Gaza,(Alresalah.ps)— Division Refugee Affairs-Hamas stated that UNRWA tends to reduce the services provided to Palestinian refugees without a resolution from the United Nations, and before getting the Palestinian refugees back to their homes in occupied Palestine in accordance with the UN resolution 302 in 1949, according to which UNRWA was established.

In a press release on Thursday, 11 June 2015, DRAH said that the cuts and decisions UNRWA tends to make including halt of employment in the five areas UNRWA operates in are unprecedented resolutions and exceed the powers UNRWA has been assumed by the United Nations.

"Through such unfair decisions, UNRWA pours oil on the fire". DRAH added in the statement.

DRAH demanded UNRWA to retreat such resolutions that have been issued in May and June, 2015.

DRAH called on the United Nations to continually compensate every lack in UNRWA budget that is caused by failure of donors to meet their pledges, inviting the United Nations to search for alternatives financial resources to overcome the crisis.

DRAH called on the national forces, civil society organizations and Refugees to get around these demands and coordinat efforts to get them achieved.

"We will carry out escalating events that will continue till getting these demands achieved whereas the refugees will not the only losers because of the UNRWA unfair resolutions." DRAH added in the statement.

That is because they know the IDF does not attack medical facilities, and using a medical facility provides their terrorist operatives located there with a kind of immunity. For the same reason they use ambulances to move terrorist operatives and weapons from place to place in combat zones. They repeat the modus operandi in Operation Protective Edge. Israeli troops in southern Gaza arrested 150 Palestinians, dozens of whom surrendered voluntarily to the soldiers.

About 70 of the arrested Gazan Palestinians, who are suspected of carrying out terrorist attacks, were transferred for interrogation, The Times of Israel reported, citing an IDF spokeswoman.

Dozens of the Palestinians, most believed to be members of Hamas, surrendered to the soldiers during raids on Rafah and Khan Yunis, according to the Times of Israel. All of the detainees were later released.

The IDF said in a statement issued on Thursday that several prominent field commanders of the Palestinian Islamic Jihad were targeted in recent days by both the IDF and the Shin Bet security service in a combined effort.

“All terrorists targeted were involved in many attacks against IDF soldiers in Gaza and in the firing of rockets at Israeli communities. They’ve also been central figures during Operation Protective Edge,” the IDF said in its statement.

The commanders were identified as: 

Acram Salah Mahmmar Sh’ar, in charge of Palestinian Islamic Jihad ‘s militant activity in the area of Khan Yunis including executing attacks against IDF forces on the Gaza border and of rockets fired from the area; 

 Mahmoud Awwad Ali Ziada , head of PIJ activity in the northern Gaza Strip; 

Shaben Haled Sha’aben Dahduh, head of PIJ activity in Gaza City region; 

and Sa’yeed Mahamed Nasser Au Mamer, head of PIJ activity in Rafah.

The Palestinian Maan news agency reported that 37 Palestinians were killed across Gaza on Thursday morning, bringing the Palestinian death toll on the 17th day of Israel’s operation to 734, with more than 4,000 injured.

IDF: The IDF is currently in the midst of combat, with Hamas terrorists in the area of Beit Hanoun, who are using civilian infrastructure and international symbols as human shields.

In the course of the afternoon, several rockets launched by Hamas from within the Gaza Strip landed in the Beit Hanoun area.

The United Nations secretary-general said on Wednesday that he was “alarmed” to hear that rockets that were hidden at a U.N.-run school in Gaza were missing. 

Ban Ki-moon said he was filled with “outrage and regret” that rockets had been stored at facilities overseen by United Nations Relief and Works Agency (UNRWA) in Gaza.

His spokesperson said in email Wednesday that when these rockets were discovered “in accordance with standard practice, UNRWA handed them over to the local authorities,” but “since then, they have gone missing.”

