Paris attacks. “Instead of condemning those who opened fire, and those who with their cartoon were the reason for that, the French authorities organized a street show with slogans in support of the permissiveness that led to the bloodshed.”
“It was attended by presidents, prime ministers, and royals," he said, referring to rallies in France.“This gives us a legal right to say that it is the Western powers and intelligence services that may stand behind the incident with the cartoons, interested in triggering a new wave of ISIL recruits of thousands of deceived young people from around the world,” Kadyrov said.Other leaders reportedly echoed Kadyrov in speeches to the demonstrators.
“We must tell the whole world: We love the Prophet Muhammad and will not allow anyone to offend the religious sensitivities of Muslims," the Grand Mufti of Russia, Ravil Gainutdin, told the crowd in remarks broadcast live on state TV.
Gainutdin also criticized terrorist attacks carried out by Islamist militants.
Non-Muslim clerics also took part in the rally, and one speaker led a chant of “Muhammad and Jesus!”
“The entire Russian Orthodox Church condemns people who make caricatures of the Prophet Muhammad," said Bishop Varlaam, the regional head of the Russian Orthodox Church. We...say 'no' to the evil that the West is trying to sow between our religions.”
We will recall that rallies in France drew more than 3 million people on January 11 in a demonstration of solidarity with the victims of the attack on the French satirical weekly Charlie Hebdo and support for freedom of speech.
Charlie Hebdo reportedly had a history of publishing controversial cartoons depicting the Prophet Muhammad that angered Muslim leaders in France, the Middle East and other parts of the world. The magazine for years received threats from social media users because depictions of the prophet are forbidden in Islam.
The preparation of actions in support of Kadyrov in Grozny became known back on January 18, when Igor Kalyapin, the head of the non-profit organization (NPO) "Committee to Prevent Torture" (CPT), informed about it with reference to a resident of Grozny.
"On Friday, Grozny will host a rally in support of Kadyrov. Unfortunately, I'll have to go, otherwise, a dismissal..." Igor Kalyapin quoted a Chechen resident on his page in the Facebook, adding today that teachers and senior pupils were also ordered to appear at the Kadyrov's support rally on January 22.

The head of the Chechen Republic has accused the Turkish
authorities of aiding the Islamic State terrorist group and taking part
clandestinely in Western nations’ plots to weaken and destroy Islam.
Ramzan Kadyrov shared his
ideas through a post on Instagram. He said it was a reply to accusations
by Turkish mass media that he was opposing Muslims and acting on the
side of infidels. Also, the Chechen leader countered the statements of
the same mass media that Turkey has always helped the Chechen people.
“I prefer exact statements and I am asking you – when, where and with which has Turkey ever helped Chechnya and my people? Show me a single school, hospital, kindergarten or mosque presented to Chechnya,” Kadyrov wrote. “You only helped terrorists, Wahhabis. You raised funds for them, you offered them medical treatment and rest and they committed terrorist attacks, and killed Chechen people. Was this your help?”
The Chechen leader also accused Turkish journalists of distorting historical facts, saying the ‘help’ could be the immigration of tens of thousands of Chechens to Turkey in the 19th century, but this caused nothing but suffering. “Turkey lured tens of thousands of Chechens through deceit. They had to live in very harsh conditions. Over half of them perished within the first five years and any attempts to return to Russia were answered with gunfire,” Kadyrov said.
He went on to accuse the Turkish authorities of helping terrorists from Islamic State (IS, formerly ISIS/ISIL) and other terrorist groups. “Turkey is not fighting ISIS! They are making business, they buy oil from them and finance the enemies of Islam who kill thousands of Muslims!” he wrote.
“The aircraft that Turkey has shot down was our aircraft! You know that there are millions of Muslims in Russia, why did you act on the hint of the United States and other Western nations, downed our plane and killed our pilot, who fought ISIS and protected Muslims?” the Chechen leader asked his Turkish opponents.
He has also repeatedly accused the US and other Western nations of “spawning” IS in order to incite hatred towards Muslims all over the world, distract public attention from numerous problems in the Middle East, and destroy Islamic nations from inside.
Last year, Kadyrov vowed to destroy IS after the group threatened to attack Russia. He also said he has repeatedly asked Russian President Vladimir Putin to send Chechen infantry and himself to Syria to take part in the anti-IS operation.

