ISIS leader in Egypt tells Muslims to avoid Christian gatherings. (AN).
CAIRO: ISIS’s leader in Egypt has warned Muslims to stay away from Christian gatherings as well as government, military and police facilities, suggesting that the militant group will keep up attacks on what he referred to as “legitimate targets.”
In April, two Daesh suicide bombers killed at least 45 people at churches in the cities of Alexandria and Tanta, one of the bloodiest attacks the country has experienced in years.
“We are warning you to stay away from Christian gatherings, as well as the gatherings of the army and the police, and the areas that have political government facilities,” the leader, who was not named, said in an interview in Daesh’s Al Naba weekly newspaper published on Telegram.
Militants are increasingly targetting religious minorities, a challenge to President Abdel Fattah Al Sissi, who has promised to protect them from extremism.
Islamic State has been turning its sights on targets outside its base in the Sinai, putting more pressure on the government and presenting extra challenges for security services.

President Trump’s advisers are debating an order intended to designate the Muslim Brotherhood as a foreign terrorist organization, targeting the oldest and perhaps most influential Islamist group in the Middle East.
“The goals of the Muslim Brotherhood,” Mr. Gaffney said in a recent interview with The New York Times, are “exactly the same as the Islamic State, exactly the same as the Taliban, exactly the same as, you know, Al Qaeda, Boko Haram, Al Nusra Front, on and on, Al Shabab. It’s about Islamic supremacism. It’s about achieving the end state that is their due.”
It is unclear what form a presidential order would take. Presumably, Mr. Trump could direct Secretary of State Rex W. Tillerson to review whether the Brotherhood should be designated. At his confirmation hearing, Mr. Tillerson grouped the Brotherhood and Al Qaeda together as “agents of radical Islam.”
In recent years, offshoots have joined the political system, including Ennahda, a party that belongs to the governing coalition in Tunisia and has eschewed extremism. Even in Turkey, a NATO ally, President Recep Tayyip Erdogan’s Justice and Development Party has long supported the Muslim Brotherhood. Read the full story here.

Turkey has been making drastic decisions in different towns of the majority Kurdish southeast in the past few weeks. On March 21, Turkey's Justice and Development Party (AKP) government hastily passed legislation referred to as “urgent expropriation of the Sur district” of Diyarbakir province. On March 26, the government's Official Gazette announced all the addresses of the properties to be expropriated.
But the Sur situation generated global reactions because of the town's history — so much so that Galip Ensarioglu, a prominent AKP parliamentarian, told the press that the US Embassy had called him asking about the reports. Ensarioglu said the reports amounted to a smear campaign spreading false information about the confiscation process. Others beg to differ.
Indeed, the story of Sur evolves around historic churches and citadels of the town, which are on UNESCO’s World Heritage List. Months of fighting with the Kurdistan Workers Party have left the region in ruins, and ambiguous government statements furthered the frustration of civilians who were obliged to leave their homes. One of the concerned groups is Armenian. About 110 years ago, the region’s population distribution shows Sur was an Armenian majority town.
As aerial images of Sur expropriations started circulating on social media, Armenians all around the world became concerned, particularly about one church that was reopened only in 2011.
Soon it became clear that several inalienable religious endowment properties, or waqf, along with the largest Armenian Church, St. Giragos Armenian Apostolic Church, were included on the list.

Turkey's top diplomat has claimed that Israel has been cold to rapprochement with Turkey because of raised expectations about Turkish President Recep Tayip Erdoğan being ousted from power.
Çavuşoğlu repeated Turkey's conditions for the normalization of ties, saying that Israel has to pay compensation to the relatives of those killed in the May 2010 raid on the Turkish ship Mavi Marmara by Israeli commandos in international waters.
Çavuşoğlu said Turkey also insists on lifting the Israeli embargo on Gaza, and wants to help Gaza residents, including providing electricity to the strip. He said the Turkish government's priority is on lifting the embargo rather than the blockade and hopes to channel development assistance to rebuild Gaza.
Çavuşoğlu also revealed that during the talks, one of the main concerns expressed by Israeli officials was whether the criticism of Israel by Turkey will cease after the deal is finalized. “If Israel continues to implement these policies, including illegal settlements and attacks on Palestine, then we'll naturally criticize; we are very clear and open about this,” he said. Turkish President Recep Tayyip Erdogan has expressed anger over a U.S. official's visit to a northern Syrian town that is under the control of Kurdish forces.
In comments published on February 7, Erdogan said Washington should choose between Turkey and the Kurdish Democratic Union Party (PYD), as its partner.
"How can we trust you?” Erdogan asked. “Is it me that is your partner or is it the terrorists in Kobani?"
The comments come after senior U.S. diplomat Brett McGurk met members of the PYD in the city last week.
The PYD's military wing, aided by the U.S.-led coalition fighting the Islamic State (IS) group in Syria and Iraq, drove back IS militants from Kobani a year ago.
Ankara considers the PYD and YPG to be affiliates of Turkey's outlawed Kurdistan Workers Party (PKK). Hmmm.....The Turkish Dictator now wants to dictate U.S. foreign policy as well.