The U.N. said at least twice during the recent course of violence between Israelis and Palestinian, rockets were discovered stockpiled in U.N. operated facilities. Since Hamas controls Gaza, Canada’s Foreign Affairs minister John Baird expressed concern that the rockets could fall into the group’s hands.

He said in a statement he was dismayed that “officials with the United Nations returned these weapons to Hamas, a listed terrorist organization, once Israeli officials discovered their location.”Read the full story here.

Hamas has turned Wafa Hospital into a command center and a rocket-launching site. Hamas has fired at Israel and at IDF forces from the hospital. As a result, the IDF repeatedly conveyed warnings to the hospital staff and urged civilians to leave the area. Hamas continued firing from the hospital. In response, the IDF targeted specific sites and terrorists within the hospital grounds. Secondary explosions can be seen, confirming IDF intellgience about the site.

Today, in the course of the regular inspection of its premises, UNRWA discovered rockets hidden in a vacant school in the Gaza Strip. As soon as the rockets were discovered, UNRWA staff were withdrawn from the premises, and so we are unable to confirm the precise number of rockets. The school is situated between two other UNRWA schools that currently each accommodate 1,500 internally displaced persons.

UNRWA strongly and unequivocally condemns the group or groups responsible for this flagrant violation of the inviolability of its premises under international law.

The Agency immediately informed the relevant parties and is pursuing all possible measures for the removal of the objects in order to preserve the safety and security of the school. UNRWA will launch a comprehensive investigation into the circumstances surrounding this incident.

UNRWA has reinforced and continues to implement its robust procedures to maintain the neutrality of all its premises, including a strict no-weapons policy and regular inspections of its installations, to ensure they are only used for humanitarian purposes.

Paris — French Prime Minister Manuel Valls called the fight against anti-Semitism a “national cause.”

Speaking at a ceremony to commemorate the victims of the Vel’ d’Hiv roundup of Jews ahead of their deportation from Paris in 1944 to Nazi death camps, Valls condemned recent anti-Semitic incidents and violence that occurred during protests in France against Israel.

“What happened yesterday in Paris, these unacceptable disruptions, justify even more forcefully the decision that the interior minister courageously took to forbid the demonstration,” Valls said in reference to clashes Sunday between anti-Israeli protesters and police, in which 15 officers were lightly injured and 38 protesters were arrested. “France will not allow provocateurs to nourish conflicts between its communities.”

The ban was imposed last week after anti-Israel protesters besieged a Paris synagogue, where they confronted young Jews until police arrived at the scene. Several attacks against synagogues occurred in France since Israel launched its operation against Hamas in Gaza on July 12.

“I call on all elements of our society to combat anti-Semitism: Yes, it is a national cause,” Valls said, in an apparent reaction to a request made in March by the CRIF umbrella group of Jewish communities that France declare the fight against anti-Semitism a national cause.

“Traditional anti-Semitism, this old disease of Europe,” Valls said, “is joined by a new anti-Semitism that cannot be denied or concealed, that we must face. It happens on the social networks and in workers’ neighborhoods, among ignorant young men who hide their hatred of Jews behind a façade of anti-Zionism or hatred of the State of Israel.”

Since 1977, French prime ministers have designated one cause each year to receive free publicity on state media. This year, the prime minister’s office designated the fight against illiteracy as the national cause.

A day after UNRWA, the United Nations Relief and Works Agency for Palestine Refugees in the Near East, admitted that it had discovered 20 Hamas rockets at one of its schools, Israel’s UN Ambassador said he was certain that more such facilities housed Hamas weaponry.

“Yesterday, UNRWA admitted that it mysteriously found 20 missiles in one of its schools,” Ambassador Ron Prosor said on Friday in an emergency Security Council session on Gaza. “I’m sure that if UNRWA takes the time to check its other facilities, it will discover that this is just the tip of the iceberg.  Hamas is using UN facilities to commit a double war crime by targeting Israeli civilians while hiding behind Palestinian civilians.”