The head of Chechnya, Ramzan Kadyrov, said it is needed to introduce the death penalty for terrorists in Russia.
In an interview with TV channel "Russia 24" he was of the opinion that the attacks, security forces prevented in Moscow and Grozny, are the beginning of a war that a terrorist group "Islamic State" announced on Russia.
"I am fully behind the proposal. This is a necessary measure for Russia.Feed and keep them (terrorists) in prisons is wrong. They interfere while there, and they are recruiting people there ... They must be destroyed "- Kadyrov explained.
According to the head of the republic, after the start of military operations of the Russian Federation in Syria IS recruiters increased their activity in the Russian regions.

Russian Security Forces Kill Eight Alleged ISIS Militants.(EUNews).
Russian authorities announced on Sunday that its security forces had killed eight terrorists it says were affiliated with Islamic State (ISIS), after a firefight in the North Caucasus region, west of Chechnya, according to AFP.
Russia's National Anti-Terrorism Committee (NAC) made the announcement on Sunday evening after Russian forces ambushed the militants early on Sunday morning in the southern republic of Ingushetia.
"According to information available to the security services, the militants killed in the operation had recently pledged allegiance and became members of the Islamic State international terrorist organization. All of them were complicit in a number of crimes of a terrorist nature, including the killings of law enforcement officers and the extortion of money from entrepreneurs," the statement from the NAC said.
One of the men killed during the firefight, Adam Tagilov, was said to be the leader of the group. Tagilov was suspected of being behind the December 4 terror attacks in the city of Grozny in Chechnya, according to the NAC. The attack killed 25 people, including 14 security officers, after Islamist militants stormed and occupied a police checkpoint, Associated Press publishing house and a school in the city.
During Sunday's combat with the militants, who the the Federal Security Service say they identified in April as belonging to the ISIS-affiliated group "Imarat Kavkaz," the security forces uncovered explosives, handguns and over 2,000 rounds of ammunition. Read the full story here.

Chechen leader Ramzan Kadyrov has reaffirmed his staunch support for polygamy in Russia's Muslim-majority republics because it would be more honest than having lots of mistresses.
"Polygamy is permitted by our religion. It is not an obligation, but men have such an opportunity if they are sufficiently healthy and well-off," Kadyrov told Interfax on Thursday.
"Polygamy is needed in order to stop men from having mistresses, who cause them multiple problems both with their health and their family life because men have to lie and deceive their wives and children," he said.Such men demand that their family members be "honest and decent, but they themselves have to lie throughout their lives," Kadyrov said.
"If a man has someone on the side, and if it is real love, this woman may become his second or third wife if they both want it," the Chechen leader said.
"Many people find this scary. And I say: give me at least one man who would not have several mistresses. There are no such men. And all of them lie to their wives. But I would never be able to lie to my wife.
That is why polygamy is very good, but having many mistresses is bad. If I speak out against polygamy, I am not a Muslim. I support the idea of a man having several wives if he needs them and if he is able to provide for them. This would help resolve the demographic problem in Russia," Kadyrov said.
When commenting on a recent wedding between a 47-year-old man and an underage girl in Chechnya, Kadyrov said: "A 17-year-old girl married a 47-year-old strong and healthy man in Chechnya. And you say that it is a tragedy, but, to my great regret, we largely keep silent on thousands of underage children being raped in other regions."
"In Chechnya men lead a healthy lifestyle, exercise regularly and really blossom after they turn 40. Recently our 93-year-old man married a 33-year-old woman and now they have a son. Under certain circumstances, in Moscow young girls are allowed to get married from the age of 16, in Bashkortostan from the age of 14, and in Chechnya from the age of 17 after they finish school," he said.
When asked how secular laws correlate with Sharia Law, the Chechen leader said that Chechnya "does not violate the laws of the Russian Federation."
"Only one marriage can be concluded at the registry office. Russia has a Muslim population of 25 million people, and polygamy should be permitted in regions such as Dagestan, the Chechen Republic and Ingushetia," he said. Read the full story here.