According to a written statement issued on Dec. 24 by the European Commission, the EU is setting up what was called a “Refugee Facility for Turkey,” a legal entity that will provide coordination on disbursing the funds earmarked for refugees in Turkey starting from Jan. 1.
The European Parliament, representatives of member states as well as those from Turkey will be part of the facility, although the principal driver will be the European Commission. On Oct. 15, the European Council welcomed the idea and endorsed a Joint Action Plan with Turkey on handling the refugees.
A problem has emerged on two fronts: how to ensure an efficient spending of these funds and how to convince all member states that promised to pitch in to the common fund to actually deliver on that pledge?
On the former, according to European Commission First-Vice President Frans Timmermans, the money will be spent on “providing support to further improve daily lives and socio-economic conditions of Syrians seeking refuge in Turkey." The Steering Committee of the Refugee Facility is expected to “provide strategic guidance and decide on which actions will be financed, with which amount and through which financial instruments.”
In contrast, we are hearing a different song from the Turkish side.
EU Affairs Minister Volkan Bozkır says the decisions will be made by Ankara and not the EU when it comes to deciding how to spend this money.Briefing lawmakers on the background of the negotiations on the deal, Bozkır told members of Parliament on Dec. 23 his government did not agree to a plan by which the EU provides funds and dictates how to spend it. “That cannot happen,” he said, stressing that Turkey is willing to share the list on how it would spend the funds such as education and health but will do it on its own. He revealed a working commission that was set up in the Prime Minister's Office has already drawn up a detailed list of items on where the EU funds should go.
Compounding matters further, it is unclear how to select Syrian refugees from Turkey as part of a voluntary admission scheme to resettle Syrians in EU member states.
The plan is contingent on a reduction in the number of irregular migrants crossing from Turkey to the EU. On Dec. 15, the European Commission called on member states to provide quotas for receiving refugees based on “absorption, reception and integration capacities, as well as population size, [gross domestic product] GDP, past asylum efforts and national unemployment rates.” If Turkey does not succeed in reducing irregular border crossings, the resettlement scheme will be suspended.
Bozkır also claimed those refugees slated for resettlement in EU member states will be screened by Turkey first and foremost, leading to a list of eligible candidates to be drawn up.

Canadian Prime Minister Justin Trudeau welcomed the first big wave of Syrian refugees last Friday, part of the more than 10,000 expected to resettle in Canada by the end of the year.
But with the plan come questions about whether their vetting process is up to the task and whether lax standards north of the border could undermine America's security.
“There is a concern with this large volume in such a short period of time that adequate vetting may not be occurring,” Sen. Ron Johnson, chairman of the Senate Homeland Security Committee, told FoxNews.com.
“It is an obvious concern that without robust vetting by Canada, these individuals could represent a threat to America given our porous border.”
“The majority of these refugees, all receiving permanent residence, will settle in Toronto and Montreal – cities in close proximity to the U.S. border,” Marguerite Telford from the Center for Immigration Studies, recently wrote. “How many of these refugees will enter the United States to join the 11 million-plus illegal aliens already here? How many will join terrorist sleeper cells, which we are told exist in all 50 states?”
“Small tweaks do not alleviate the safety hazards associated with the refugee resettlement program,” Telford said, adding that Canada does not have access to databases in the U.S. that detect criminal background or terrorist links.