His comments came the morning after Israeli forces entered Gaza in an expansion of Israel’s Operation Protective Edge aimed at ending rocket fire against civilians.

In his extensive remarks, outlining Israel’s position on the conflict with Hamas, Prosor also said that it was time for the international community to face the consequences of its failed policies regarding the Gaza based terror group.

“For years, we told you about the thousands of rockets that Hamas was smuggling into Gaza. We were met with silence.  Time and again we called on the international community to condemn the rocket fire and we were met with silence,” he said.

“It is time for the international community to face the consequences of its inaction. Hamas used its foothold in Gaza to trample on the Palestinian people and build a terror base in Israel’s backyard.  And now it sees an opportunity to do it again.”

After announcing the discovery of the rockets on Thursday,  UNRWA said in a statement that it “strongly condemns the group or groups responsible for placing the weapons in one of its installations. This is a flagrant violation of the inviolability of its premises under international law. This incident, which is the first of its kind in Gaza, endangered civilians including staff and put at risk UNRWA’s vital mission to assist and protect Palestine refugees in Gaza.”

The discovery of rockets was the second strike against the agency in as many days, after Prosor on Wednesday called for the immediate suspension of UNRWA spokesman Chris Gunness for encouraging international journalists to interview a professor who justifies terrorism against civilians to bolster Hamas.

“Rather than denouncing Hamas’s targeting of innocent civilians, Mr. Gunness is shamelessly promoting an individual who shares Hamas’s morally reprehensible convictions,” Prosor said in a letter to Pierre Krähenbühl, UNRWA’s Commissioner-General.

“Hamas, an internationally recognized terrorist organization, deliberately embeds its military operations in residential areas and exploits its own civilian population as human shields. These actions constitute war crimes and should be condemned in no uncertain terms.

In failing to do so, Mr. Gunness is ignoring Hamas’s abuse of the civilian population in Gaza and acting in opposition to UNRWA’s mandate.”

A United Nations agency that last week found rockets in a Gaza school operating under its auspices has handed that weaponry over to Hamas, Israeli officials said Sunday, accusing the organization of actively helping the terrorist organization help attack Israeli civilians.

“The rockets were passed on to the government authorities in Gaza, which is Hamas. In other words, UNRWA handed to Hamas rockets that could well be shot at Israel,” a senior Israeli official told The Times of Israel.

A spokesperson for UNRWA said the organization gave the rockets to “local authorities,” which answer to the Hamas-backed unity government led by Palestinian Authority President Mahmoud Abbas.

UNRWA pledged to fully investigate the incident once the fighting stops and keep all relevant parties informed, but refused to release any photos of the weapons.

“According to longstanding UN practice in UN humanitarian operations worldwide, incidents involving unexploded ordnance that could endanger beneficiaries and staff are referred to the local authorities,” UNRWA’s director of advocacy and strategic communications, Christopher Gunness, told The Times of Israel Sunday.

A Western diplomat familiar with the incident said there is “absolutely no evidence” that UNRWA handed the rockets to Hamas. Rather, the diplomat suggested, the authorities who collected the rockets are under the direct authority of the Palestinian unity government, “which Hamas has left and which many in Hamas are openly hostile to. The key point is that the weapons were handed over to people who are not answerable to Hamas,” the diplomat said, referring to the fact that the unity government, not Hamas, is officially the ruling power in Gaza.Hmmm......what a load of...

Myth: Hamas has no choice but to place weapons and fighters in populated areas since the Gaza Strip is so crowded that is all there is.

Fact: There is actually plenty of open space in Gaza, including the now empty sites where Israeli settlements once stood. The Hamas claim, parroted by the Times reporter, is nonsense.
Beyond this, placing your own civilians around or near a military target to act as "human shields" is prohibited by the Fourth Geneva Convention:

Art. 28. The presence of a protected person may not be used to render certain points or areas immune from military operations.