The chief of ISIS terror group Abu Bakr Al-Baghdadi and Republicans' US presidential candidate Donald Trump are among the eight candidates shortlisted by the Time Magazine for its annual 'Person of the Year' title.
For Al-Baghdadi nomination, the magazine said, "As leader of ISIS has inspired followers to both fight in his self-declared caliphate of Iraq and Syria, and also stage attacks in countries like Tunisia and France".
About Mr Trump, Time Magazine said that his populist rhetoric has made him the frontrunner in the race for the Republican presidential candidacy and stirred debate about the party's future.
The final list also includes 'Black Lives Matter' activists, who have protested inequality towards African Americans, especially in their treatment by law enforcement.
In the run for the 'Person of the Year', Prime Minister Narendra Modi, Reliance Industries chairman Mukesh Ambani and Google's India-born CEO Sundar Pichai were among the initial 58 contenders but did not make it to the final eight that were announced today.
PM Modi last year did not win the 'Person of the Year' by Time editors, but was named winner of the readers' poll, securing more than 16 per cent of the almost five million votes cast.
The global leaders on the list include German chancellor Angela Merkel, Iran president Hassan Rouhani and Russian president Vladimir Putin who the magazine said "Has defied Western sanctions over his country's military activity in Ukraine to play a critical but precarious role in the war on ISIS".
The magazine said that Mr Rouhani is seeking to bring his country "out of pariah status and repair its sanctions-crippled economy by pursuing a nuclear deal with the West".
Transgender reality TV star Caitlyn Jenner, who transitioned from Olympic winner Bruce Jenner, and Uber CEO Travis Kalanick are also among the final eight.

I have been asked by foreign journalists several times over the last few days on whether I feel the elections might have been rigged. Homo Economicus does not have feelings, except under special circumstances, but I can give you some numbers:
While the main opposition Republican People’s Party (CHP) maintained its votes compared to the June 7 elections, the Nationalist Movement Party (MHP) and the Peoples’ Democracy Party (HDP) lost 2 and 1 million votes respectively. Besides, two small parties that had entered the elections jointly in June got 300K less this time.
Last but definitely not the least, there were 1.3 million additional votes compared to June: Of this, 600K were due to new votes (of which 200K were new registered voters) and 700K less invalid votes. Interestingly, more than half of the additional votes were from Istanbul, where the share of invalid votes shrank significantly.
If you do the math, all of this adds up to the 4.5 million extra votes the Justice and Development Party (AKP) got compared to June 7. In other words, the AKP got all the possible votes it could; most of the defections from other parties as well as the additional votes. Add in other flashing red lights, such as the speed of the vote count and early victory declarations in the pro-government media, and you can see why people are suspicious. A statistical study of the voting patterns in Turkey’s November 1 general election found strong evidence that is “consistent with widespread voting manipulation".
That was the conclusion of a paper released by assistant professor Erik Meyersson at Stockholm School of Economics entitled “Digit Tests and the Peculiar Election Dynamics of Turkey’s November Elections", and released on November 4.
The result of the elections came as a shock as the Justice and Development Party (AKP) of Turkish President Recep Tayyip Erdogan’s defied the almost universal polling consensus and won some 9 percentage points more than expected – just enough to rule alone, but not quite a constitutional majority.
Some have speculated that faced with external and internal instability Turks have turned to a strong leader to see them through uncertain times in what might be called a “Sultan complex". However, drilling down into the voting statistics Meyersson concludes that Sunday’s result was not so much an AKP victory as a defeat for the ultra-nationalist Nationalist Action Party (MHP).
The main statistical test the paper explores is the use of the so-called Benford’s Law that is a widespread statistical technique for spotting cheating in polls and has a big body of academic literature behind it.
The way it works is simple: in a fair vote the last number of the final tally for each polling station should be randomly distributed. As humans are very bad at generating random numbers if the vote count has been tampered with then this randomness is destroyed and a discernable pattern emerges.
In a table that measures this frequency of number pairs Meyersson found that, “In all but one cases does the occurrences of adjacent digits change between November and June for the MHP, and for the HDP there is a statistically significant change in the five largest provinces sample.”
“Overall, this analysis shows evidence that would be consistent with widespread voting manipulation, not proof of it, both in terms of the change in the distribution of last as well as adjacent digits,” Meyersson concludes the paper with.
“Sunday’s landslide victory by the AKP represents a remarkable comeback for a government that according to the overwhelming majority of polling companies looked set to repeat its June loss. Many are now pointing fingers at these pollsters (and analysts overall) asking how they could have been so wrong. But what if they weren’t?” Read and see the full study here.