Article 58 of Protocol 1 Additional to the Geneva Conventions of 1977 (which the Palestinian Authority has accepted) goes even further in this regard, requiring that Hamas remove Palestinian civilians from the vicinity of its military facilities, which would include any place where weapons, mortars, bombs and the like are produced, stored, or fired from, and any place where its fighters train, congregate or hide. Here is the text, which calls on the parties to the conflict to:

(a) ... endeavour to remove the civilian population, individual civilians and civilian objects under their control from the vicinity of military objectives;
(b) Avoid locating military objectives within or near densely populated areas;
(c) Take the other necessary precautions to protect the civilian population, individual civilians and civilian objects under their control against the dangers resulting from military operations.

Even UNRWA has weighed in on this, denouncing on July 17 the "group or groups" that had hidden missiles in a UN-run school in Gaza.
Hamas, as the defacto government in Gaza, is responsible for the missiles and other weapons hidden in civilian buildings and areas, and has clearly violated all three of the above provisions.

After a 10-day aerial campaign aimed at halting Hamas rocket fire on Israeli cities, Prime Minister Benjamin Netanyahu decided on Thursday to order a ground offensive in Gaza, as a second stage of Operation Protective Edge launched July 8.

“My and the defense minister’s instruction to the IDF, after the approval of the cabinet, is to prepare for a significant expansion of the ground operation,” Netanyahu said Friday morning.

Netanyahu said that air strikes alone could not deal a sufficient blow to the tunnels riddling Gaza, so a ground assault was needed.

“Last night, our forces began a ground operation to hit the terror tunnels crossing from Gaza into Israel’s territory,” he told a special cabinet session, broadcast live on television.

Prime Minister Recep Tayyip Erdoğan on July 17 accused Israel of attempting a “systematic genocide” of Palestinians in the Gaza Strip, in one of his strongest criticisms yet of the country.

“We have been witnessing this systematic genocide every Ramadan since 1948. The world remains silent because those who lost their lives are Palestinian,” Erdoğan told a meeting of Islamic scholars in Istanbul to mark Ramadan.

“Do you hear the voice of the United Nations? They are doing something only for a show. Is there executive action? No. Why was the United Nations established? For world peace. Does it make a contribution to world peace? What does it stand for? It serves only their secret purpose,” Erdoğan said, a day after slamming the world body over its inaction to Israeli strikes.

The prime minister also lashed out at the Islamic world. “When the West remains silent, the Islamic world watches too,” he said, calling on all sides to be moderate on Palestine. “We demand an immediate stop to the bloodshed . . . We are very much aware the Middle East deserves peace, prosperity, and solidarity,” he said.   

“What happens in Palestine is not Shiite vs. Sunnis; that is why the Islamic world keeps silent. Our children and brothers are dying in Palestine. Humanity has been destroyed there, as well as the honor of Muslims,” he told the audience at Dolmabahçe Palace.

At the official launch of two German-funded UNRWA projects in southern Lebanon, Director of UNRWA Affairs in Lebanon, Ann Dismorr, posed with a map that erases the State of Israel and presents all of it as "Palestine."

The map includes both the Palestinian Authority areas as well as all of Israel. Above the map is the Palestinian flag and the inscription "Arab Palestine." The text at the bottom of the map also says "Palestine." The neighboring countries Egypt, Jordan, Syria and Lebanon are all named on the map as is the Mediterranean Sea. Israel is not mentioned or designated anywhere. Several places and cities, both in Israel and from the Palestinian Authority, are included on the map of "Palestine": The Negev desert, Be'er Sheva, Rafah (Gaza), Hebron, Bethlehem, Jerusalem, Jaffa, Haifa, Acre, Tiberias and the Dead Sea.

According to UNRWA's website, Germany was represented at the launching ceremony by the Head of Economic Cooperation and Development at the Embassy of the Federal Republic of Germany in Lebanon Dr. Hanan Abdul Rida.