The head of the Strategic Council on Foreign Relations has said the fact that Bashar Assad should remain in office until the end of his term is one of Iran’s red lines.
Kamal Kharrazi told the Munich Security Conference Core Group Meeting on Saturday that the Syrian people should determine the future of this country.
He further said that Iran and Europe can work together on the Syrian question, adding that the time will come when everybody accepts that political dialogue should be held [to reach the stated objectives in the region].

Reporter Threatened by Belgian gov for Asking Turkish Pres. About Jailed VICE News Journalist.
A Belgian television network was threatened by the government after a reporter asked the Turkish President Recep Tayyip Erdogan a question about Mohammed Ismael Rasool, the VICE News journalist who has now been imprisoned in Turkey for seven weeks.
The incident, all caught on camera, caused a storm in Belgium and prompted the European Federation of Journalists to report the Belgian government to the European Council for "intimidation."
A video published at the weekend by the RTBF station — for which Rasool also worked while in Turkey and Iraq — shows a reporter shouting a question in the direction of Erdogan as he walks towards his car. "Mr. Erdogan — why is Mohammed Rasool still in prison in Turkey?" she says, as the Turkish leader looks over before disappearing into his vehicle.
A voiceover on the RTBF video explains that the encounter followed a press conference during an official visit to Belgium by Erdogan earlier this month, at which journalists had not been permitted to ask questions.
Immediately afterward, a Turkish embassy official reprimands a representative of Belgian Prime Minister Charles Michel for having let the journalist ask the question.
The Belgian government representative then tells RTBF, which is still filming, that it is not allowed to film and that she will complain to the director of the station.
Michel's communications director Frédéric Cauderlier then takes the journalists aside and threatens them, telling them that if the footage is aired, "we have a grave situation" and that there will be "consequences."
François Mazure, the host-editor of the Belgian television show 7 à la Une, which published the video, said although there was a typical "love/hate relationship" between the press and the government in Belgium, the station had been surprised by how the government had reacted.
"The tone of the Belgian government spokesperson this time was really harsh," Mazure said. "The prime minister reprimanded his spokesperson, because our video got massive attention in Belgium. We had 400,000 views — which is huge for a small country like Belgium."
Michel later told a Belgian news agency he had told off Cauderlier for using "unacceptable words" towards RTBF. Hmmm...........Freedom of the press in the EU not so much when their 'Un official' new Gas provider comes visiting. Russian Website Calls For Volunteers For Russia's Military Activity In Syria. MEMRI.
A Russian website, Dobrovolec.org, has posted a call for volunteers to enlist for Russia's military activity in Syria.
Dobrovolec was founded in the winter of 2014, during the Crimean crisis, and at that time called for volunteers to enlist for military activity in Ukraine. It describes itself as non-profit "military volunteer movement" that is not affiliated with any political, religious or commercial organization.
Its "About Us" section states: "Our initiative was founded as a project to promote the organization of self-defense units during the events of the 'Russian Spring' in Crimea and eastern Ukraine... Our activity is not limited to the conflicts in Novorossiya–Ukraine; currently we are actively participating in organizing a volunteer movement in Syria…"
The website also states that it is not in the business of recruiting mercenaries, because this contravenes Russian law. However, in its call for volunteers to fight in Syria, it states that enlistment will be "contract-based."
"We hereby announce that we are enlisting volunteers to participate in special activities as part of the Russian mission aimed at stabilizing the situation in the [Middle East] region, protecting important facilities, and strengthening Russia's military-political presence in Syria in order to prevent the formation there of a pro-American or extremist religious regime that will threaten the entire civilized world.
It should be noted that Admiral Vladimir Komoyedov, head of the armed forces committee in Russia’s parliament, did not rule out that a Russian volunteer unit, including fighters who gained experience in Donbass (in eastern Ukraine), may join the Syrian government forces.
